"The electrical jumper got damaged during Wednesday night's rain, causing the main power supply to fail. Initially, efforts were made to restore the connection, but when that didn't work, the on-ground staff switched to power backup," the senior official of PWD said.

Officials also noted that the absence of a protective canopy allowed water from Maharana Pratap Chowk and Sheetla Mata Mandir to flow directly into the underpass.
The PWD has now planned corrective measures to avoid recurrence. A Rs 3.5 crore project has been awarded for installing a canopy on the ramp areas of the underpass to prevent direct rainwater inflow. "The provision of a canopy was not originally made. However, we have received the direction from the govt to install the canopy at the underpass. GMDA has deposited the amount, and work will start soon. The canopy will help prevent the underpass from surface runoff during future rains," the official added.

Every year, GMDA, along with other civic agencies including PWD and NHAI, conducts pre-monsoon checks to assess the readiness of dewatering systems, drainage networks, and backup power systems across the city. In May this year, GMDA flagged the issue of non-functional pumping machinery at the underpass near Medanta Hospital, Rajiv Chowk, and sector 84-36B and asked the NHAI to rectify it.
Yet, the on-ground situation shows little improvement.
Even on Saturday, the underpass near Medanta Hospital was seen waterlogged with ankle-deep water.
However, the NHAI officials, who maintained this underpass, said the waterlogging was cleared by Friday evening."However, water re-entered the underpass through the expansion joints from the side drain during the night. Currently, there is no waterlogging at the Medanta underpass. The team is doing the maintenance work and cleaning debris from the pumps," the NHAI official said.

Working on the project since 2021, the department has divided the city into three basins: Najafgarh Basin, Barapullah Basin, and Trans-Yamuna Basin, and floated tenders for each of them. PTI reported, citing officials, that Delhi's drainage system, designed in 1976, is capable of handling only up to 50 mm of rain in a single day. 'The draft reports from consultants will be submitted in the next 15 days for the Delhi Drainage Masterplan, after which it will be studied and the work will commence,' Verma said. The consultants will present a fresh design for the drainage network with a view to making it capable enough to handle current and future stress, he added. The Delhi Jal Board manages the city's sewer drains, while the Public Works Department (PWD) is in charge of stormwater drains along major roads. Larger drains, like the Najafgarh drain, fall under the responsibility of the Irrigation and Flood Control Department. In 2018, IIT-Delhi prepared a drainage master plan, but the government termed it 'generic in nature' and said that it provided 'no clear-cut actionable points suggested.' In November 2021, the government decided that for a more comprehensive drainage master plan, experienced consultants would be hired, officials said.
