Activists in Vasai Virar demand SIT probe into Illegal constructions

Activists in Vasai Virar
are calling for a
Special Investigating Team
(SIT) to investigate the continuous illegal construction activities in the region, following an RTI disclosure revealing 4,95,285 illegal units being charged property tax/house tax (gharpatti).
These unauthorised structures are putting excessive pressure on the city's infrastructure, affecting water, electricity, and transport services for legitimate tax-paying residents. The senior officials of
Vasai Virar City Municipal Corporation
(VVCMC) have been criticised for their alleged negligent approach towards land mafia encroachment and non-compliance with court orders.
Terence Hendriques, who filed a PIL regarding illegal construction in VVCMC jurisdiction, questions why cases under MRTP (Maharashtra Regional & Town Planning Act, 1966) aren't filed against developers when they submit self-attested affidavits acknowledging illegal construction whilst applying for gharpatti.
He notes that despite the presence of approximately 5 lakh illegal units, the former municipal commissioner in March 2021 reported only 2,817 illegal structures to the court. Hendriques emphasises the need for the Maharashtra chief minister to establish an SIT to address this issue.
Deepak Rao, who filed a PIL with the National Green Tribunal (NGT) to protect a water body in Chinchoti (Vasai Taluka), highlights what he called the casual attitude of VVCMC officials towards court cases and RTI applications. He mentions that AMC Rajendra Kadam was fined Rs 25,000 for delayed RTI responses. Despite ongoing court proceedings, illegal construction continues on a reclaimed water body allegedly controlled by Virendra Singh, a person with multiple FIRs against him.
The complainants are compelled to seek legal intervention due to VVCMC's inaction against illegal construction and their reluctance to file MRTP cases against the land mafia. For instance, despite two MRTP notices, no FIR has been filed against Irshad Khan, who allegedly constructed illegal commercial establishments spanning 2-3 lakh square feet in Pelhar, Nalasopara. Additionally, approximately 30-35 acres of land in Wakanpada, Pelhar, Nalasopara East has been illegally developed after destroying hillocks, with forest land within VVCMC jurisdiction also being encroached upon.

Gurgaon: A 38-year-old pantry worker, who was being thrashed by two persons over a Rs 15,000 loan he needed to repay them, succumbed to injuries he suffered when he jumped out of a moving car in a desperate bid to escape. Two men, Praveen Rana and Aryan, were arrested in connection with the case. Ajay Tiwari — a resident of Ashok Vihar Phase-3 Extension — had borrowed Rs 30,000 from Rana, a property dealer, on April 25. Despite repaying Rs 15,000, Rana persistently pressured Tiwari for the remaining amount, issuing threats that escalated the situation. According to cops, on the night of Aug 13, Rana and his friend Aryan abducted Tiwari from his workplace in a Maruti Swift, demanding the outstanding debt. The situation, however, took a dire turn when she received a call from Tiwari's colleague, Manish, informing her that the pantry worker was critically injured and hospitalised. Initially admitted to Manipal Hospital in the city, Tiwari's condition worsened later that night. He was transferred to Safdarjung Hospital in New Delhi, where he was placed on a ventilator. Tiwari passed away on Friday, prompting the hospital authorities to alert police. Police investigation later revealed that after Rana and Aryan forcibly took Tiwari into their car, they assaulted him when he pleaded his inability to repay the remaining money anytime soon. In an attempt to escape, Tiwari jumped out of the moving vehicle near Bajghera, suffering fatal head injuries. The two accused left him at the scene. The car used in the crime was later recovered by police. According to sources, Tiwari — terrified and cornered — repeatedly warned Rana and Aryan of his intention to jump. A video shot by one of the accused captured Tiwari's frantic warnings and screams before he leaped from the car near the Bajghera police station underpass. Although the accused did not physically push him, their actions led police to file an FIR for kidnapping, assault, and culpable homicide not amounting to murder. ASI Sandeep Kumar, a spokesperson for the city police, said, "A dispute over the loan led the suspects to forcibly take Tiwari into their car and assault him to pressure him for repayment. 1 2 Pune: A total of 315 video conferencing systems (VCS) and 589 cubicles will be installed by the state prisons department to expedite the trial of undertrial prisoners languishing in 60 jails. Additional director general (prison) Suhas Warke told TOI on Saturday, "There are 478 existing VCS and 314 cubicles installed in state jails linked to courts. We have proposed to install an additional 315 VCS and 579 cubicles in a phased manner. The total cost of the project is Rs 34 crore. The district planning development committee and the state home department have sanctioned funds of Rs 10.60 crore." Principal secretary (appeals and security) Radhika Rastogi told TOI over the phone, "Installing VCS and cubicles is an ongoing project sanctioned by the state govt. It will reduce the physical burden on police during inmate escorts by eliminating the need for physical transportation to court appearances to some extent. The project aims to save time, resources, and reduce risks associated with inmate movement from jail to courts and vice versa. Now, more focus will be on conducting full-fledged trials, inquiries, and other proceedings, including examination of witnesses and recording of evidence using audio-video electronic means within the cubicle system to be installed by the state public works department to maintain the privacy of the hearing. Desai said there are around 40,000 inmates lodged in jails. VCS are being extensively used for producing the inmates for extending their magisterial/judicial custody remand, deciding plead guilty cases, and passing conviction orders etc. Advocate Milind Pawar, former president of Pune Bar Association, said the CBI took the initiative to start the VCS to conduct trials in the fake stamp paper case involving kingpin AKL Telgi and 64 others at the special court, Pune, in 2004. In the last 21 years, the state govt has installed VCS across the courts. VCS can do wonders if the internet connectivity system is improved and more storage space is created to install additional VCS at the district and taluka courts on the lines of virtual hearing in Bombay High Court and Supreme Court. Jind: In BJP-ruled Haryana, the anti-corruption bureau on Saturday nabbed BJP leader and Julana Municipal Council chairman Dr Sanjay Jangra over an alleged bribe of Rs 2.27 lakh. His receptionist was arrested for allegedly accepting the cash. According to the ACB DSP, a contractor from Bhiwani, Manoj, filed a complaint alleging that Jangra was demanding a commission of 2.5% in exchange for clearing payments. On the basis of this information, ACB formed a raiding team and gave the complainant Rs 2.27 lakh marked with powder. When the complainant spoke with Jangra, he allegedly directed him to hand over the money to his hospital receptionist. As soon as the complainant handed over the cash to receptionist Satbir, the ACB team caught him with the money. The ACB team detained Jangra for questioning and seized a DVR from the spot. When Satbir's hands were washed, the powder turned his hands red, confirming the bribe transaction, said officials. A DSP-vigilance at Bhiwani said the contractor undertook work worth Rs 10 crore in Julana, out of which 50% was completed. The matter is under investigation and the suspects will be produced in court, where the entire case will be revealed, the DSP said. Dr Jangra has been living in Julana for 35 years, having opened a hospital in 1984, soon after completing his MBBS.
