PRGMEA seeks targeted policy support in budget
Representing a $4.9 billion export segment, the Pakistan Readymade Garments Manufacturers and Exporters Association (PRGMEA) has submitted a detailed communication to Prime Minister Shehbaz Sharif and Haroon Akhtar Khan, Special Assistant to the Prime Minister on Industries and Production.
In the letter, on behalf of PRGMEA, former Chairman Ijaz A Khokhar has highlighted six critical areas requiring urgent intervention: reinstatement of the EFS, restoration of the FTR, engagement on high US tariffs, clearance of refund backlogs, preparedness for the GSP+ review, and the launch of a national branding campaign to promote 'Made in Pakistan' garments.

Khokhar also outlined a set of strategic policy recommendations aimed at restoring the sector's competitiveness, streamlining tax and refund mechanisms, and positioning Pakistan to benefit from evolving global trade trends
He warned that without timely and targeted reforms, Pakistan risks losing its competitive edge at a time when global apparel buyers are diversifying away from traditional sourcing hubs, presenting a rare opportunity for local exporters. He has emphasized that continuity in policy, lower costs of doing business, and SME-focused facilitation is essential to unlocking the sector's true potential and advancing the Prime Minister's vision of achieving $100 billion in exports.
PRGMEA urged the government to fully restore the original EFS framework, ensuring it remains a practical and enabling tool for the exporters. The recent changes in this scheme are highly restrictive and counterproductive, particularly for SMEs operating under Just-in-Time (JIT) and Never Out of Stock (NOS) export business models that require longer lead times and flexible inventory management, he added.
Moreover, he suggested that any addition of sales tax within the EFS framework must be avoided, as it risks double taxation and imposes unnecessary financial and administrative burdens on exporters.
Khokhar said that the demand by a sub-sector to exclude fabric and yarn from the EFS is not justified, particularly when it comes to technical and functional materials that are not produced locally as per international standards. In many cases, exporters are obligated to source specific fabrics or yarns from buyer-nominated suppliers to meet international quality and compliance standards, he mentioned.
Restricting such imports under EFS would severely impact the competitiveness and operational viability of Pakistan's value-added apparel exporters. PRGMEA recommends that the EFS be reinstated in its original true letter and spirit, so that Pakistan's value-added textile industry can operate competitively, reliably, and sustainably in the global market.
PRGMEA has urged the government to restore the FTR to simplify tax compliance, eliminate redundant audits, and improve the overall ease of doing business particularly for SMEs.
PRGMEA recommends that the government, immediately engage US trade authorities to review the reciprocal tariff and advocate for GSP-like tariff relief or ESG-linked concessions for sustainably produced garments.
Khokhar has strongly urged the government to implement a fully automated, time-bound refund mechanism to ensure uninterrupted cash flow for exporters as delays in the disbursement of sales tax refunds and customs rebates continue to create severe liquidity constraints, particularly for SMEs operating on tight margins.
To expand Pakistan's global footprint, Khokhar has urged the Ministry of Commerce to launch a robust marketing and branding campaign for 'Made in Pakistan' garments. Trade fairs, B2B matchmaking, and digital outreach through embassies should be part of this drive, he added.
Without concrete reforms, policy continuity, and timely facilitation, the true potential of this sector and its contribution toward national export targets will remain unrealized, he concluded.

Shehbaz assures all possible help to flood victims
Prime Minister Shehbaz Sharif on Wednesday visited the flood-affected districts of Swat, Buner, Shangla, and Swabi, where he emphasised that every available national resource will be mobilised to accelerate recovery efforts and restore normalcy in the affected areas. The prime minister was accompanied by the federal ministers and Field Marshal Syed Asim Munir, a press statement issued by the PM Office said. The prime minister and COAS received a comprehensive briefing on the ongoing rescue and relief operations in Khyber-Pakhtunkhwa. During their interaction with flood victims, the prime minister assured them of the federal government's and Pakistan Army's unwavering commitment to extending maximum support in this critical hour. The prime minister, while appreciating the tireless dedication of the armed forces and civil administration, reaffirmed solidarity with the flood-affected population and assured them of all possible assistance. Prime Minister Shehbaz Sharif also drew attention towards the illegal encroachments, timber mafia and mining / crushing activities, especially in waterways which contribute greatly towards loss of lives and damages. He directed that Pakistan must act as a hard state where no one is above law and necessary actions be taken against defaulters without distinction. The COAS also interacted with troops, police and civil administration personnel involved in rescue efforts, lauding their selfless commitment in assisting victims of floods and torrential rains. COAS directed ground formations to approach this responsibility with utmost devotion and to spare no effort in alleviating the hardships of flood-stricken families. He underscored that the safety and relief of fellow citizens remain the foremost priority, commending the forces and civil administration for their untiring service. Earlier, the prime minister and participants also offered Fateha for those who lost their lives in this catostrophe. Later, the prime minister disbursed relief cheques among the victims of the recent torrential rains and floods. Addressing the participants, the prime minister expressed deep sorrow over the destruction caused by recent cloudbursts and heavy rains in various parts of the country, and said that these natural calamities had resulted in loss of many lives and properties. The prime minister mentioned that incidents of cloudbursts occurred in Swat, Buner, Shangla, and Swabi. In Khyber-Pakhtunkhwa (KP) alone, around 350 people were martyred and hundreds of others sustained injuries, he said, adding that overall more than 700 people lost their lives due to rains and floods across the country. Recalling the 2022 floods, he noted that hundreds of thousands of acres of crops were destroyed and countless homes were washed away in Sindh. At that time, the federal government announced Rs 100 billion in aid to support the victims and rebuild the affected areas. He emphasised that today, with the support of all stakeholders, the government was fully committed to facing this new challenge. He said that he had issued clear instructions that roads and infrastructure must be repaired regardless of whether they fall under provincial or federal jurisdiction. The prime minister said that the federal ministers were currently engaged in relief activities in KP. Additionally, the prime minister announced seven days of free electricity for those affected and directed immediate repairs of damaged road infrastructure. Highlighting the root causes of such destruction, the prime minister pointed out that hotels and houses were often constructed on natural waterways, which worsened the impact of floods. He stressed the urgent need to discourage such construction and called for the development of policies and laws to prevent building on illegal land, especially along water channels, to avoid future disasters. He stated that while the government was already engaged in the fight against terrorists and Khawarij in KP, this natural disaster had added another layer of challenge. However, he emphasized that all stakeholders, including the government, armed forces, and civil society were working together to aid in the relief and recovery efforts. He reiterated that Pakistan is one home with four units and there should be no politics in times of such national crisis. He appreciated the efforts of Chief Minister Khyber Pakhtunkhwa Ali Amin, and the armed forces who were working diligently to assist in relief operations. He also acknowledged the support of Field Marshal Asim Munir, under whose cooperation the government was striving to stabilize the country's economy. The prime minister said that Pakistan was among the 10 worst-affected countries by the impacts of climate change. He pointed out that deforestation also contributes to cloudbursts and emphasized the importance of preserving forests to mitigate the impact of future natural disasters.

