'God Knows Who Is Still Languishing In Jails': Supreme Court Raps UP Police
New Delhi:
The Supreme Court on Wednesday reprimanded Uttar Pradesh Police for failing to ensure that persons granted bail by a court of law, including itself, were not promptly released.
The top court directed PC Meena, the Director-General (Personnel) of UP Police to conduct a statewide video conference with officers to ensure the court's orders on bail are not countered by 'vested interest' masquerading as 'nit-picking' of the instructions to release someone.
The top court also directed the UP government to pay Rs 5 lakh as compensation to a man it had granted bail on May 27 but was not released till an irate court intervened Tuesday.
Suspecting 'vested interests' in keeping the man jailed, the Supreme Court also ordered a judicial inquiry by the Principal District and Sessions Judge of Ghaziabad.
Officers found to be at fault will be fined Rs 5 lakh, the court warned.
Reports of the inquiry and confirming compliance are expected by Friday, the court said.
Expressing serious concern over people being forcibly jailed in UP despite court orders for their release, the bench of Justice KV Vishwanathan and Justice NK Singh hauled up the state's police force for denying individuals their fundamental right to liberty. "Nit-picking of court orders to deny bail amounts to a serious dereliction of duty," the Supreme Court warned state officials.
Mr Meena and other senior officers had been summoned as the Supreme Court heard a petition by a man called Aftab, who was denied release from Ghaizabad Jail despite securing bail.
He told the top court he had been detained for 28 days, a delay the authorities claimed before the court was due to a 'clerical error' in sections of the bail and release orders.
The court, though, batted away the claim, saying personal liberty could not be denied by 'useless technicalities and irrelevant errors', and asked the police to not repeat such mistakes.
"God knows how many persons are languishing in UP jails like this... Sensitise your officers by Friday... via video conference... to ensure no person enlarged by a court should be in jail..."
The bench also warned the police of further action if the 'vested interests' are revealed.
Mr Meena assured the court he would conduct the VC immediately, and told the court there are as many as 90,000 people in jails across the state, as of June 24.
Earlier, senior counsel Garima Prasad, appearing for the state government, told the court 'certain apprehensions' about a bail order, and the resulting delay, were not deliberate.
In the Aftab case, he pointed out, the police sent the order back to a lower court, on the same day the Supreme Court ordered his release, for a clarification. The delay, therefore, was from the lower court, he declared. But Justice Vishwanathan was unimpressed.
Warning that he would increase the compensation ordered to Rs 10 lakh, he asked, "Is 'sub section not mentioned' a valid ground to be taken by officers manning our prisons?"
The bench pointed out the fact the authorities knew what the 'error' with the subsection was, but still failed to release Aftab for nearly a month.

Maharashtra stands as vibrant heart of India's economic aspirations: Guv Radhakrishnan
Mumbai: Maharashtra Governor C.P. Radhakrishnan said on Wednesday that the state proudly stands as India's largest economic engine, contributing more than 14 per cent to the national GDP and ranking among the leading industrial states of the country. Maharashtra stands as the vibrant heart of India's economic aspirations, he noted. Maharashtra consistently attracts the highest share of foreign direct investment (FDI) in the country, he said. "In 2024-25, Maharashtra secured a remarkable 40 per cent of India's total FDI which amounted to Rs 1.64 lakh crore. The World Economic Forum in Davos 2025 resulted in MoUs worth nearly Rs 15.72 lakh crore in potential investments. These investments are projected to generate more than 15 lakh new employment opportunities across the state." "The global investor confidence reflects our stable policy environment, world-class infrastructure, and immense growth potential. Our economy, now valued at an impressive $530 billion, is firmly set on an ambitious path to reach the $5 trillion mark by 2047. This bold vision aligns seamlessly with the Prime Minister Narendra Modi's goal of a $30 trillion economy for Viksit Bharat 2047. I have no doubt in my mind that Maharashtra will play a leading role in achieving this goal," said the Governor in his address at the Maharashtra Industry Dialogue 2025 organised by the Maharashtra Industrial Development Corporation. The Governor said that Maharashtra is emerging as the start up capital of India and the state has India's largest pool of skilled talent. "In my capacity as Chancellor of 29 state-funded universities, I am actively encouraging our universities to go for international collaboration, industry partnership and promoting apprenticeships. I have also asked universities to offer short-term programmes in foreign languages such as German, Japanese, Spanish, Portuguese, Mandarin, Italian and others. Knowledge of foreign languages will give our youths an advantage in the employment market," he added. "Rightly regarded as the Gateway of India, Maharashtra serves as India's primary gateway to global commerce and a key hub for seamless trade. The completion of the Deep Water Port at Vadhavan and the International Airport at Navi Mumbai are going to transform the state like never before," the Governor said. According to the Governor, the foundation of Maharashtra's industrial strength lies in our robust MSME sector. "Home to more than 82.63 lakh registered MSMEs -- the largest in India -- this sector is a critical driver of grassroots economic activity and employment generation," he noted. He said that the state government has launched the Maharashtra Technical Textiles Mission -- making Maharashtra the first state in India to align with the Centre's National Technical Textiles Mission. "My government is set to implement the new Maharashtra Electric Vehicle Policy from April 1, 2025, which is aimed at promoting eco-friendly transportation and reducing our carbon footprint. Our goal is clear -- to create an ecosystem where businesses thrive, doing business is easy, innovation flourishes, and every citizen has the opportunity to participate in and benefit from Maharashtra's economic ascent," the Governor added.

