Punjab assembly passes animal welfare bill to resume bullock cart racing. ‘Not cruelty,' says CM Mann

Cabinet minister Gurmeet Singh Khudian introduced the bill saying that similar legislations have been brought about in Tamil Nadu and Maharashtra. He said the bill to amend the Prevention of Cruelty to Animals Act 1960 was passed by the state assembly in 2019, which was then sent to the President by the governor. 'The President gave assent to the bill in 2024,' said the minister. Khudian said that bullock cart races are among the most popular sports in the Kila Raipur rural sports games which started in 1933.
A 2019 Bill brought in by the then Congress government in the state that allowed the resumption of bullock cart races at the famous Kila Raipur Rural games in Ludhiana had received the assent of the President in September 2024. The bill passed by the assembly today widened the 2024 Act beyond Kila Raipur to include all rural games across the state.
Chandigarh: The Punjab assembly Friday unanimously passed the 'The Prevention of Cruelty to Animals (Punjab Amendment) Bill, 2025' to facilitate the resumption of bullock cart races in rural games across Punjab. The popular sport was banned in 2014 following a Supreme Court ruling.
Speaking during the discussion on the bill, Chief minister Bhagwant Mann said that the animals used in the games were taken care of by the owners as if they were children. 'Specially crafted ornaments and decorations are bought to make them look beautiful. They are fed the best of feed and kept healthy,' said Mann, adding that it was wrong to say that these animals are subjected to cruelty.
He said just as bullock cart races were banned in Punjab, the Jallikattu sport had been banned in Tamil Nadu. 'The ban on Jallikattu has been lifted. That, too, is a traditional sport involving bulls,' said the CM. Jallikattu is a bull-taming event held during pongal celebrations in Tamil Nadu.
The Chief Minister said that rural games have been an integral part of the culture of the state. He said that the bill aims at giving impetus to rural games, particularly bullock cart races and others which were held in every part of the state. Mann said cattle have been an integral part of the agrarian economy of the state and Punjabi farmers have always nurtured cattle as their children.
'Punjabis have always loved games like bullock cart race and the race at Kila Raipur was acclaimed the world over,' he said. He also said the bill will be instrumental in further popularising such games across the state in future without harming the animals. 'Special focus will be laid on protecting the animals and any sort of cruelty against them will not be allowed,' said the CM.
The Chief Minister said that the main objective of this bill is to ensure safety measures for animals taking part in sports, with adequate animal veterinary supervision, safety standards, registration/documentation and penalty for violations. He that this bill will also help save indigenous cattle breeds of Punjab, besides promoting traditional sports in the villages.
The bill will now be sent to the Governor for approval. The rules framed under the 2024 act have already been approved by the Punjab cabinet.
'Bullock cart races are nothing short of savagery'
When contacted Ambika Shukla, a trustee with People for Animals (PFA), told ThePrint that holding bullock cart races was nothing short of 'savagery'.
'It belittles us as a society. It reduces us as human beings,' she said.
'How can bullock cart races be called a sport? A sport involves voluntary participation and contest between competing equals where skill, endurance and strength is tested. These races and nothing but a test of torture. These involve hitting, beating and other forms of torture to make the bull run. Bulls, and for that matter all cattle, are not animals which can run fast. They are slow moving animals and to make them run, all sorts of cruelty is undertaken. So many of them die, if not on the day of a race, then subsequently,' added Shukla.
'Just because as human beings we have the upper hand, do we have to bring it down so heavily and cruelly on animals? Our hand should be that of a benevolent, kind caretaker,' she further said.
Previous such bills
In May 2023, a Constitution Bench of the Supreme Court upheld the amendments made by Tamil Nadu, Karnataka, and Maharashtra to the Prevention of Cruelty to Animals Act, 1960 that permitted Jallikattu and Kambala and bullock-cart races. The five-judge Bench of the apex court had overruled a judgment of a two-judge SC Bench in 2014. The 2014 judgement had banned the Jallikattu events and all bullock cart races.
In 2017, the Tamil Nadu government passed the Prevention of Cruelty to Animals (Tamil Nadu Amendment) Act that permitted the sport, while introducing rules to govern the practice including banning use of force, whips, etc., during the conduct of the sport. The Act was challenged in the Supreme Court by bodies working towards prevention of cruelty towards animals. The petitions were referred to a five judge bench in 2018.
Addressing a press conference following the end of the assembly's proceedings for the day, Mann said his government had restored the glory of a traditional event. 'The bullock cart races are among the most popular events in rural games. These are not limited to Kila Raipur alone,' said Mann. He met some bullock cart owners outside the assembly who had come to thank him.
BJP leader Jaiveer Shergill who met Union Ministers Hardeep Puri last year and Anurag Thakur in 2023 for the resumption of bullock cart races, thanked Prime Minister Narendra Modi for ensuring that the 2019 Bill gets the Presidents' assent in 2024.

