Set up sufficient procurement centres for farm produce: Karnataka high court directs govt
Bengaluru: The high court has directed the state govt to ensure adequate procurement centres for farm produce across the state.
A division bench of Chief Justice NV Anjaria and Justice KV Aravind issued the instruction while disposing of a PIL from Rait Sena Karnataka, Navalgund, Dharwad district.
The organisation filed the petition requesting the govt to operate procurement centres throughout the year, enabling farmers to sell their produce at minimum support prices (MSPs).
The division bench noted that the quantity and operational duration of procurement centres would be contingent on various geographical and logistical considerations. The procurement operation involves substantial administrative and financial aspects, with centres acquiring foodgrains for distribution through govt welfare schemes.
The bench emphasised that adequate storage infrastructure for procured grains is essential and stated that decisions on the centres' quantity and operational duration fall under executive jurisdiction and policy matters.
The division bench said, "The deputy commissioner of the district shall ensure that a scientific study is undertaken to assess the nature of crops cultivated and the estimated quantity of foodgrains likely to be brought by farmers to the procurement centres, prior to determining the number and location of such centres.

In light of the fact that crop harvesting now extends beyond the traditional harvesting seasons, and to ensure that farmers are adequately remunerated through the MSP mechanism and are not compelled to resort to distress sales through middlemen, the govt should establish at least one procurement centre in each taluk for a period of two months beyond the procurement period fixed by the Union govt. Depending on geographical conditions and the quantity of foodgrains produced in a particular region, the state govt shall have the discretion to keep procurement centres open beyond the period prescribed, as may be necessary, to ensure that the objectives of the MSP scheme are effectively achieved, the bench observed.

Uttarakhand cabinet clears 4 Badrinath projects; tax rebate for CNG, EV vehicles
Dehradun: The Uttarakhand cabinet on Wednesday approved 12 proposals, including four related to development projects in Badrinath and a tax exemption for CNG and electric vehicles. Secretary Shailesh Bagauli said permission was granted for creating Sudarshan Chakra and Sheshnetra Lotus wall artworks at prominent Badrinath locations, including Arrival Plaza and Lakefront. Another decision pertains to the construction and installation of the Tree and River Sculpture at Badrinarayan Chowk. In a major green push, the cabinet has amended the tax structure for certain categories of eco-friendly vehicles. Under a notification dated Jan 2, 2019, issued under the Uttarakhand Motor Vehicle Taxation Reform Act, 2003, one-time tax rates were specified for vehicles powered by electric batteries, solar energy, or CNG. These rules were formulated in consultation with relevant departments and selection bodies to ensure a standardised selection process for constables and sub-inspectors. Also, changes were made to benefit the dependents of deceased environmental workers under the 1974 rules. Under the Clean Mobility Transition Policy, 2024, the transport department had planned to deposit funds for various incentives in an escrow account titled the Uttarakhand Clean Mobility Transition Fund. However, banks raised concerns regarding the opening of such accounts. As per a finance department order dated July 5, 2023, budgetary grants must be deposited in Single Nodal Agency (SNA) accounts integrated with IFMS. In view of this, the cabinet has decided to open an SNA account instead of an escrow account for the same fund.

Defence testing lab to come up at Sidco estate in Trichy
1 2 Trichy: Tamil Nadu Industrial Development Corporation (Tidco) has finalised a 1.4 acre site inside Thuvakudi Small Industries development Corporation (Sidco) industrial estate near NIT Trichy to develop Advancing Mechanical & Material Defence Testing lab at an outlay of Rs 50 crore. The integrated testing facility will function under public-private collaboration involving major public sector companies including BEML and HAL to engage in high-end testing and certification of materials for aerospace and defence companies in the state. Proposed under Defence Testing Infrastructure Scheme (DTIS), the lab, named System Testing and Research in Advanced Material (STREAM) foundation, will have comprehensive infrastructure comprising at least 40 testing machinery on 13,000 square feet floor space. As the state govt already has a built-up space of 3,000 square feet in Thuvakudi Sidco complex, Tidco has simultaneously launched procurement procedures to buy material testing equipment while expanding the built-up space. "The aerospace and defence testing lab will decentralize the investment and boost Tamil Nadu's leadership in defence and aerospace sector. Once the facility becomes operational, testing requirements will be satisfied locally, said Tidco officials. "The material testing lab in Thuvakudi is set to play an important role in the state's industrial ecosystem. Skill development service for workers will be provided at the lab. Volume of production done by local companies will certainly increase. Initially, around 30-40 people will be employed in the testing lab," Angayasamy Subbiah, managing partner, Vaidheswaran industries, an industry partner of the proposed STREAM Lab, said. The proposed common testing facility will provide quality certification and validation services for local industries to manufacture products for major defence and aerospace companies. "Not only defence and aerospace, even ancillary units of Bhel Trichy will benefit since material grade and quality testing is a key component in manufacturing," N Kanagasabapathy, coordinator, Bhel small-scale industries (Bhelsia), said. The integrated testing lab is set to become operational by December. Tidco said that the lab will run as a non-profit company, generating revenue only to sustain the operations and maintenance.
