Water tariff revision potential catalyst for Ranhill
MIDF Research in a report said it maintained a 'sell' call on Ranhill with a lower target price of RM1.02 per share after trimming its earnings estimates due to the cost overrun at Ranhill Worley Sdn Bhd (RWSB).
'While the entry of a strong controlling shareholder in YTL Power is one that could yield synergistic benefits due to its expertise in the water sector, we view that the strong run-up in Ranhill's share price since April 2024 values it at a stretched 24.2 times of financial year 2026 (FY26) price-to-earnings ratio as compared to a historical mean of 20 times and a compressed dividend yield of only 3.1%,' it noted.
The research house also expects Ranhill SAJ Sdn Bhd to continue contributing strongly to the company's earnings moving forward, attributable to the data centre (DC) growth in Johor and the upcoming economic growth prospects from the Johor-Singapore Special Economic Zone (SEZ) and Special Financial Zone.
'We understand that the group is working closely with YTL Power and the state government in identifying new water resources and in restructuring the tariffs,' added MIDF Research.
Given Ranhill's results underperformance, TA Research said it has trimmed Ranhill's FY25-FY26 earnings by 15% and 1% respectively, mainly to reflect the cost overrun at RWSB.
On the water segment, the brokerage said Johor would benefit from the influx of DC infrastructure, in part, given spillover demand from Singapore.
'As Johor's source-to-tap water supply operator, Ranhill is expected to benefit from increased water demand from DCs for cooling purposes,' it noted.
TA Research also gathered that the National Water Services Commission is currently reviewing water tariff for the non-domestic sector, in particular for high consumption users, including the DC industry.
'Should it materialise, the tariff revision could be a positive catalyst for Ranhill,' TA Research pointed out.
As for the power segment, the research house said Ranhill had proposed an extension to the power purchase agreement for its 190MW Teluk Salut Power Plant beyond its existing concession term that expires in 2029 to address the growing energy demand in Sabah.
Ranhill is also looking to participate in the Corporate Renewable Energy Supply Scheme introduced by the Energy Transition and Water Transformation Ministry (Petra) which allows corporate consumers access to green electricity by procuring green electricity supply directly from a renewable energy producer.
YTL Power, the group's major shareholder, has plans to develop a 500MW solar farm at its YTL Johor Data Centre Park in Kulai. 'We do not rule out possibilities of this project being parked under Ranhill, which could provide another catalyst for the group further out.'
Despite the research house's downward tweak to Ranhill's earnings, it has raised the target price to RM1.40 as 'we reduce the risk premium for 80%-owned Ranhill SAJ Sdn Bhd in our valuations'.
This is on the back of a potentially more favourable regulatory environment, which is more receptive to tariff increases that better reflects industry capex requirements. TA Research said 'In line with this, and following share price retracement in the past week, we upgrade Ranhill to a 'buy' from 'sell' previously.'
Meanwhile, RHB Research said the catalysts for Ranhill include strong water demand in Johor in the coming years backed by industrial investments namely in DCs, manufacturing plants which could be part of the Johor-Singapore SEZ and Petra to introduce a new water tariff category for DCs. The research house, which has a 'buy' call on the stock, has kept its target price at RM1.37.

Industrial spillover: Johor to gain from Singapore's northern expansion
ACCORDING to Hong Leong Investment Bank (HLIB), there are plenty of news about JSSEZ in Johor as well as developments near to RTS Bukit Chagar in JB that it seems all the hype about JSSEZ is centred in Johor. But what about the other end of the causeway in Singapore? During the annual National Day Rally speech on Sunday (17 Aug), we get a glimpse of what Singapore is doing on its side as Singapore PM Lawrence Wong unveiled long-term development plans for the northern region of Singapore (Woodlands, Kranji and Sembawang) over the next 10-15 years. To support the JS-SEZ, the Woodlands checkpoint of the Johor–Singapore Causeway will be redeveloped in phases over the next decade, expanding to five times its current size. Redevelopment works are slated to begin in 2025, with the revamped checkpoint designed to cut average clearance time from one hour to just 15 minutes during peak periods. 'This transformation aims to deliver shorter waiting times, smoother traffic flow and more efficient yet secure clearance procedures,' said HLIB. On top of transport efficiency, the RTS station in Woodlands will connect directly to Woodlands North MRT station on the Thomson–East Coast Line, enabling seamless transfers between the RTS and Singapore's MRT network. Around the RTS Link station, Singapore will introduce new 'flexible' industrial spaces targeted at businesses seeking to tap into the SEZ. Complementing this are new public housing projects, including 4,000 flats near Admiralty Park and additional residential developments along the Woodlands waterfront. Beyond Woodlands, Singapore also has plans to rejuvenate adjacent areas such as Kranji and Sembawang. Together, the three districts will anchor a vibrant new northern waterfront destination, reshaping the economic and social profile of Singapore's northern gateway. These large-scale plans underscore that the JS-SEZ is not a one-sided initiative. Singapore is also investing heavily in its northern frontier to create a stronger, better-integrated cross-border ecosystem. For