
Pakistan seeks fourth restructuring of $393.73mn WB-funded higher education project
The project is in its sixth year of implementation, and its project development objective (PDO) is to support research excellence in strategic sectors of the economy, improve teaching and learning, and strengthen governance in the higher education sector.
World Bank likely to approve additional IDA credit to PRR
The Economic Affairs Division has requested a four-month extension through a letter as the project requires restructuring to complete five remaining packages under IT and IT-related services, which are at an advanced stage of contract implementation.
The additional time is sought following several disruptions and procedural delays, which delayed the delivery of IT hardware to ports and, subsequently, of deployment of related software and services packages.
An extension of the closing date is needed to enable the project to complete the establishment of critical IT activities at the universities whose impact will be seen beyond the project period.
The overall project implementation progress is rated moderately satisfactory.
Key results achieved by the project:
(i) Thirty one research grants awarded in Year 2 achieved 80% of their outcome and 28 research grants awarded in Year 3 achieved 60% of their outcome target, and nine RTTG awarded in Year 5 have achieved 50% of their outcome targets.
(ii) The National Academy of Higher Education (NAHE) conducted training for 1,113 faculty and 903 higher education managers.
(iii) 50 Quality Enhancement Cell in Affiliated Colleges (QECACs) completed SARs.
(iv) Twenty affiliating universities or ACs implement the career and internship framework.
(v) 300 higher education institutions connected to the Pakistan Education and Research Network (PERN).
(vi) HEC developed, approved and rolled critical policies including the Undergraduate Education Policy and the Open Distance Learning Policy. Nine out of 11 intermediate results indicators have been met and two others will be met by June 30, 2025.
(vii) The disbursement as of June 10, 2025, from International Development Association (IDA) Credit is $375.70 million, including $319 million against PBCs and $56.70 million for the IPF component. The final disbursement of $12.3 million against the PBCs has been approved and is being processed. The balance of the IPF component will be disbursed in fiscal year 2026.
This restructuring will only involve the extension of the project closing date by four months to October 31, 2025. The work plan will be adjusted with the proposed closing date. There will be no changes in PDO, PDO indicators, any activities or any components of the project as a result of this restructuring. No revision of implementation arrangement and M&E mechanism will take place. There will be no modification or scale-up of any activity of the project.
The extension of the project's closing date does not involve any modifications to the current Financial Management (FM), procurement, and environmental and social safeguards arrangements, which have been deemed adequate and will continue to effectively support the project's operations. The existing FM systems, including budgeting, disbursement, accounting, and financial reporting, including the reporting frequency, will remain unchanged and will operate according to the established procedures.
The project has been restructured thrice. The first restructuring was approved on June 14, 2021, to respond to the COVID-19 pandemic impacts and involved: (a) introduction of Component 6 to support continued learning for all in case of unpredicted crises and university lockdowns and provision of special funds to universities to increase their financial autonomy, (b) reallocation of funds between Components to better address ongoing needs, and (c) revision of the Results Framework to reflect the changes in activities.
The second restructuring was approved on June 15, 2023, to repurpose the unutilised funds from lapsed targets under Performance Based Condition (PBC) 1 and PBC 2 toward: (a) a new round of Rapid Technology Transfer Grants (RTTGs) focused on emergency response, climate change, extreme weather event preparedness and import replacement research (PBC 1, Component 1); (b) a new target to track RTTG outcomes (PBC 2, Component 1); and (c) an increased target for universities participating in the framework for improvement in financial autonomy (PBC 10, Component 6).
The third restructuring was completed on April 1, 2024 to: (a) extend the project closing date by 12-months to June 30, 2025; (b) adjust four PBC targets to align with implementation of activities; (c) drop two PBCs associated with activities no longer relevant and reallocate the associated US$ 4 million to support funding required for Information Technology (IT) and IT related activities and conduct a tracer study to inform labor market outcomes of higher education graduates; and (d) refine the Results Framework to reflect the activity changes, set more ambitious targets given the 12-month extension, and add a corporate scorecard indicator.

