The Indian Staffing Federation (ISF), which represents more than 1.8 million contract workers across 135 member companies in the country, has expressed urgent concerns regarding a recent mandate from the Employees' Provident Fund Organisation (EPFO) that requires the use of facial authentication technology (FAT) through the UMANG app for generating Universal Account Numbers (UANs).In a recent circular, the Employees' Provident Fund Organisation (EPFO) announced that, starting August 1, 2025, all allotment and activation of Universal Account Numbers (UANs) should be done through the UMANG app using face authentication technology (FAT).The EPFO assigns the Universal Account Number, commonly referred to as UAN. The UAN serves as a unifying identifier for the multiple member IDs assigned to an individual by different establishments.Also read: EPFO UAN generation: Only EPF members can generate PF Universal Account Number now on Umang application In a press release on August 5, 2025, the Indian Staffing Federation (ISF) underscored that the change regarding the FAT rule has already stalled onboarding for more than 1,000 candidates in just two days, disrupting payroll cycles and compliance timelines.Here are the challenges faced by staffing companies that created immediate hurdles in UAN generation, and the solution suggested by ISF:Staffing companies employ a significant number of temporary workers, which is characterised by frequent onboarding and departures. The mandatory FAT for KYC updates requires each worker's participation, making coordination across locations difficult. Many lack smartphones or reliable internet, causing UAN delays that disrupt salary payments and PF contributions, especially in MSMEs and high-turnover sectors.The restriction on employer-led UAN creation without Aadhaar seeding, coupled with the FAT rule, slows bulk onboarding, delays PF credits, and jeopardises compliance. It also reduces employee trust by preventing timely access to EPFO services and EPF registration.The FAT system relies on digital infrastructure, which is often inaccessible to contractual workers in remote areas or those unfamiliar with digital platforms. Technical glitches, such as facial recognition failures or server downtimes, further delay compliance.The EPFO's deadline for Aadhaar seeding and FAT compliance (e.g., June 30, 2025, as per recent updates) is challenging for staffing companies managing thousands of employees. Non-compliance risks penalties or withheld PF contributions, which could adversely affect both employers and employees.If an employee fails to generate a UAN via UMANG due to technical or awareness barriers, it may delay compliance with PF onboarding requirements and may lead to the denial or delay of employment offers, especially for first-time earners.As per the ISF press release, 'Many workers do not have updated Aadhaar mobile numbers or face biometric mismatches, making facial authentication infeasible in practice. Successful facial authentication relies on camera quality, lighting, and stable network access—factors not uniformly available across all work locations.'To address these challenges while aligning with EPFO's objectives, ISF has proposed the following:For first-time employees without a UAN, employers should be allowed to create it through the employer portal to enable timely PF registration and ensure compliance.A six-month window for digital onboarding and FAT awareness is proposed. Since financial incentives (such as ELI-based benefits) are available only after six months of PF membership, this period can be used by employers to:• Educate employees about EPFO, UAN, and the UMANG app.• Facilitate FAT registration with proper support and communication.According to the ISF press release, 'Reinstate the flexibility for employers to generate UANs in bulk without mandatory FAT or Aadhaar seeding at the initial stage, as permitted earlier. This would enable staffing companies to comply with PF contribution timelines while gradually completing FAT requirements.''Offer dedicated technical support for FAT-related issues and ensure the EPFO portal is equipped to handle high volumes of authentication requests without disruptions. Additionally, provide multilingual training resources to educate contractual workers on the FAT process.Consider partial exemptions or simplified compliance procedures for staffing companies and industries with high workforce turnover, balancing security needs with operational realities,' ISF added

Prime Minister Narendra Modi, in his address to the nation on the 79th Independence Day, announced the launch of the Pradhan Mantri Viksit Bharat Rozgar Yojana, outlining a roadmap to achieve a developed India by 2047. The initiative focuses on self-reliance, innovation, and citizen empowerment, aiming to create over 3.5 crore jobs in the next two years. Under the scheme, newly employed youth will receive an incentive of up to Rs 15,000 in two instalments, while employers will be eligible for up to Rs 3,000 per month per new employee for creating job opportunities. Part A - Support to First-Time Employees This component targets first-time employees registered with the Employees' Provident Fund Organisation (EPFO) and earning up to Rs 1 lakh annually. Beneficiaries will receive one month's EPF wage, up to Rs 15,000, in two instalments - the first after six months of service and the second after 12 months, subject to completing a financial literacy programme. Part of the incentive will be placed in a fixed deposit or savings instrument. Around 1.92 crore first-time employees are expected to benefit. Part B - Incentives for Employers Employers across sectors, with a focus on manufacturing, will receive up to Rs 3,000 per month for two years for each additional employee earning up to Rs 1 lakh annually, provided the job is retained for at least six months. In manufacturing, the incentive will extend to the third and fourth years. This component is projected to support the creation of 2.60 crore additional jobs. Payment Mechanism Payments to employees under Part A will be made through the Direct Benefit Transfer (DBT) mode using the Aadhaar Bridge Payment System, while payments to employers under Part B will be credited to PAN-linked accounts. The government said the scheme will not only promote employment generation but also increase workforce formalisation by extending social security benefits to millions. Additional Announcements The Prime Minister also announced that next-generation GST reforms will be unveiled on Diwali, lowering taxes on essential goods and providing relief to MSMEs, local vendors, and consumers. Compliance costs for startups and entrepreneurs will be reduced, and outdated legal provisions will be removed to create a more business-friendly environment. In the technology sector, the Prime Minister urged youth to develop indigenous social media platforms and digital infrastructure to strengthen India's digital autonomy. On sports, he highlighted the National Sports Policy and the Khelo India initiative to promote sporting talent nationwide.

1 2 Udupi: Karnataka emerged as the highest per capita income (PCI) state in the country as the state govt demonstrated its efficiency in financial management to promote economic growth, said Laxmi Hebbalkar, minister of women and child development and in charge of Udupi district. During the 79th Independence Day celebration held at Mahatma Gandhi District Stadium in Ajjarkad on Friday, the minister said Karnataka ranks second in the country in GST collection, which is a clear example of the state's healthy economic system. It will be an app. To create and maintain this digitally advanced IT system, EPFO has selected the country's three largest IT companies – TCS, Infosys and Wipro. This information has come to light in a circular issued by the EPFO. When was the 2025 Expression of Interest sent by the EPFO? According to the news published in the Free Press Journal, earlier, on June 16, 2025, an Expression of Interest (EOI) was sent by the EPFO to companies specialising in managing large-scale digital platforms. After reviewing all the applications, EPFO selected TCS, Infosys and Wipro. Which companies were selected for the next phase? According to EPFO, on the basis of evaluation, Infosys Limited, TCS Limited and Wipro Limited are suitable. They have been shortlisted to participate in the next phase of the selection process. However, it is clearly stated in the circular that shortlisting does not mean that any legal or official contract has been given yet. This is just an administrative step. There is only one purpose of launching EPFO 3.0: to make it more modern and advanced than before. With its launch, millions of subscribers will get better service from EPFO. What kind of facilities will be available with its launch? Auto Claim Settlement: Now the settlement of claims will be done through automated system. This will end the hassle of processing manually. This will make the system faster and more efficient than before. Online account change: With the new app, you will no longer need to go to the EPFO office to update account details like name or date of birth, rather users will be able to update it online from home. OTP verification: With the new update, OTP verification process will now start in place of the traditional form based process. This means that any change related to the account can be confirmed through OTP (one-time password). PF withdrawal from ATM: After the claim is approved, subscribers will now get the facility to withdraw PF money from ATM just like bank transactions.