Johor, this carries several implications: Residential upside With faster checkpoint clearance and direct RTS–MRT integration, daily commuting for workers who work in Singapore and stay in Johor becomes more practical. This strengthens Johor's appeal as a lower-cost housing base and should, in turn, drive property value uplift around RTS Bukit Chagar and nearby areas. Listed developers with exposure near the RTS Bukit Chagar station include Sunway (RTS TOD project and Sunway Majestic), Mah Sing (M Grand Minori), UOA Development and Crescendo (Senyum Residence). Industrial spillover The development of 'flexible' industrial spaces near RTS Woodlands should enhance the feasibility and convenience of businesses to set up complementary industries in Johor, capitalising on its lower cost advantage, particularly logistics, warehousing, and manufacturing functions that require scale. Developers with significant Johor industrial exposure include IOIPG (1.1k acres land in Kulai), SP Setia (307 acres in Tanjung Kupang) and UEMS (1.1k acres under its revised masterplan pending approval). Uplift in retail and tourism demand As northern Singapore urbanises into a lifestyle and waterfront hub, Johor stands to benefit from spillover in retail, hospitality, and tourism demand, where Johor can provide more affordable and larger-format offerings. Key beneficiaries include Sunway (RTS TOD project with mall and hotel components, retail mall component in Sunway Majestic and the upcoming redevelopment of Sunway Big Box Mall), IGB Reit (Southkey Mall), Paradigm REIT (Paradigm Mall JB). In short, northern Singapore's redevelopment raises the overall profile of the JS-SEZ corridor. Given Singapore's inherent land and cost constraints, Johor is positioned as the natural 'overflow valve' absorbing demand for housing, larger-scale commercial space, and cost-sensitive industries, thereby reinforcing the integrated growth story of the JS-SEZ. Ranhill Utilities' Q6 results miss expectations on higher amortisation
KUALA LUMPUR: Ranhill Utilities Bhd's sixth-quarter (Q6) results for financial year 2025 (FY25) came in below expectations, weighed down by higher amortisation at its Johor water operator Ranhill SAJ and widening losses in the services segment. Maybank Investment Bank Bhd (Maybank IB) said Ranhill's Q6 net profit of RM18 million brought its 18-month FY25 earnings to RM76 million, or 80 per cent of its forecast. Consensus estimates have yet to fully reflect the company's change of financial year-end to June. "The miss was mainly due to higher-than-expected amortisation at Ranhill SAJ and widening losses at the services segment. Surprisingly, no cash dividend was declared for the entire 18 months FY25," it said. On a quarter-on-quarter basis, Maybank IB noted that pre-tax profit of the water segment was higher sequentially as Ranhill SAJ again recognised a non revenue water (NRW) incentive of RM160 million in the quarter. This is partly offset by a seemingly one-time amortisation charge amounting to RM92 million in relation to the previous operating period from 2021 to 2023, it said. Meanwhile, Maybank IB said Ranhill also announced it will discontinue the pursuit of the Djuanda water supply project in Indonesia, and has impaired RM19.5 million of development cost in the quarter. The firm has cut its FY26 and FY27 net profit forecasts by 14 per cent and eight per cent, respectively, to reflect latest depreciation and amortisation run rates, and introduce FY28 forecasts. "We view Ranhill's risk-reward as balanced, with the recent tariff hike largely priced-in, and the water industry's transition to a more robust tariff framework still some time away.

Bursa Malaysia rises as corporate earnings in focus
KUALA LUMPUR: Anticipation over corporate earnings from domestic heavyweights are helping to shore up the stock market, which opened higher for a second straight day despite heightened uncertainty in the global geopolitical scene. The FBM KLCI rose 2.47 points to 1,587.43 at the start of Tuesday trading amid expectations of more blue-chip results over the coming days. The domestic market looks to outperform Wall Street's uneventful overnight session, with all three of its major indices ending little changed. The Dow Jones and S&P500 were down 0.08% and 0.01%, while the Nasdaq edged up 0.03%. "Despite Wall Street's mixed performance, the FBMKLCI is expected to extend its bullish momentum today. "We remain optimistic on YTL Power, following the news that YTL Power, CelcomDigi and Maxis injected an additional RM116.7mil each into Digital Nasional to fund the country's second 5G rollout, potentially increasing the trading appetite for telco companies like Time dotCom and Telekom Malaysia," said Malacca Securities in a note. The research firm said other companies that are expected to benefit from the data center and AI development include those in the property and utility sectors. On the external front, global investor attention has been transfixed on talks between US President Donald Trump and Ukraine's President Volodymyr Zelensky to negotiate a potential peace deal that could end the conflict with Russia. Also keeping investors on their toes is the Jackson Hole symposium later this week, where the Federal Reserve is expected to drop signals as to its thinking over policy and interest rates. According to CME FedWatch, the probability of a US rate cut in September stands at 83.6% with only 16.4% odds of the Fed staying put on the lending rate. On Bursa Malaysia, top actives were TWL unchanged at 2.5 sen, Metronic up 0.5 sen to 12 sen and Toyo Ventures rising one sen to 36 sen. BLue chips on the rise included Nestle, up 52 sen to RM87.54, Sunway gaining seven sen ot RM4.81 and Gamuda climbing nine sen to MR5.79.
