
Kerala Guv reappoints two VCs after SC nod
Thiruvananthapuram, Aug 1 (PTI) Kerala Governor Rajendra Vishwanath Arlekar, acting as Chancellor of state universities, on Friday reappointed Dr Ciza Thomas and Dr K Sivaprasad as interim Vice Chancellors of two key institutions after winning clearance from the Supreme Court.
The appointments comply with the court's July 30 order, which came after months of legal wrangling between the Raj Bhavan and the state government over the Chancellor's powers.
Dr Thomas, former Senior Joint Director at the Directorate of Technical Education, will again serve as Vice-Chancellor of the Kerala University of Digital Sciences, Innovation and Technology.
Dr Sivaprasad, a professor in Cochin University's Department of Ship Technology, will continue as Vice-Chancellor of APJ Abdul Kalam Technological University alongside his regular academic duties.
Both will serve for up to six months or until permanent replacements are named, a Rajbhavan release said here.
The dispute dates back to November 2024, when the Governor first named the two to the temporary posts, citing provisions in the respective University Acts that allow him to fill vacancies for a short period.
The state government challenged the move, saying the appointments bypassed the required process — including government-recommended panels — and did not comply with University Grants Commission rules.
The Kerala High Court sided with the state in May, and a division bench upheld that verdict in July.
The Governor appealed to the Apex Court, which has now allowed the appointments to proceed. PTI TGB TGB ROH

Maharashtra Chief Minister Devendra Fadnavis on Saturday honoured the newly-crowned FIDE Women's Chess World Cup champion Divya Deshmukh and presented her with a cash award of Rs 3 crore. Deshmukh, 19, became the youngest to win the Women's World Cup title, held in Batumi, Georgia, on July 28, after defeating compatriot Koneru Humpy in the tie-breaker of the final. This victory not only earned her the prestigious title but also conferred upon her the title of Grandmaster. Deshmukh hails from Nagpur, the same city as CM Fadnavis. During the event in the city, the Grandmaster expressed her gratitude to CM Fadnavis and the people of Nagpur for the recognition. She mentioned that such moments are rare in life and added, 'This is a very special moment for me. I am so happy that I could be a little bit part of their (children's) motivation and their inspiration. I am feeling very happy." She also thanked the Maharashtra government and the Maharashtra Chess Association for their support. Speaking on the occasion, Fadnavis expressed his pride as an Indian, as the CM of Maharashtra, and as a native of Nagpur, that a local girl had made the country proud on the world stage. He stated that the government organised Deshmukh's public felicitation to inspire the country's children. Fadnavis highlighted that the Maharashtra government has always prioritised sports. The CM then handed over a cheque of Rs 3 crore as a cash prize to Deshmukh and assured her of support in her future endeavours. Supreme Court Upholds Bombay HC Ruling: 18 Unauthorized Flats in Tardeo Must Vacate
MUMBAI: The Supreme Court upheld a Bombay High Court order and declined to intervene against the well-reasoned ruling, which directed "selfish" residents of the top 18 floors of a 34-storey tower in Tardeo, south Mumbai, that lack an Occupancy Certificate, to vacate their premises in two weeks. On July 15, Justices Girish Kulkarni and Arif Doctor of the High Court also observed the lack of a Fire NOC for the entire high-rise but stayed any civic demolition action and adjourned the issue of the first 16 floors for hearing by two weeks. Aggrieved residents rushed to the Supreme Court. The Supreme Court bench of Justices J B Pardiwala and R Mahadevan on Friday dismissed a special leave petition filed by Willingdon View Cooperative Housing Society seeking to challenge the High Court judgment. The Supreme Court judges said, "We are of the view that we should not interfere with a very well-considered, bold, and lucid judgment delivered by the High Court." "We appreciate the concern expressed by the High Court," Justices Pardiwala and Mahadevan said, adding, "We also appreciate the courage and conviction exhibited by the High Court in taking stern steps against such unauthorised constructions. Sympathy towards the occupiers of such flats on the ground of hardship and difficulties at the end of the Court would be thoroughly misplaced. At the end of the day, the rule of law must prevail. " However, the Supreme Court provided some relief to the residents, saying if they wanted time to vacate, they may approach the High Court with such a request. The Supreme Court also directed that the High Court shall "ensure that all its directions are scrupulously complied with. There were more than two categories of petitions, the High Court said. There were petitions filed by purchasers/members