NCERT constitutes panel to examine feedback about textbook content
Singh objected to a map in the Class 8 Social Science textbook depicting Jaisalmer as part of the Maratha Empire. He described the portrayal as 'historically misleading, factless, and seriously objectionable,' claiming it misrepresents the role and territory of Rajput and Maratha rulers.
In a statement on Thursday, NCERT said it follows an established process of forming expert committees comprising high-level experts from reputed institutions and faculty members from the relevant subject area to review substantial feedback on textbook content or pedagogy.
As a follow-up to the National Education Policy 2020, NCERT has been releasing new textbooks for Classes 5 to 8 under the National Curriculum Framework for Foundational Stage (NCF-FS) and the National Curriculum Framework for School Education (NCF-SE). 'Aligned with the curricular goals and competencies as given in the NCFs, NCERT has brought out teaching-learning material, including textbooks. These curricular resources, including textbooks, receive regular feedback and suggestions from various stakeholders,' the NCERT said.
The NCERT has faced criticism from historians for its revised Class 8 Social Science textbook that labels Mughal emperor Babur as 'ruthless,' Akbar as both 'brutal and tolerant,' and Aurangzeb as intolerant and destructive.
In a note, the NCERT advised readers not to hold present-day individuals or communities accountable for historical events. Critics have called the portrayals ideologically driven.
NCERT Curricular Area Group for Social Science Michel Danino defended the changes, saying they aim to present unsanitised historical facts without bias.

‘Historic moment for country': Rajnath hails passing out of first batch of women cadets from NDA
DEFENCE MINISTER Rajnath Singh on Thursday hailed the passing out of the first batch of 17 women cadets from the National Defence Academy as a 'historic moment for the country.' Singh was delivering the 'Sandesh to Soldiers' aired from Akashvani on the eve of the 79th Independence Day. According to a press statement from the Ministry of Defence, Singh said in his speech that Operation Sindoor emerged as a balanced military response amid the asymmetric warfare being witnessed across the globe. 'India successfully utilised cutting-edge apparatus such as drone war, layered air defence, electronic warfare and network-centric operation, and proved that India is no longer dependent on foreign technology.' The MoD press statement quoted him as saying. 'For the first time, 17 women cadets successfully passed out from NDA, Khadakwasla. It was a historic moment for the country. Two brave women officers of the Indian Navy, Lt Cdr Dilna K and Lt Cdr Roopa, made the country proud by completing a difficult sea journey of 25,600 nautical miles under Navika Sagar Parikrama-II. It was a testament to the strength of our naval forces. An all-women tri-service sailing team created history by returning home from Seychelles after completing an international sea voyage of 1,800 nautical miles. It was the first international open sea sailing voyage undertaken by the women of Indian Armed Forces. For our women, no challenge is impossible. They will always be at the forefront in protecting and honoring the country,' said Singh. An order was passed by the Supreme Court in August 2021 while hearing a plea seeking directions to allow eligible women to sit for the NDA and Naval Academy examinations conducted by the Union Public Service Commission (UPSC). The first batch of the women cadets joined the NDA in July-August 2022 as part of its 148th course. At the time of the entry of the women cadets in 2022, the NDA had said, 'With minimum changes to the existing curriculum, the training in academics, drill, outdoor training, etc. will be conducted in an absolutely gender-neutral manner.' The NDA said a dedicated support staff has been provided for facilitating the training of women cadets. A majority of training activities are conducted jointly keeping their employability in mind, wherein the women officers are required to command the troops. Similar training methodology already exists in other Pre-Commissioning Training Academics like OTA Chennai, INA Ezhimala and AFA Hyderabad. One of the most important milestones in the assimilation of the female cadets at the NDA came when they were moved out a separate accommodation and integrated with the existing 18 squadrons of the academy, in the sixth and final term of the first course. After this, the female cadets allotted to each of the squadrons started undertaking their full day training activities with the male cadets. While the first batch of 17 women cadets passed out of the academy in May this year as part of the 148th course, the second batch is set to pass out later this year as part of the 149th course.

Ceremonial heads: on Governors
The Supreme Court of India's strong censure of Tamil Nadu Governor R.N. Ravi in April seems to have done little to slow down the collision course that many Governors have been on with the respective State governments. Not only did the Court rule against the Governor casting a de-facto veto on 10 Bills relating to universities passed by the State legislature but it also specified timelines for the Governor's response to Bills. Importantly, it declared infructuous any Presidential intervention based on the Governor's recommendation. Last week, Mr. Ravi had referred the Kalaignar University Bill to the President instead of giving it his assent. In Kerala, Governor Rajendra Vishwanath Arlekar has kicked off yet another controversy after directing State-run universities to observe a 'Partition horrors day' on August 14, drawing criticism about possible ideological and communal motives. His predecessor, Arif Mohammed Khan, had also locked horns with the government, sitting on and practically vetoing Bills especially relating to universities. The Court's line has been de-facto challenged by the President, but through a reference. State-owned universities have become the key battlegrounds in the Governor-State government conflicts. They are among the few institutions over which the Governor has a direct say. As scholars point out, the office of the Governor was a colonial mechanism of control over provinces that may be ruled by Indian parties. That the universities had British Governors as their ceremonial heads, or rather Chancellors, was to bring colonial prestige and ensure their autonomy and importance. India's early national-level leaders retained the Governor as a central appointee to guard against separatist tendencies. It appears that legislation in many States retained the role of Governors as Chancellors of State-run universities to give them the same colonial veneer and aura. Even a Tamil Nadu Bill that had sought to minimise the Governor's role in Vice-Chancellor appointments did not seek to remove the Governor as Chancellor of the university. In Kerala and Tamil Nadu, the Governors are central proxies with a hostile political and ideological agenda. Meanwhile, draft UGC regulations seek to divest State governments of their role in the selection of the Vice-Chancellor, vesting all powers in the Chancellor. But the thrust of the National Education Policy 2020 has been towards greater autonomy for educational institutions. Universities are expected to raise funds and be accountable for spending. A university head's role is expected to be not just academic and administrative but also that of a business manager, cheerleader and fundraiser. It may make sense to have professionals become the ceremonial as well as executive heads of universities, replacing Governors.