PM, COAS briefed about rescue, relief operations in KP
BUNER: Prime Minister Shehbaz Sharif on Wednesday inspected the flood-hit districts of Buner, Swat, Shangla and Swabi in north-western Khyber Pakhtunkhwa (KP) province, one of the worst-affected areas in the ongoing monsoon season, where at least 228 people have died since last Friday out of 377 reported across the province. He was accompanied by Chief of Army Staff (COAS) Field Marshal Asim Munir and federal ministers Attaullah Tarar, Ahsan Iqbal and Amir Muqam while taking an aerial view of the devastation caused by torrential rains and flash floods. During the visit, the prime minister met with families affected by the disaster in Buner, offering condolence to those who lost loved ones and distributing relief cheques among survivors. Prime Minister Shehbaz Sharif emphasized that no illegal constructions or encroachments be allowed along river banks to mitigate the losses during natural calamities. 'Every eye in Pakistan is in tears over this tragedy. More than 350 lives have been lost in Khyber Pakhtunkhwa alone, and over 700 nationwide,' he said, urging unity and patience in the face of the calamity. He added that clouds burst and took the form of an intense flood that carried boulders with it. He assured victims that the federal government will provide all possible assistance without distinction between provincial or district infrastructure. 'Pakistan is one home with four provinces; we are facing this challenge along with the chief minister of KP. We will mobilise every resource to restore roads, power, and communication networks,' he added. 'For a week, we will provide electricity everywhere, while feeders are being restored immediately,' he said further. During the visit, PM Shehbaz criticised illegal encroachments, hotels built on riverbeds and unchecked mining activities that worsened the scale of destruction. 'There is no forgiveness for human negligence. Building hotels and houses in rivers is a man-made disaster. We will launch a movement to stop such construction around drains and waterways,' he announced. PM Shehbaz highlighted that ministers of power and communications were already present in affected districts and GB to restore electricity and repair roads. He also warned that two more monsoon spells are expected, urging preventive measures. He expressed gratitude to Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur and his government, the chief secretary, and the police chief. 'Field Marshal Asim Munir is working day and night to fix the economy.' 'We faced a similar crisis in 2022. Millions of acres of crops were destroyed in Sindh. At that time, the federation allocated Rs100 billion to provinces in addition to the relief funds. But this time we must ensure human responsibility is fulfilled alongside divine will. The Prime Minister said he has issued special instructions to relevant federal authorities to overlook jurisdictional hitches when repairing the damaged road and communication infrastructure in any province. He said we have to join hands with the provincial governments for the rehabilitation of the people. Agriculture growth turns negative: PKI
LAHORE: President of Pakistan Kisan Ittehad (PKI) Khalid Khokhar has sounded the alarm over the deepening crisis in Pakistan's agriculture sector, warning that negative growth and poor government policies are pushing farmers to the brink of collapse. Addressing a press conference on Wednesday, he said two years ago, when wheat farmers received fair prices, agriculture witnessed an improvement, but this year the denial of fair wheat prices has driven the sector into decline. 'There is already a severe water shortage for agriculture in the country, yet instead of addressing it, more sugar mills are being established, further depleting underground water reserves,' he lamented. He said promoting sugarcane cultivation and sugar production in the country means that we would not be able to grow more cotton, wheat or oilseed crops. Khokhar highlighted that cotton, once called the 'white gold' of Pakistan, is being destroyed. Despite being an export crop, an 18% tax has been imposed on its cultivation. Meanwhile, maize and potato growers are not being given fair rates, and maize cultivation has already dropped by 40%. 'Sugarcane farmers have not seen any increase in their prices, while wheat cultivation has suffered losses worth Rs 2,200 billion,' he stated. 'Farmers are ruined—they don't even have the money to buy fertilizer.' He stressed that beyond border security, food security must be treated as a national priority. 'For God's sake, do justice with the farmers. Establish a Price Commission for agriculture,' Khokhar demanded, adding that many farmers are abandoning the profession altogether because production costs are not being recovered. 'In no other country is food security made into politics, but in Pakistan, due to ill intentions, even agriculture has been turned into a political issue,' he remarked. Khokhar warned that sugarcane continues to deplete water and nutrients like potash from the soil, leaving agriculture in a state of ruin.
