Punjab hybrid rice ban to cost farmers up to ₹10k per acre: FSII

Hindustan Times29-04-2025
The Federation of Seed Industry of India (FSII) on Tuesday sought Centre's intervention in the Punjab government's ban on hybrid paddy seeds, warning of significant income losses for farmers as the kharif sowing season approaches.
FSII chairman Ajai Rana said the April 7 ban could reduce farmers income by ₹8,000-10,000 per acre.
The Punjab government prohibited hybrid rice cultivation citing groundwater depletion concerns and alleged poor milling recovery. However, FSII disputes these claims, stating hybrid varieties offer higher yields, conserve water and reduce stubble burning.
'FSII has filed side-by-side milling results from Punjab Agriculture University, ICAR multi-location trials and the IRRI Grain Quality Lab: hybrids posted 70–72.5 per cent total milling recovery and more than 60 per cent head-rice, comfortably above FCI norms,' Rana said.
The industry body has approached both Punjab authorities and the Union agriculture ministry while also filing a petition in the Punjab and Haryana high court.
Justice Kuldeep Tiwari has asked the state government to justify the legal basis for the ban.
Rana argued that under the Seed Act, 1966, and provisions of Seed Control Order, 1983, states cannot prohibit centrally approved seeds. 'State governments can regulate quality but cannot prohibit the sale of centrally approved seeds,' he said.
The ban has created uncertainty for farmers who rely on hybrid rice varieties, particularly in the Malwa region where saline soils benefit from these adaptable seeds.
Seed dealers who have already invested in hybrid rice purchases also face significant financial losses.

TMC's Abhishek Banerjee slams Centre over 50% tariff, calls it a 'diplomatic failure'

Kolkata: Calling it a " diplomatic failure ", the newly- appointed Trinamool Leader of Lok Sabha and Diamond harbour MP Abhishek Banerjee on Thursday launched a scathing attack on the Centre over the imposition of total of 50 per cent tariff on Indian goods by US President Donald Trump and suggested that India should respond to this firmly. 'I believe this is a diplomatic failure, and India should respond firmly to this. A 50% tariff has been imposed on India, and it will have consequences, Banerjee said, adding that the exports will be affected, especially sectors like IT, pharmaceuticals, and textiles. The services around these sectors will also be impacted. Employment will be impacted and the Indian economy will be affected,' Banerjee told reporters at Kolkata's Netaji Subhas Chandra Bose International Airport before leaving for New Delhi to attend a meeting of the opposition INDIA bloc. 'Trump said that India's economy is dead. I do not agree with that. No one has the power to kill the Indian economy surviving on the love and affection of 140 crore Indians. I can say that the Indian economy is in the ICU. It has become worse in the last 10 years. By imposing a 50% tariff, there will be substantial job loss and impact on our economy. Exports will come down. This is all because of the poor foreign policy of the Indian government,' Banerjee said. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Top 22 Most Expensive Handbags In The World Undo Taking a dig at the BJP-ruled government at the Centre, the Trinamool national general secretary, said that the Centre must answer why such a steep tariff was imposed. 'Those who want to weaken India and create pressure, how did they suddenly become so powerful? The government that used to boast about its '56-inch chest', despite being in power, has been snubbed by China, the US, and many other countries,' Banerjee pointed out, taking a jibe. Live Events "These questions should be asked to those who click photographs with (US President) Donald Trump. Those who campaigned for Trump should be asked about this. The tariff will severely affect India's economy. This is a diplomatic failure," he said without naming anyone. Banerjee, the newly appointed leader of TMC in Lok Sabha, said he does not want to discuss these things outside. 'I do not want to say all of this outside. I was part of the all-party delegation and visited five countries. A multilateral forum like ASEAN consists of 11 countries. It includes Singapore, Malaysia, Indonesia, Cambodia, Vietnam, Laos, among others. Let alone putting pressure on Pakistan, they did not even issue a statement condemning Pakistan's actions,' Banerjee pointed out. Without naming anyone, Abhishek Banerjee said these questions should be asked to 'those people who has pictures with him. Ask these questions to the one because of whom Donald Trump came here to campaign and to those who went to Texas in 2019 to campaign for Trump.' 'Whose failure is this? Who brought Trump here and campaigned for him in Gujarat just a month before COVID-19? Who went to Texas to campaign for Trump? BJP leaders did it. It is there in the media. I think that the people who campaigned for Trump, and he reciprocated by coming to Gujarat in 2020, and the Prime Minister also campaigned for Trump should answer these questions. 'Someone who campaigned for Donald Trump will be in an ideal position and situation, and far more apprised, and will be able to answer with clarity what made Donald Trump and the US government impose a 50% tariff on India. The onus is on him [PM Modi] and the incumbent NDA and BJP government, not Trinamool Congress ,' Abhishek said. It was not Mamata Banerjee nor Trinamool who invited Donald Trump, he noted. Taking a dig at the Centre, Banerjee said 'They [BJP] all spoke of India's global presence and how India has become a Vishwaguru. Is this how India is being treated? What is stopping us from retaliating? The Home Minister said on the floor of the House that PoK is our integral part. Then what is stopping you from reclaiming PoK? The people of the country are with you. All the Opposition parties are standing shoulder to shoulder with the Union government in this fight. Until and unless you reclaim PoK, this will keep happening.

