Punjab hybrid rice ban to cost farmers up to ₹10k per acre: FSII
FSII chairman Ajai Rana said the April 7 ban could reduce farmers income by ₹8,000-10,000 per acre.
The Punjab government prohibited hybrid rice cultivation citing groundwater depletion concerns and alleged poor milling recovery. However, FSII disputes these claims, stating hybrid varieties offer higher yields, conserve water and reduce stubble burning.
'FSII has filed side-by-side milling results from Punjab Agriculture University, ICAR multi-location trials and the IRRI Grain Quality Lab: hybrids posted 70–72.5 per cent total milling recovery and more than 60 per cent head-rice, comfortably above FCI norms,' Rana said.
The industry body has approached both Punjab authorities and the Union agriculture ministry while also filing a petition in the Punjab and Haryana high court.
Justice Kuldeep Tiwari has asked the state government to justify the legal basis for the ban.
Rana argued that under the Seed Act, 1966, and provisions of Seed Control Order, 1983, states cannot prohibit centrally approved seeds. 'State governments can regulate quality but cannot prohibit the sale of centrally approved seeds,' he said.
The ban has created uncertainty for farmers who rely on hybrid rice varieties, particularly in the Malwa region where saline soils benefit from these adaptable seeds.
Seed dealers who have already invested in hybrid rice purchases also face significant financial losses.

Carmakers could face steep fines for emission violations
Carmakers flouting emission norms may soon face hefty penalties, with the government notifying draft rules empowering the Bureau of Energy Efficiency (BEE) to oversee compliance and impose fines. Under the proposed Energy Conservation (Compliance Enforcement) Rules, 2025, BEE will enforce adherence to Corporate Average Fuel Efficiency (CAFE) norms and levy penalties proportional to the shortfall in targets, the government said in its notice. At present, there is no procedural framework to penalise automakers that miss CAFE targets, even though the Energy Conservation (Amendment) Act, 2022, allows for such action. The government is now framing guidelines for the third edition of CAFE norms, which are set to take effect from April 2027. 'In order to avoid the difficulties of imposing penalty, it has become necessary or expedient to empower the bureau to detect, verify, assess and represent non-compliance cases before the adjudicating officer appointed by the state commission,' the power ministry said in the draft notification issued on Monday. In case of disputes, the electricity regulatory commission (SERC) of the state where the registered office of a carmaker or importer is located will adjudicate the claims and pass an order on final penalties, the notification explained. The penalties will be credited into the Central Energy Conservation Fund (CECF). Of the penalties, 90 per cent will be transferred to states. 'As much as 90 per cent of collected penalties will be distributed to states based on the sales share of the non-compliant vehicle model in that state,' a senior industry official said. 'Only 10 per cent will remain with the central government.' As per an assessment done by the Centre, eight carmakers including Kia, Renault and Mahindra & Mahindra (M&M) had higher than mandated emission levels in FY23, which could mean penalties of around ₹7,300 crore. These companies had vehicles whose fuel consumption exceeded 4.78 litres per 100 km and had carbon dioxide emissions of more than 113 grams per km. The quantum of penalties though had become a point of contention between the Centre and automakers. Carmakers had argued that the new and stricter penalty norms came into effect only from January 1, 2023, and therefore calculating penalties based on cars sold in the entire financial year 2022-23 would not be appropriate.

The Trump administration had first announced a 25% tariff on Indian goods on August 1, and followed it up almost a week later with an additional 25%, targeting India's oil trade with Russia. Reacting sharply, Kharge said the Modi government had failed to protect India's economic interests. "India's national interest is supreme," Kharge said, slamming the Centre for what he called a "clueless" foreign policy. He added, "Trump's 50% Tariffs comes at a time, when our own diplomacy is disastrously dithering." Kharge also recalled how India had handled tough phases in the past with dignity. "From the threats of 7th fleet to the sanctions of Nuclear tests, we have navigated our relationship with the US with self-respect and dignity," he said. Meanwhile, the ministry of external affairs, earlierm issued a strong statement, calling the US move "unfortunate" and said India would continue to act in its own national interest. President Trump signed the executive order for the extra 25% tariff on Wednesday. The first 25% tariff will come into effect from August 7, 2025, while the second round will begin 21 days later.
