By: Sidney Skinner Text Size: 10 litterbugs, like the one above, were taken to task by SWMD staff in this part of Bandar Sierra Boulevard 1. City Hall is cracking down on those who dispose of their rubbish indiscriminately along the road leading to a Manggatal commercial centre. This action follows feedback about the refuse strewn about near the planter boxes and on the pavement beside the Grand Merdeka Mall. A Manggatal resident bemoaned the bits of litter – including cigarette butts, empty styrofoam food containers and plastic cups – left behind along a section of Bandar Sierra Boulevard 1 by many patrons of the night-market held outside the Mall. The individual provided Hotline with the pertinent details which were forwarded to the agency. A spokesman for its Solid Waste Management Department (SWMD) warned that anyone caught throwing their refuse haphazardly on the road-shoulder beside the Mall risked being served with a compound for as much as RM500 under City Hall's Anti-Litter By-Laws 1984 (Amendment 2005). 'We are aware that some nightmarket-goers have the habit of sitting against the planter boxes to enjoy the food and drinks they have bought at the stalls,' he said. 'Others sit in their vehicles to do this. 'Whatever the case, these individuals should dispose of their garbage responsibly in bins and not leave the common area in a mess. 'If they fail to be more civic minded, when it comes to getting rid of their rubbish, and are witnessed littering, then we will not hesitate to take them to task.' He said SWMD officers met with a staff from the Mall's management, who oversees the nightmarket, to discuss what had been transpiring there on Wednesday. 'Our personnel were made to understand that the part of the compound, where the nightmarket is held, is cleaned up daily after the stalls close.' To prove that it means business, City Hall penalised 11 litterbugs during a random check carried out along this part of Bandar Sierra Boulevard 1 between 4.00pm and 8.00pm later that same day. 'We will continue to monitor the goings-on around the road and the Mall from time to time.' He said those who repeatedly disregarded the agency's calls to refrain from littering in the common areas could wind up having legal action taken against them. 'They will become liable to a fine for as much as RM 10,000, if they are found guilty in court.' The spokesman said City Hall had been coming down hard on littering violations in a bid to get the public to take a more active role in keeping its rating-area clean. 'It is not just up to our garbage collectors and street-sweepers to keep the commercial properties around our rating-area looking presentable and pleasing to the eye, especially to the many first time visitors from abroad. 'It is the collective responsibility of everyone who lives, works and frequents these locales.' The agency collected a total of RM1,700 in the on-the-spot compounds from 85 wrongdoers, including those at the Mall, as part of its 'Ops Bersih' in July, according to him. 'The Mall had the most offenders when it came to areas inspected outside the City. 'This was followed by Inanam, where nine errant individuals were nabbed. Six were taken to task around Manggatal.' Between four to five SWMD inspectors in plain clothes carried out 34 separate inspections between July 1 and July 31. Besides Grand Merdeka Mall, Inanam and Manggatal, the Department's team also went to Damai Plaza, Likas Plaza, Mini Putrajaya, Kingfisher Plaza, the Indah Permai shops and the Salut Commercial Centre, according to the spokesman. When it came to the City, he said checks were made around the Bandaran Berjaya shophouses, as well as those around Kg Air and Sinsuran. On top of this, checks were also made of the common areas around Centre Point Sabah and Gaya Street. 'The highest number of litterbugs was nabbed around Centre Point (11), followed by Kg Air (nine) and Bandaran Berjaya (eight).' * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? PAS fumes as Madani gov't 'washes hands in dirty money allegation' with PMX, Vincent Tan implicated

PAS has slammed Home Minister Datuk Seri Saifuddin Nasution Ismail over the latter's 'hilariously brief' parliamentary reply to a question on outcome to a police probe over a viral video of the PKR Wangsa Maju division head claiming to have received election funding from party president Datuk Seri Anwar Ibrahim. In his reply to questions #37 dated Aug 4 from PAS Pasir Mas MP Fadhli Shaari over the funds believed to have emanated from tycoon Tan Sri Vincent Tan Chee Yioun, Saifuddin merely stated that 'initial review and investigation on the matter points to internal auditing issues and administrative problems within the party'. 'There is a clear violation of the law involving the giver (Vincent Tan), the first recipient (PMX) and the second recipient (PKR division head),' Central PAS Information Committee's Research and Policy Department director Nurul Islam Mohamed Yusoff lashed out. 'This is no longer an organisational issue. It is an accusation from a PKR division head who clearly stated that he received illegal funds from Vincent Tan through the PKR president who is also the Prime Minister.' For context, Fadhli who is also the Islamist party's information chief had on May 17 given PMX an ultimatum to officially deny the viral video which purportedly showed PKR Wangsa Maju branch chief Lai Chen Heng admitting to receiving funding from PMX but was 'advised' not to declare/audit the proceeds to avoid any money trail. Nurul Islam further urged PMX to come clean 'by coming forward to explain if there is truth in the allegation, how much money was received, who were the recipients of such funding at the division head level and so forth'. This is because the matter goes beyond 'an internal issue of a political party' for it involves possible violations of national laws including Section 4(1) and Section 4(1)(b) of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLA 2001). 'The PKR secretary-general (Datuk Fuziah Salleh) had previously stated thar PKR will take disciplinary action against the PKR Wangsa Maju division chief after the party's national congress,' recalled Nurul Islam. 'But so far, we haven't seen any announcements yet. The arising question is that if you act against the second recipient (Lai), what about the first recipient (PMX)? Are you going to take action as well? 'It's an irony for the person who talks about governance and his party suffering is eventually exposed by his party's division chief for accepting illegal money from Vincent Tan. Then the issue is regarded as the party's internal audit matter.' – Aug 7, 2025

Ministry committed to curbing gangsterism

A TOTAL of 367 juvenile offences involving youths were recorded at Integrity Schools and Henry Gurney Schools as of June 2025, the Education Minister revealed. Fadhlina Sidek (pic) said these included 172 drug offences, 21 sexual offences and other violations under laws such as the Anti-Trafficking in Persons Act, Road Transport Act, National Registration Act and Security Offences (Special Measures) Act 2012 (Sosma). In a written reply to Ahmad Fakhruddin Fakhrurazi (PN-Kuala Kedah), Fadhlina said her ministry was committed to curbing gangsterism and misconduct among students through a range of initiatives. These included enforcement guidelines under SPI 6/2000 and the Safe School Programme (SPI 4/2002), which aims to ensure school safety and deter drug abuse and violence. The Caring School initiative (SPI 5/2023) promotes stronger ties between students, teachers and parents to create a safer and more harmonious learning environment, she added. The minister said guidance and counselling teachers played a key role in identifying at-risk students, offering psychosocial support and leading early interventions. The appointment of Character Ambassadors, Peer Counsellors and student leaders also encourages positive peer influence, she added. To further shape student behaviour, the ministry launched the Character Building for the Madani Generation pilot programme in 2024, she said. Focusing on values, discipline, patriotism and volunteerism, it aims to build students' resilience against negative influences like gangsterism. Following encouraging results, the initiative was expanded across all ministry institutions this year – from preschool to post-secondary – as part of efforts to foster safe, disciplined and student-centred schools, she added. Fadhlina also said that students suspended for misconduct can take part in the 'Bangkit Bermaruah' community service programme, which offers a restorative approach to rehabilitation through structured outreach activities. She emphasised that cooperation among schools, parents, police, local communities and education offices remains vital, adding that disciplinary action should not deprive students of their right to learn.