BOI, SECP integrate regulators
The Board of Investment (BOI), Prime Minister's Office, has signed MoUs to integrate federal and provincial regulators with the Securities and Exchange Commission of Pakistan (SECP) eService Portal. The ceremony was chaired by Minister for Investment Qaiser Ahmed Sheikh. According to an official statement, MoUs were signed with NEPRA, PEMRA, SNGPL, DRAP, IESCO, PITC and PRA. Integration of PRAL and the Sindh Revenue Board will follow in the next phase. Director General BOI Mahmood Tufail said a survey identified 16 agencies for integration. All will eventually be connected to the Pakistan Business Portal, a World Bank-funded single-window platform. He reiterated BOI's commitment to regulatory reform and investor facilitation. The minister praised the initiative as a landmark step in Pakistan's digitisation process. He said integration will reduce inefficiencies, eliminate duplication and ensure transparency. He stressed that a business-friendly environment is key to competing for regional investment.

Green initiatives set to draw investment
Pakistan is poised to become a key destination for investment in green initiatives as the government has decided to launch the Pakistan Green Taxonomy backed by the World Bank to attract capital inflows into climate resilience and sustainable growth. At present, the country is facing heavy downpours and the worst floods in different regions. The Ministry of Industries and Production has also attributed the reduction in sugar production to the changing weather patterns, which resulted in a lower sugarcane harvest. The Green Taxonomy helps policymakers, banks, financial institutions and investors prioritise investments that contribute to climate risk mitigation and adaptation. The Ministry of Climate Change and Environmental Coordination has reaffirmed Pakistan's commitment to sustainable development and climate resilience. In this context, the ministry has developed the Green Taxonomy to clearly classify green activities and investments. This classification will attract capital inflows into sectors that are critical for enhancing climate resilience and sustainable economic growth. The Climate Change and Environmental Coordination Division informed the Economic Coordination Committee (ECC), in a recent meeting, that the Pakistan Green Taxonomy was a collaborative effort between the Ministry of Climate Change, the Ministry of Finance and the State Bank of Pakistan with technical support from the World Bank. The taxonomy is designed to provide clarity to financial markets on identifying green economic activities, enhance transparency of green investments and financial products, mitigate climate-related financial risks and help the financial sector channel capital towards activities aligned with Pakistan's environmental and climate goals. It offers a credible framework for recognising green projects and activities. Given the decline in available climate finance, this taxonomy helps prioritise investments that contribute to climate risk mitigation and adaptation. It is expected to unlock the potential of private finance, particularly from commercial banks, for climate-related projects in Pakistan. The Climate Change Division added that the taxonomy had been developed through a rigorous consultative process. This included stakeholder mapping, the formation of working and technical groups and the finalisation of a road map. Sector-specific consultations were held with technical experts and public feedback was sought on the draft taxonomy, followed by a validation session. All critical and substantive feedback was duly considered and incorporated. A frequently-asked-questions (FAQ) document was prepared to assist in understanding and approving the Green Taxonomy by addressing key concepts, criteria and implementation considerations. The Climate Change Division informed the ECC meeting that the final draft of the Pakistan Green Taxonomy had been circulated among stakeholders across ministries, relevant public entities and provincial departments. Feedback from the ministries and departments had been received. These ministries and departments included the Ministry of Planning, Development and Special Initiatives, Ministry of Industries and Production, Ministry of Communications, Pakistan Civil Aviation Authority, Ministry of Railways, Prime Minister's Office/ Board of Investment, Ministry of Information Technology and Telecommunication, Ministry of Commerce, National Energy Efficiency and Conservation Authority, Private Power & Infrastructure Board, Securities and Exchange Commission of Pakistan, National Disaster Management Authority, Ministry of Housing and Works and National Electric Power Regulatory Authority. In light of this, the Climate Change Division submitted the draft Pakistan Green Taxonomy for the consideration and approval of the ECC under Rule 17(1)(2)(a) of the Rules of Business. It requested the ECC to give the green light to the proposal. The Economic Coordination Committee of the cabinet considered the summary submitted by the Ministry of Climate Change and Environmental Coordination titled "Approval of Pakistan's Green Taxonomy," and gave its nod to the proposal.

