
No restriction on deploying school teachers for election duties as BLOs, ECI informs Delhi High Court
Justice Mini Pushkarna sought responses from the ECI and the Delhi government, 'bringing forth all the facts on record', while posting the matter for further consideration on September 25.
The petitioners in the case are teachers in government schools aggrieved by office orders dated June 9 and 16, through which they were deployed as BLOs. Objecting to the appointment, the petitioners told the high court that their appointment as BLOs was in contravention of the ECI's guidelines of November 3, 2010, and October 4, 2022. According to the petitioners, teachers can be deployed as BLOs only after exhausting all the categories of employees.
They also pointed out that their appointment contradicted Section 27 of the Right of Children to Free and Compulsory Education Act (RTE Act), 2009. According to this section, teachers should not be assigned non-educational tasks. They argued that they are in the Group B category, while the Delhi government has intentionally not deployed those in Group C category as BLOs.
The Election Commission, however, pointed out that an amendment was carried out on June 5 to the earlier guidelines, modifying several clauses. Part of the amended clauses include that 'any person can be appointed as a BLO from amongst any Group C and above regular serving employees of the state/local government, enrolled as elector in that part/area'.
The Delhi government and the ECI informed the court that teachers can be deployed as BLOs, as long as they work on holidays, non-teaching days, and outside teaching hours. The court has now sought formal replies on affidavits from ECI and the Delhi government.

Tamil Nadu Chief Minister MK Stalin unveiled the state's new education policy on Friday in response to the Centre's National Education Policy (NEP) that he considers to be against social justice and aimed at 'imposing' Hindi upon the state. There would be no public exam for Class 11, as per the Tamil Nadu SEP – School Education released by the Chief Minister at the Anna Centenary Library, here. Tamil Nadu, he said, was firm in following the bilingual policy of Tamil and English, and the new state education policy has been framed to make the students future-ready and well-equipped, the Chief Minister said at the event. The policy is deep-rooted in the progressive ideals and is aimed at creating students who think and ask questions rather than merely learn by memorising. 'We want to provide the necessary energy for future life. We want to create students who are technologically minded, creative, future-ready and well-equipped,' Stalin said while speaking at a state-level felicitation for school students and release of the State Education Policy 2025. Also, it has been proposed to give importance to physical activities, he added. 'Mother tongue Tamil is our identity, our pride. The bilingual policy of Tamil and English will be our firm stand. And I reaffirm this,' Stalin said at the event organised by the school education department. The chief minister gave away certificates of appreciation and laptops to the state government school students who secured admissions in institutes of higher education. 'It is a great joy to release the Tamil Nadu State School Education Policy 2025. Tamil Nadu has a unique character in everything. There is progressive thinking. Based on that, we have created this education policy with the necessary vision for the future,' he said. Deputy Chief Minister Udhayanidhi Stalin, School Education Minister Anbil Mahesh Poyyamozhi, State Ministers, Chief Secretary N Muruganandam, and senior officials were among those who participated. The policy is viewed as an alternative to the Centre's National Education Policy. With this, Tamil Nadu becomes the first state to introduce its own education policy based on the set of recommendations made by a 14-member panel headed by retired Chief Justice of Delhi High Court, D Murugesan.

‘Vote Chori': EC asks Rahul Gandhi to sign oath. What if he doesn't?
After the Congress' massive 'vote theft' allegation, the Chief Electoral Officer (CEO) of at least three states, Maharashtra, Karnataka, and Haryana, asked the Leader of the Opposition to submit a signed declaration with the names of 'ineligible' persons included in voter lists and eligible voters who were excluded so that necessary action could be taken. As per the CEO's letter, Gandhi will have to declare that the statement made by him, under rule 20 of the Registration of Electors Rules, 1960, is true to the best of his knowledge, and he is aware that making a false declaration in connection with electoral rolls is punishable under section 31 of the Representation of the People Act, 1950. But what if Rahul Gandhi doesn't sign this declaration/oath? Sources in the Election Commission of India (ECI) said that Gandhi must either sign the declaration or apologise for his 'absurd' allegations. 'If Rahul Gandhi believes in his analysis and believes that his allegations against ECI are true, he should have no problem in signing the Declaration,' sources told news agency ANI. 'If Rahul Gandhi does not sign the Declaration, it would mean that he does not believe in his analysis and resultant conclusions and absurd allegations. In which case, he should apologise to the nation,' sources added. 'Therefore, he has two options: Either sign the Declaration or apologise to the Nation for raising absurd allegations against ECI,' Election Commission sources told ANI. Speaking in Bengaluru on Friday, Rahul Gandhi said, 'The Election Commission demands an affidavit from me. It says that I must take an oath. I have already taken the oath of the Constitution in Parliament.' In a press conference on Thursday, Gandhi claimed there was a 'vote chori' of 1,00,250 votes in a Karnataka constituency, with 11,965 duplicate voters in the segment, 40,009 voters with fake and invalid addresses, 10,452 bulk voters or single-address voters, 4,132 voters with invalid photos, and 33,692 voters misusing Form 6 of new voters.

Rahul Gandhi slams ECI for asking affidavit under oath, says he has taken oath in Parliament
Congress leader Rahul Gandhi on Friday (August 8, 2025) reiterated his vote theft allegations and slammed the Election Commission of India (ECI) for demanding an affidavit under oath from him to support his claims. Addressing the 'Vote Adhikar Rally' in Bengaluru, Mr. Gandhi alleged that the Election Commission and BJP colluded to steal the Lok Sabha election from people. "The ECI asks me to file an affidavit and give information under oath. I have taken oath inside the Parliament holding the Constitution," he said. Today when the people are questioning the Election Commission based on data he released, the ECI has shut its website, he alleged. 'Vote Adhikar Rally' LIVE The ECI websites in Madhya Pradesh, Rajasthan and Bihar have been shut down because they knew that if people started questioning based on data, then their entire structure would collapse, Mr. Gandhi alleged. The top leader wanted his party-run government in Karnataka to investigate and act against the "crime of stealing election." Further, the former Congress president said: "In the (2024) Lok Sabha election, our alliance wins in Maharashtra. But after 4 months, the BJP wins the Maharashtra Assembly election. It was a surprising election result. When we tried to find out, we learnt that 1 crore new voters cast their votes; 1 crore new voters who had never voted in the LS polls voted in the assembly election in Maharashtra." "Our polling showed that we were ahead in 16 seats but we won nine seats. Then we started questioning. Did we really lose elections? We were demanding the EC a soft copy voter list but they were rejecting it. When we demanded video, they rejected it and changed the law. They said that they should destroy the video after 45 days," Mr. Gandhi said. Holding a copy of the Constitution, he said it has the ideology of thousands of years of history. "It has Mahatma Gandhi, Ambedkar, Nehru and Sardar Patel's voice resonates along with the sayings of Basavanna, Narayana Guru and Jyotiba Phule. Its foundation is one man one vote.' Every Indian citizen has the right of one vote each. "In the last election, Modi and its leaders made an assault on the Constitution. Indian institutions were destroyed," he alleged.