The Supreme Court has dismissed a batch of review petitions filed by the West Bengal government, the state school service commission and others challenging its April 3 ruling that annulled the appointment of 25,753 teachers and staff in state-run and aided schools. (File) A bench of justices Sanjay Kumar and Satish Chandra Sharma, in its August 5 order made public on Tuesday, held that the review pleas amounted to a re-hearing on merits and could not be entertained since 'all relevant aspects have already been examined and considered comprehensively.' 'The judgment dated 3rd April, 2025, was passed after hearing extensive and exhaustive arguments and upon considering all aspects, factual and legal,' the bench recorded. It reiterated that findings of the Justice (Retd) Bag Committee, the Central Bureau of Investigation (CBI) probe and admissions by service commission and the West Bengal board of secondary education established 'illegalities in the selection process' and attempts at a 'cover-up of lapses.' The court emphasised that the WBSSC's failure to preserve original OMR sheets or even their mirror copies 'was a significant factor' that weighed against it, making verification of candidates' merit 'more difficult, if not impossible.' The attempt to camouflage irregularities convinced the bench that the entire 2016 recruitment exercise stood compromised, leaving invalidation as the only way to 'maintain the sanctity of the process.' While acknowledging that cancelling even untainted appointments would cause 'heartburn and anguish,' the court said protecting the purity of the selection process had to take precedence. 'The adverse remarks made against the authorities concerned, who were wholly and solely responsible for this entire imbroglio… were fully warranted and justified,' stated the order, dismissing all review petitions. The review petitions arose from the Supreme Court's April 3 judgment which had set aside the entire 2016 selection process of assistant teachers and groups C and D staff. A bench led by then CJI Sanjiv Khanna had found the recruitment 'vitiated and tainted beyond resolution' after uncovering 'manipulations and frauds on a large scale' and 'cover-ups at each stage.' The Calcutta high court had earlier annulled the appointments in April 2024 based on a CBI probe that exposed blank OMR sheets, manipulated answer scripts and candidates who were neither in the merit list nor waitlisted making it to the selection roll. Despite the Board recommending 22,930 candidates, the school service commission issued 25,735 appointment letters. The apex court, in its judgment, noted the commission's contradictory claims regarding possession of scanned OMR sheets, calling them a deliberate attempt to conceal data. It also found that marks of candidates were withheld until directed by the high court, suggesting 'likely manipulation.' The court, while nullifying all appointments, had at the time carved out limited reliefs, which included allowing untainted candidates to re-apply in fresh recruitment with age relaxation, though their services were terminated. Those previously employed in government service were also allowed to seek reappointment in their old departments without break in service. The top court, however, upheld recovery of salaries from tainted candidates, terming their appointments products of 'fraud' and 'cheating.' Following the state government's argument that the widespread firings had negatively affected school education, the court in April extended the services of the terminated teachers -- those who had been cleared by CBI, until December 31. Meanwhile, the CBI's ongoing probe into the recruitment scam has already seen arrests of senior Trinamool Congress leaders, including former state education minister Partha Chatterjee, with allegations that jobs were sold for money.

However, a video from the campaign has gone viral where former Deputy CM Tejashwi Yadav is seen tutoring Rahul Gandhi on what to speak. In the video, Tejashwi can be heard reminding Rahul Gandhi the name of former CM Shri Krishna Singh. Singh was the first Congress Chief Minister of the state. After Rahul Gandhi concluded his speech, Tejashwi again reminded him to speak about unemployment and nudged the Congress MP again to ask a question about unemployment. Tejashwi Yadav was addressing the people during Congress MP Rahul Gandhi's Voter Adhikaar Yatra in Bihar's Nawada. He said that the names of poor people have been removed from the voter list, whereas those who are alive are declared dead. Rahul Gandhi, while addressing the gathering during his Voter Adhikaar Yatra in Nawada, alleged that PM Narendra Modi, Union Minister Amit Shah and ECI of snatching the fundamental rights from the people. "There are lakhs of people in Bihar who voted and their names were deleted from the voter list. There is a partnership going on between the Election Commission and the BJP. They are together stealing votes. This is your right and the Constitution gives you this. You fight for this, work hard and Narendra Modi, Amit Shah and the Election Commission are snatching it from you. BJP Telangana president and former MLC N. Ramchander Rao on Tuesday claimed that the party would rename Vikarabad districtto Anantagiri once it comes to power in the next Assembly elections. He also expressed confidence that the BJP is poised to win at least three Assembly seats in the district. During his ongoing tour of Vikarabad, Mr. Rao addressed party cadres at various locations and asserted that the BJP would also secure victory in the Vikarabad municipality elections in the upcoming local body polls. 'No power can stop the BJP from winning the next elections,' he declared, urging workers to campaign vigorously by highlighting the Centre's financial support to Telangana under various schemes and the need for a 'double engine' government. He accused the Congress government of failing to implement its promised guarantees, stating that the past 20 months had shown it to be no different from the BRS regime. Revanth Reddy for his 'hollow claims' of doing justice to BCs, particularly in welcoming Justice Sudarshan Reddy, the INDIA bloc's Vice-Presidential nominee, over the NDA's OBC candidate Radhakrishna. He called the move 'misleading and laughable', asserting that the Congress and its allies lack moral authority to speak on BC justice.
