APRA's refusal to revise the 3 per cent stress test keeps Aussies locked in mortgage prison
If you're in mortgage prison, you just had a parole hearing. And the result? Parole denied.
That was the outcome when the Australian Prudential Regulation Authority (APRA) announced recently that it would be keeping the 3 per cent mortgage repayment 'stress test' buffer in place.
That's right, we're not being prudent enough! And we must be regulated.
The buffer dictates that anyone applying for a home loan is 'stress tested' at a loan repayment rate 3 per cent higher than what they will actually be paying if successful in their loan application.
So, if you want to borrow money at 6 per cent, the bank will check your income and financial habits to make sure you could make repayments at 9 per cent interest. You know, just in case there is a series of rate rises. They don't want you to default and lose that dream home.
Only problem is, for a lot of people, the rule is stopping them getting a home at all.
Let's be real here. Interest rates are coming down. They are not going to go up 3 per cent in the near term.
The stress buffer started out at 2 per cent in 2014. It went to 2.5 per cent in 2019 on the back of a growth cycle that left many borrowers overexposed to the risk of a market correction.
It was rightly increased to 3 per cent in October 2021 when the official cash rate was at 0.1 per cent and there were variable rate home loans with interest rates below 2 per cent. The only way was up at that time.
Now is a completely different story. We have seen a cost of living crisis, stagnant wages, and rising house prices, yet someone who has somehow managed to scrape a deposit together needs to be able to show they can make repayments at a level not seen from variable interest rates since before the 2008 GFC.
This is especially difficult for young people, as noted by my colleague Jonathan Chancellor in his Sydney Weekend column, who quoted Michael Sukkar, the Coalition's shadow housing minster during the 2025 election campaign, criticising APRA's 'one size fits all' rule as preventing nearly 40 per cent of first home buyers from getting a loan. That type of outcome is disastrous for future generations.
But possibly the most absurd thing is that some people already with a mortgage who are struggling to make repayments might see a loan out there with a lower interest rate, but they won't be able to refinance to it because they don't pass the stress test. They might be paying 6 per cent currently, but if they wanted to pay 5.5 per cent, they'd have to prove they can pay 8.5 per cent.
Just that 0.5 per cent difference would save you more than $300 a month on a $1 million mortgage and $114,000 over 30 years.
Granted, there is a workaround for some lenders, who are able to use discretion to assess some borrowers at 1 or 2 per cent buffers, but for those who don't qualify?
They are stuck in mortgage prison. And it's looking like APRA hasn't just left the keys in its 'other pants', but has thrown them away altogether. The 3 per cent buffer stayed in place even when the cash rate was at 4.35 per cent and there were borrowers being assessed at 10 per cent in order to get a 7 per cent home loan.
Now that the cash rate and variable rates are both on the way down, adjusting the buffer is becoming less urgent, so expect more borrowers to miss out as APRA stays firm.

With new Australian-first rules suggested, working from home might soon be a legal right for Victorians. Premier Jacinta Allan announced on Thursday that she would introduce legislation in 2026 legally enshrining the right to work from home for two days a week. Allan said she expected the plan to face some criticism but said many Victorians stood to benefit from the changes, which will cover all employees who can "reasonably" do their job from home. "Bosses who think being seen at a desk is more important than a parent getting home for dinner with their kids, if they want to look their workers in the eye and tell them their time with their families doesn't count, they know where my government stands," Allan said. "We won't stand by while workers — especially women, single mums, carers — get punished for needing balance in their lives." Details are yet to be worked through but Allan signalled the changes could come into effect under Victoria's Equal Opportunity Act, as private workplaces are regulated by federal laws. Issues such as the definition of remote work, who can do it, how it would affect part-time workers and the types of businesses to which the law would apply, will be figured out through a consultation process. 'Complete overreach' Peak business bodies have criticised the plan, with Committee for Melbourne CEO Scott Veenker calling it a "complete overreach". "It's another regulatory burden or requirement that just makes the cost of doing business too hard," he said, adding that his group "hadn't been consulted with prior to the announcement". "The reality is that we want to actually have an environment where businesses can thrive and flourish, and they don't need more regulation and more legislation to prevent them [from] doing that." Veenker said the state government's new plan will make "members both small and large" of the business advocacy group ask if they should "continue trading in Victoria". "We know that businesses will move their staff and their resources accordingly, and we don't want Victoria to be seen as a place that's too hard to do business," he said. "They should be arrangements that are really done in conjunction with staff and the employers, rather than the state government trying to put their nose into this. "We want the state government to be looking at how we should be focusing on economic growth and enabling businesses to prosper." The Committee for Melbourne, which merged with the Melbourne Chamber of Commerce in 2024, describes itself as being founded "to champion key initiatives to stimulate the economy and civic development, which put Melbourne on a pathway to become one of the world's most liveable cities". 'A really good initiative' However, several people SBS News talked to on the streets of Melbourne said they supported the proposal. One young woman said it was "a really good initiative". "I think working from home allows people to have a bit more of better work-lifestyle balance, therefore making them happy — happy to be at work when it is time to be at work, [and] happy to be at home," she said. Another woman SBS News spoke to said the ability to work from home "just makes life so much easier". A young man who works from home said: "going to [the] office necessarily doesn't mean full productivity, so that's something people have to consider," he said. Several experts recently told SBS News that working from home breaks down barriers to gender equality in the workplace and is necessary for modern families, especially those who face significant commutes to work. State Opposition signals possible support Allan — whose announcement coincided with the Victorian Labor Party meeting for its annual conference — has promised to introduce the law in 2026, prior to the state election. Polls indicate Labor is on track to win a fourth term but the November 2026 poll will be the first as premier for Allan, who lags Opposition leader Brad Battin as preferred state leader. On Saturday, Battin indicated he might support the proposal. "We support measures that help Victorians enjoy a better work-life balance, and will review any legislation closely, to ensure it supports flexibility, productivity and personal choice," he said. The federal Opposition's proposal to eliminate remote work for public servants was partly blamed for its poor performance in the May federal election, even though it abandoned the policy before voting day. During the campaign, former Opposition leader Peter Dutton apologised after admitting that the proposal to end work-from-home arrangements for public servants was a "mistake". Australian workers could be putting in nearly half the hours they were 45 years ago but have instead tended to work longer hours to upgrade their lifestyles, sacrificing work-life balance for more income. Productivity Commission research economist Rusha Das found average working hours for Australians had shrunk only modestly from about 34 to 31 hours a week over the past few decades, while incomes had risen significantly. 'Overall, Australians have opted to use their [increased productivity] to upgrade their lifestyles, like buying fancier coffee and taking more expensive holidays, rather than shorten their workdays,' Das said in the commission's June bulletin. She noted that, with the growth in productivity since 1980, Australians could have instead worked an average of 15 hours less each week without lowering consumption levels. But given productivity – the amount of goods and services produced for a given level of resources, including hours worked – has stagnated over the past decade, Australians may be compensating by putting in more legwork. Federal Treasurer Jim Chalmers, who has said productivity is the primary focus of his second term in government, will host a roundtable this month in Canberra with representatives from industry, unions and government to find ways to lift the country's living standards. The Australian Manufacturing Workers' Union and the Australian Nursing and Midwifery Federation have called for shorter working hours and more annual leave in return for productivity gains ahead of the roundtable. AMWU national secretary Steve Murphy told The Australian that 'productivity can't be at the expense of the wellbeing of workers'.
