With tight deadline, Utah universities scramble to cut 10% of budget for courses

With Utah public universities preparing to make cuts on what may be considered low-performing programs to comply with a new state law, different institutions are quickly making plans to merge colleges, and to lay off some of their staff.
This year the Utah Legislature approved HB265, giving instructions to the Utah Board of Higher Education to cut 10% of budgets for courses and switch that funding from 'underperforming programs' to degrees that may have waitlists. That left universities scrambling to meet the state-imposed deadlines starting with a first draft of the plans due on May 9 to the Utah Board of Higher Education.
While that's the initial deadline, the schools have three years to implement their plans in order to receive the ongoing total of $60 million retained by the state in a 'strategic reinvestment account' meant to be spent on high-demand programs.

Salt Lake Community College, which has to cut $5.2 million to invest in other areas, is gathering leaders at the institution to evaluate their instructional budget considering factors such as completion time, outcomes and workforce demand, said Jason Pickavance, interim provost for the office of Academic Affairs at the college.
Budget bills targeting 'underperforming' university programs press forward
Reallocations within schools weren't invented with the bill, Pickavance said. They are a routine exercise the college goes through to update its curriculum and keep up with what's needed in the workforce. Already having a system in place is what may make this process even more challenging, he added, since programs have already been streamlined.
'One of the things I've done to make the exercise more achievable is I've extended it to non-instructional areas of Academic Affairs,' Pickavance said. Those areas include a curriculum office, testing services, a library and an e-learning office. 'One of the charges to the deans and the associate provosts is to consider not just looking at instruction, but thinking about how they might consolidate staff or administration in their area.'
That means that as part of the reallocation process, there could be layoffs to decrease the number of academic administrators — which include associate deans, directors, deans and associate provosts. Other staff lines would also be consolidated.
As for programs, that's still under consideration since their effectiveness evaluation is more nuanced than simple enrollment and graduation metrics.
SLCC's dental hygiene program, for example, is a small program that admits about 25 students per cohort, he said. But that's partly because there's a fixed number of stations where instructors can teach. So, that program, despite its demand and success won't be getting larger anytime soon.
'They graduate every one of those students, and every one of those students goes and gets a job,' Pickavance said. 'So that program, to me, is a very small, but high performing program.'
But programs like, say, psychology, which has hundreds of students a year, don't have those kinds of equipment constraints and are designed to transfer students to other institutions, and not necessarily to get them directly in the workforce.
'The technical challenges we came up with as we were thinking about 'how do we want to evaluate programs?' is that programs are very varied in their purpose and in their scope,' he said. 'And you really want to think about is a program accomplishing what it's intending to accomplish, not holding a program to some rigid one-size-fits-all metric.'
So far, it has been an anxiety-inducing process, Pickavance said. While the college is working hard to be responsive and agile while managing taxpayer dollars, they are also trying to approach this from a humane perspective.
'We're talking about staff or faculty, and I expect there will be some people that we have to let go,' he said. 'I hope it's minimal, and I hope that we're really thinking carefully about, if we do have to discontinue, is there another spot in the college that we can find a space for them?'
Utah State University, which must cut $12.5 million as part of the state's reallocation project, is making two college mergers.
The first will combine the Caine College of the Arts, the College of Humanities and Social Sciences, and the College of Science, resulting in a new college 'that aligns with common arts and sciences models nationally,' Alan Smith, interim president of USU said in an update. Joe Ward, the dean of the College of Humanities and Social Sciences is set to lead it.
The second will be a merger of the S.J. & Jessie E. Quinney College of Natural Resources and the College of Agriculture and Applied Sciences into a new school 'that aligns with those found at several thriving land-grant institutions,' Smith wrote. A dean of this new college is still to be determined.
'The restructuring of these colleges will be accompanied by department consolidations, moves, and reconfigurations that strengthen alignment and cohesion,' Smith said. 'These changes will likely impact downstream programs, initiatives, and centers or institutes.'
At the end of March, Smith wrote in another message that 'there will be no way to avoid job cuts,' since personnel are the primary cost of the institution, offering faculty and staff to apply for a 'voluntary separation incentive plan,' with cash incentives depending on age and years of service.
Under the new bill the university may also adopt policies that supersede other institutional policies to reach the goals, Smith wrote. So, 'existing policies tied to curricular changes, tenured roles, and other areas will not be applied when implementing our HB 265 plan.'