Carmakers could face steep fines for emission violations

Carmakers flouting emission norms may soon face hefty penalties, with the government notifying draft rules empowering the Bureau of Energy Efficiency (BEE) to oversee compliance and impose fines. Under the proposed Energy Conservation (Compliance Enforcement) Rules, 2025, BEE will enforce adherence to Corporate Average Fuel Efficiency (CAFE) norms and levy penalties proportional to the shortfall in targets, the government said in its notice. At present, there is no procedural framework to penalise automakers that miss CAFE targets, even though the Energy Conservation (Amendment) Act, 2022, allows for such action. The government is now framing guidelines for the third edition of CAFE norms, which are set to take effect from April 2027. 'In order to avoid the difficulties of imposing penalty, it has become necessary or expedient to empower the bureau to detect, verify, assess and represent non-compliance cases before the adjudicating officer appointed by the state commission,' the power ministry said in the draft notification issued on Monday. In case of disputes, the electricity regulatory commission (SERC) of the state where the registered office of a carmaker or importer is located will adjudicate the claims and pass an order on final penalties, the notification explained. The penalties will be credited into the Central Energy Conservation Fund (CECF). Of the penalties, 90 per cent will be transferred to states. 'As much as 90 per cent of collected penalties will be distributed to states based on the sales share of the non-compliant vehicle model in that state,' a senior industry official said. 'Only 10 per cent will remain with the central government.' As per an assessment done by the Centre, eight carmakers including Kia, Renault and Mahindra & Mahindra (M&M) had higher than mandated emission levels in FY23, which could mean penalties of around ₹7,300 crore. These companies had vehicles whose fuel consumption exceeded 4.78 litres per 100 km and had carbon dioxide emissions of more than 113 grams per km. The quantum of penalties though had become a point of contention between the Centre and automakers. Carmakers had argued that the new and stricter penalty norms came into effect only from January 1, 2023, and therefore calculating penalties based on cars sold in the entire financial year 2022-23 would not be appropriate.

'You can't even blame this disaster on 70 years of Congress': Mallikarjun Kharge slams govt over Trump tariffs; calls Centre 'clueless'

PM Modi and Mallikarjun Kharge (R) NEW DELHI: Congress president Mallikarjun Kharge came down hard on the Modi government Thursday after US President Donald Trump hit India with a total 50% trade tariff, calling it one of the biggest setbacks to India's foreign policy in recent times. The Trump administration had first announced a 25% tariff on Indian goods on August 1, and followed it up almost a week later with an additional 25%, targeting India's oil trade with Russia. Reacting sharply, Kharge said the Modi government had failed to protect India's economic interests. "India's national interest is supreme," Kharge said, slamming the Centre for what he called a "clueless" foreign policy. He added, "Trump's 50% Tariffs comes at a time, when our own diplomacy is disastrously dithering." Kharge also recalled how India had handled tough phases in the past with dignity. "From the threats of 7th fleet to the sanctions of Nuclear tests, we have navigated our relationship with the US with self-respect and dignity," he said. In a long post on X, the Congress chief targeted Prime Minister Modi directly, listing out five key points to highlight what he sees as failures of the government: "1. You kept mum when Trump claimed that he BROKERED the CEASEFIRE. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like This new air conditioner cools down a room in just seconds News of the Discovery Undo He has claimed at least 30 times and counting. 2. On November 30, 2024, Trump had threatened to impose a 100% tariff on BRICS nations. PM Modi was sitting there, visibly smirking, while Trump declared 'BRICS dead'! 3. Trump has been planning "RECIPROCAL TARIFFS" since months now. We all knew about it. You did nothing in the Union Budget to soften the blow on our key sectors such as Agriculture, MSMEs and various industries. 4. Your ministers have been talking about negotiating a trade deal with America for months. Some of them even camped in Washington for several days. 5. You failed to negotiate a TRADE DEAL with the US. You had more than 6th months. Now Mr. Trump is intimidating and coercing us - but you keep quiet." Kharge warned that the tariffs would hit India's economy hard. "India's exports to the US amounts to about Rs 7.51 lakh crore (2024). A blanket 50% tariff means an economic burden of Rs 3.75 lakh crore," he said. He added that sectors like MSMEs, agriculture, dairy, engineering goods, electronics, gems and jewellery, drug formulations, petroleum products, and cotton clothing would be hit the hardest. "Your Govt is CLUELESS how to deal with it. You can't even blame this FOREIGN POLICY DISASTER on the 70 years of Congress!!" he said. Meanwhile, the ministry of external affairs, earlierm issued a strong statement, calling the US move "unfortunate" and said India would continue to act in its own national interest. "It is extremely unfortunate that the US should choose to impose additional tariffs on India for actions that several other countries are also taking in their own national interest," the MEA said. President Trump signed the executive order for the extra 25% tariff on Wednesday. The first 25% tariff will come into effect from August 7, 2025, while the second round will begin 21 days later.