of the Willingdon View Cooperative Housing Society Limited, who intended to defend the illegal constructions under the garb of regularisation. There was also a writ petition filed by Sunil B. Jhaveri H.U.F., who assailed several illegalities, including the lack of an Occupancy Certificate for floors 17 to 34 and the lack of a Fire NOC, rendering the building illegal. The High Court expressed its reservations about people occupying even floors 1 to 16 but had stayed BMC's hands in resorting to any demolition under its notices for illegal constructions and posted the issue of the first 16 floors for further hearing on July 29. The High Court order noted that BMC had for years been attempting to take legal actions against these illegalities. "There being no fire NOC, no Occupancy Certificate for floors 17 to 34, itself is glaring. It appears that the persons who are occupying the 34-storey building are least bothered about their own lives. If this be so, how can they be bothered about anybody else, in the event of any untoward incident of any nature taking place? Such an approach, which is wholly contrary to law, cannot be countenanced. In fact, it would set an example to perpetuate illegalities. It needs to be deprecated." What the High Court said: All the occupants or society members who are illegally occupying floors 17 to 34 are required to vacate their respective premises, and in the event they fail to vacate, the Municipal Corporation needs to take appropriate steps in accordance with the law to get the tenements vacated. We would be justified to say that in the present facts, the flat purchasers who have taken the law into their own hands in occupying construction which has no Occupancy Certificate are a selfish lot, who not only with open eyes are acting contrary to the building regulations but also have means to defeat legal actions being taken by the Municipal Corporation by indulging in several statutory violations, which can never be permitted. — Bombay High Court Justices Girish Kulkarni and Arif Doctor

Chhattisgarh court grants bail to Kerala nuns in trafficking, conversion case
Raipur: A special court in Chhattisgarh's Bilaspur district on Saturday granted bail to three people, including two Catholic nuns from Kerala, who were arrested on charges of human trafficking and forced religious conversion. The court granted conditional bail, including a directive that the accused surrender their passports and not leave the country. (PTI) The three—Sisters Preethi Merry and Vandana Francis from Kerala, and Sukaman Mandavi—were arrested by Government Railway Police (GRP) at Durg railway station on July 25, following a complaint filed by a local Bajrang Dal member. The court granted conditional bail, including a directive that the accused surrender their passports and not leave the country. Defence lawyer Amrito Das said the court granted bail on the condition that each accused furnish a bond of ₹50,000 with two sureties, cooperate in the investigation, surrender their passports, and not travel abroad. While there were additional conditions, the final detailed order was still awaited, he said. Das added that the prosecution had not sought custody of the accused for further interrogation and that the girls in question were sent home. Principal district and sessions judge (NIA court) Sirajuddin Qureshi had reserved the order on Friday after hearing their bail pleas. The complaint alleged that the trio was involved in forcibly converting three young women from Narayanpur and trafficking them. The arrest has triggered a major uproar, with opposition parties including the Congress and the Communist Party of India (Marxist), or CPI(M), condemning the action and alleging religious targeting. Chhattisgarh chief minister Vishnu Deo Sai, however, dismissed the criticism, stating, 'It was a legal procedure and bail has been granted in it.' A delegation from the Kerala unit of the All India Congress Committee (AICC), comprising lawmakers Hibi Eden and Kodikunnil Suresh, visited Chhattisgarh on Friday to meet the arrested nuns. The delegation alleged that the transfer of the case to the National Investigation Agency (NIA) court was a deliberate ploy to delay the bail process. 'There is a conspiracy behind shifting the case to the NIA court. It's intended to prolong the legal process and keep the nuns behind bars,' said Suresh. The delegation said it had also approached the union home minister and written to the Prime Minister regarding the case. Meanwhile, 21-year-old Kamleshwari Pradhan—one of the three women allegedly trafficked—accused Bajrang Dal activists of coercing her into giving a false statement against the nuns. She also alleged that police failed to properly document her version of events and said her family has been practising Christianity for the past four to five years. The three women approached the Narayanpur district police superintendent's office on Saturday to file an FIR against Bajrang Dal members.