CM links heavy rains to climate change challenge
KARACHI: Sindh Chief Minister Syed Murad Ali Shah, talking to media at Nursery, said the recent heavy rains across the city are not a local phenomenon, but part of a global trend linked to climate change affecting Pakistan and the world. Shah cited devastating floods recently witnessed in Khyber Pakhtunkhwa, Gilgit-Baltistan, China, New York, and Houston as examples of this global climate crisis. Highlighting Karachi's rainfall, Murad Ali Shah shared that about 160 to 170 millimeters fell within 3 to 4 hours, aggregating up to 185 to 200 millimeters in 12 hours, levels that naturally cause urban flooding in a densely populated city. He compared this to Mumbai, which recorded 200 millimeters in the same period but has an average annual rainfall roughly ten times that of Karachi. The Chief Minister underlined the urgent need for modern and efficient drainage systems to mitigate the impact of such extreme weather in the future, ensuring urban resilience and citizens' safety. Effective response: Despite the torrential rain, the CM stated that the administration successfully cleared the water from the city by late night. He personally monitored conditions till midnight, witnessing streets that were waterlogged right after the rains had drained by morning. Recalling the dire flooding of 2020, he noted how water then remained stagnant for over 24 hours, contrasting it with this time's relatively prompt drainage. While acknowledging some shortcomings, he welcomed constructive criticism and announced disciplinary actions against officials who failed to perform. The Chief Minister also criticised some media channels for airing outdated flood footage that created a misleading impression of the current city situation, urging responsible reporting to guide the public on safety practices during the rains. To a question regarding coordination and accountability among agencies, Murad Shah acknowledged the continuous efforts of provincial ministers and local authorities present in the field during the rains. However, he expressed concern about the performance of certain local representatives, especially after the formation of town administrations, which he said led to division and inefficiency in service delivery. Mr Shah called upon all political stakeholders, including the thirteen Jamaat-e-Islami town chairmen in Karachi, to stop blame games and fulfil their respective responsibilities to help the city recover. Addressing questions, the Chief Minister informed that the World Bank approved a $1.6 billion package for Karachi in 2020, with $100 million already spent primarily on strengthening the Karachi Water Board. He explained that the Water Board was restructured into a new Water Corporation with private sector experts involved to boost effectiveness. Shah rejected misleading narratives by some commentators about the funds, emphasising that disbursements are phased and conditional on performance, with approximately Rs28 to 30 billion utilised transparently so far for critical water infrastructure upgrades. The chief minister highlighted the chronic problem of fragmented road-cutting permissions issued independently by agencies like Cantonment Boards, KDA, and KMC, leading to repeated damage to city roads. He proposed establishing a `Central Road Cutting Authority' responsible for regulating and overseeing road excavation and repair to avoid recurring disruptions. Murad Shah also noted that the powers of some city institutions, including the Water Board, have been devolved to the Mayor's office to strengthen urban governance. He praised the current Karachi Mayor for enhancing resources and making practical efforts rather than solely demanding funds. Throughout his statements, CM Murad Ali Shah repeatedly urged citizens to comply with government advisories during heavy rains by staying indoors unless necessary, to reduce traffic jams and ensure safety. Mr Shah stressed that effective management of such weather incidents requires joint responsibility among governments, political representatives, private sector entities, media, and the public. Sindh Chief Minister Syed Murad Ali Shah, accompanied by provincial ministers Sharjeel Inam Memon and Saeed Ghani, carried out an emergency visit to the city to assess the city's flood and drainage situation. The Chief Minister started his inspection from Shahrah-e-Faisal, reviewing the rainwater drainage status, followed by visits to important locations, including Frere Hall and Nursery Nullah. There, he was briefed by the Karachi Mayor on ongoing cleanup and flood control measures. Murad stressed that no laxity would be tolerated in water drainage or public relief efforts. He instructed all relevant departments to remain fully alert and actively engaged in providing timely assistance.