The University of Utah saw this coming, Mitzi Montoya, senior vice president for Academic Affairs, said in a newsletter. In early 2024, the Utah System of Higher Education received an ongoing 1.5% cut in its budgets beginning this summer and heard that more could come in 2025, so the university had already anticipated a 10% reduction.
To save the $19.7 million the U. has to reallocate, each academic unit will meet to develop plans before the initial draft deadline coming up in May, Montoya said in an Academic Senate meeting on April 7.
'We're focusing particular support on working with the deans that have programs that might be flagged as lower enrollment,' Montoya said in the meeting. 'The task is to work on developing explanations of the data, potentially growing enrollment, or making whatever changes may need to happen from a curricular standpoint.'
Audit: Could cutting low-performing college programs help Utah's academic outlook?
Programs that have fewer than 40 students enrolled are to be considered 'low enrollment,' a benchmark also used by the Utah System of Higher Education.
Some of the low enrollment but high impact programs that may be affected by the reallocations are mining engineering, metallurgical engineering and geological engineering.
'We are also using our data to build a picture of the contributions of our smaller programs,' Montoya wrote in the newsletter. 'We can't know what the outcome of this process will be, but we do know that we will continue to be committed to the full swath of disciplines that make an R1 institution such as ours strong and contribute to research advancement.'
One of the goals at the state's flagship university is also to invest to support student growth, Montoya said in the meeting. She noted that some areas where lawmakers would like to see growth are accounting, data science and nursing, all highlighted in the audit that inspired HB265.
With looming federal cuts, the university is also bracing for changes in its research department, guiding researchers to move with urgency, and 'aligning discovery with national priorities,' according to a message from Erin Rothwell, the U.'s vice president for Research.

'Utah needs you,' Commissioner Donald Palmer said in an interview with Utah News Dispatch on Friday. Tuesday — which is also Utah's municipal primary — is National Poll Worker Recruitment Day, when the U.S. Election Assistance Commission kicks off a nationwide effort to encourage more people to volunteer at their local county clerks office and sign up to be election workers ahead of the November general election. 'Where there's a primary, there's always going to be a general (election),' Palmer quipped, saying the aim of scheduling National Poll Worker Recruitment Day on the same day of municipal primaries is to recruit more poll workers ahead of the 2025 November election, when voters typically turn out in higher numbers. 'Go see for yourself': These poll workers want to demystify the voting process for you By raising awareness on a day when Utahns are thinking about their local elections, Palmer said he hopes more Utahns will consider being a part of the process this fall. Across the nation, clerks are seeing a 'dramatic decrease in the number of poll workers available,' Palmer said, noting that for the 2024 presidential election, 772,000 Americans served as poll workers, according to the 2024 Election Administration and Voting Survey Report. That's down from what's typically been 1 million. While it's been getting incrementally easier to recruit election volunteers since 2020, recruitment efforts have trended easier since 2020, still about 48% of clerks' elections jurisdictions across the nation reported it's either 'very difficult' or 'somewhat difficult' to find poll workers, according to that survey. Of that 48%, 14.3% said it's 'very difficult' while 33.6% said it's 'somewhat difficult.' While Utah is not facing a dire poll worker shortage, Palmer said he's still encouraging Utahns to volunteer, noting that what he hears most from Utah clerks is a need to help process by-mail ballots since the vast majority of Utah voters use the state's vote-by-mail system. He also said some counties are in more need than others — noting that rural areas with smaller populations often face more challenges recruiting poll workers. In Utah during the 2024 November election, 104,350 people cast ballots in person on Election Day and 36,381 people voted early in person, while about 1.3 million by-mail ballots were cast and counted, according to the national survey. By comparison, Utah only reported 1,110 total poll workers for that election. That survey also showed that in 2025, about 40% of Utah's poll workers were new recruits. Palmer said that shows there's been 'a lot of turnover' and 'a need for poll workers' in Utah — demonstrating that people are not volunteering anymore, likely because they're getting older or are no longer able to. 'We have an aging population of poll workers,' Palmer said. He noted that the survey found the vast majority of poll workers in 2024 were over the age of 40, with nearly 60% ages 61 and older. That includes 31.1% that were between the ages of 61 and 70, and 28.1% that were 71 and older. Republicans are losing trust in elections, even in Utah. What should be done? 'It really does (show) we need to start recruiting younger and middle-aged Americans to really fill the gap. Because at some point, they're going to retire,' he said. Palmer urged younger Utahns — who may not even be aware of the opportunity to serve their communities in this way — to consider being an election worker. 'I really encourage people to try (volunteering) at least one or two elections, because it will give you great insight, and the people that continue on year after year, some of these folks, they absolutely love it. They're going to do it for the rest of their lives,' he said. 