Four murders in 8 months: Romil Vohra, a sharpshooter of Rana brothers' gang
Romil Vohra, the 21-year-old sharpshooter who was gunned down in an encounter in South Delhi on Tuesday, had been giving sleepless nights to the Haryana Police for over a year. He was booked in nine criminal cases – seven registered in Haryana, and one each in Punjab and Delhi – related to murder, extortion, and shootings, police records showed. According to the police, Romil was a sharpshooter in the Kala and Noni Rana brothers' gang, notorious for allegedly targeting liquor barons and other businessmen in Yamunanagar and nearby areas in Haryana for extortion. Romil, who had a reward of Rs 3.10 lakh on his head – announced by the Haryana government – sustained multiple gunshot injuries during a joint operation by the Delhi Police Special Cell and the Haryana Police's Special Task Force at Kishan Garh on Tuesday morning. Police said he was travelling on a motorcycle when police teams intercepted him. He allegedly opened fire and was subsequently shot in retaliation. He later succumbed to his injuries. Police have claimed to have recovered a foreign-manufactured pistol from his possession. Parents in jail According to the police, Romil's parents are both currently in jail. His father Kapil Vohra is allegedly involved in the illegal liquor trade in Haryana. 'Kapil and Romil's mother Risha Vohra are currently lodged in a Haryana jail in connection with illegal supply of liquor and cases of conspiracy. Both were arrested by Yamunanagar Police in March,' said an officer. The officer further said that the local administration had recently issued demolition notices for the family's two-storey house located at Ashok Vihar in Yamunanagar. Only child, short temper Another police officer said that Romil had been involved in petty fights since his school days. After completing Class 12, he enrolled in a Bachelor of Commerce programme at a college in Yamunanagar. During this time, he allegedly came into contact with Noni Rana, who is suspected to be based in Canada currently. Noni and Romil stayed in touch, another officer said. 'Since Romil was already involved in petty crimes, Noni asked him to work for him in October 2024. He then decided to join the Rana brothers' gang, which was initially led by Kala Rana, who is currently lodged in Tihar Jail,' the officer said. The officer further said that Noni exploited Romil's short temper to execute his plans. 'At Noni's behest, Romil committed four murders and carried out two firings in Haryana and Punjab within eight months.' According to the police, the Rana brother gang had earlier claimed responsibility for the murder of liquor baron Shantanu in Kurukshetra on June 13. Last December, Romil, along with his associates, allegedly gunned down three persons outside a gym in Yamunanagar. Last month, he allegedly opened fire multiple times at an IELTS centre in Yamunanagar in an extortion-related incident. Rana brothers and Lawrence connection A police officer said that Kala Rana used to operate in collaboration with the Lawrence Bishnoi syndicate at Kurukshetra and Yamunanagar in Haryana. 'He befriended Bishnoi while staying in jail,' the officer added. For the past few months, his younger brother, Noni, has been running the gang from abroad, following his extradition to India from Bangkok in 2022, the officer further said. According to the police, Noni was involved in the daring escape of gangster Kuleep Mann alias Fajja from East Delhi's GTB Hospital in March 2021. This January, the National Investigation Agency had conducted raids at Kala Rana's residence in Yamunanagar, said police.