'So we really do want young people and other Americans to see the voting process.' He also said more people being involved in local election processes can help combat rising distrust in election security. 'It's right on the ground. You can see how the voting process works,' he said. 'You really do, as a poll worker, get to see the checks and balances within a polling place. You get to see the efforts that go into chain of custody and how we make sure the ballots equate to the number of people that have voted. And the care that's taken with those ballots. … It really is the best place to understand how the voting process works.' SALT LAKE CITY () — The University of Utah signed off on a list of over 80 programs that could be discontinued. Some programs may surprise you. On Tuesday, Aug. 5, 2025, the of courses and degree programs that could be discontinued. The university says the listed programs were selected by analyzing enrollment and graduation numbers. 'We recognize the weight of these decisions and the importance of shared governance in managing this process with transparency and integrity,' Provost Mitzi Montoya said in a memo to academic leaders. The strategic reinvestment bill The cuts come as part of a reinvestment plan that is required under . University leaders say the required changes are part of a broader transformation that is already underway. H.B. 265, which was signed into law in March of 2025, requires universities to create a reinvestment plan to reallocate funding from certain programs to other programs that 'merit additional investment.' The bill also requires the Utah Board of Higher Education to grant accelerated three-year degrees. On both the House and Senate floors, the bill passed largely on party lines. Nearly every Republican voted in favor while all but four Democrats voted in contrary to the reinvestment. What's next? Phase one of the reinvestment plan is expected to last three-years and reallocate over $19 million, according to a University of Utah press release. University leadership anticipates more intense cuts could come later on in the reinvestment process. 'We recognize that there will be further, more painful rounds of cuts and restructurings, but we hope this can serve as a precedent and model,' Senate President Richard Preiss told trustees. Students currently enrolled in programs that could be cut will receive pathways to degree completion through so-called 'teach out plans,' Montoya said. However, some students may be referred to alternative programs. of programs that could be cut under the reinvestment bill in April. With a portion of a new election law now effective, clerks will have less time to receive mail-in ballots. But, those planning to vote in advance can still cast their votes in various methods. Every county — except for Daggett, Grand, Morgan, Piute, Rich and Uintah — have at least one primary race for mayors offices and city councils happening on Aug. 12, according to the Utah Lt. Governor's Office. Utah County residents are also electing candidates for school board. SUBSCRIBE: GET THE MORNING HEADLINES DELIVERED TO YOUR INBOX 'A lot of these people that we're electing at the local level are making decisions on things like roads, parks, schools in some cases, and zoning, and permits, and libraries, and police and fire, and setting your tax rates and fees,' Cambria Cantrell, elections coordinator at the lieutenant governor's office said. 'So local elections matter as much as, if not, sometimes more than any other.' The deadline to register to receive a by-mail ballot has passed. However, voters can still send in their ballots by mail. Unlike other elections, there isn't a specific last day to postmark a ballot, but Cantrell warns, voters should send them in as soon as possible. That's because a phase of HB300, an election law the Utah Legislature passed this year, now requires clerks to receive any votes sent by mail by 8 p.m. on election night. 'We are encouraging people, if they plan to mail their ballot, to do it early, just to allow plenty of time for it to get through the Postal Service system,' Cantrell said. Dropboxes in every city across the state are also a good option to submit the ballots that may not make it on time in the mail. This is also the first election under HB69, a 2025 law banning clerks from accessing and disclosing voter records for personal purposes. Utahns may also notice a change in their ballot envelope design. Utah County and other jurisdictions that hadn't made the change yet implemented privacy tabs to prevent individual ballots from being traced back to voters' personal information. In another change, while it isn't required yet, some counties started adding a spot where voters can provide the last four digits of their social security or driver's license numbers for verification, a phase of HB300 that will officially become effective statewide in 2029. Voters who are registered to vote but haven't received their ballots in their mail have until Tuesday, Aug. 5, to request one, Cantrell said. The deadline for voters using the Uniformed and Overseas Citizens Absentee Voting Act is Aug. 11. Same-day registration is also available for those voting in person. Voters may visit the state's election website to read more about the candidates running for public office in their cities. Early voting times vary depending on the county. Municipal primaries like these are generally less popular among voters. Turnout in most counties is often in the 20% to 30% range, Cantrell said. That's a little lower than turnout in primary elections for statewide offices, which last year was in the 46% to 47% range. Because some races lack candidates in opposing parties, meaning offices will be decided in party primaries, state election officials encourage Utahns to participate.
