GEORGE TOWN: The investigation papers on an incident involving a man seen raising an upside-down Malaysian flag have been submitted to the Attorney General's Chambers, says Asst Comm Anuar Abd Rahman.
The North Seberang Perai OCPD added that once given the directive, the police will charge the man.
"There is one man who is the boss of the company. We are just waiting for the orders.
"If it is given today, we will charge him tomorrow," he told the media after the hand-over ceremony of the new Penang police chief at the Senior Officers' Mess of the Royal Malaysia Police in Jalan Batu Gantung here on Monday (Aug 11).
ACP Anuar said the man, who was arrested, is out on police bail.
"We only arrested one person but recorded statements from around 10 people related to this case," he said.
It was reported on Saturday (Aug 9) that the police were investigating an incident involving footage of a man seen raising an upside-down Malaysian flag.
The footage is believed to have been recorded in Kepala Batas.
It prompted an individual to lodge a report at the Kepala Batas police station at about 12.30pm on Saturday (Aug 9).
ACP Anuar had said the case was being investigated under Section 5 of the Emblems and Names (Prevention of Improper Use) Act 1963, Section 14 of the Minor Offences Act 1955 and Section 233 of the Communications and Multimedia Act 1988.
The 21-second video went viral showing two men at a hardware shop here apparently intentionally displaying and flying the Jalur Gemilang upside down, drawing condemnation from Internet users.
Following that, several non-governmental organisations and political parties, as well as Bertam assemblyman Datuk Seri Reezal Merican Naina Merican lodged police reports.
Reezal Merican said the country has laws to protect the dignity and symbols of the nation, and therefore, proper investigations and action must be taken to ensure such incidents do not recur.

KOTA KINABALU: It is time for the Education Ministry to place social workers in schools to address disciplinary issues amongst students, said a social works specialist. Prof Dr Peter Voo of the Psychology and Social Works Faculty in Universiti Malaysia Sabah (UMS) said the Education Ministry must now put more emphasis on issues such as bullying, truant and disrespect towards teachers. 'It is important to place social workers in schools at this crucial time because the job of educators has become so much more challenging and complicated,' he said. Voo said there were many processes to go through involving teachers, parents, community and the government in educating children. His suggestion comes after the death of 13-year-old Zara Qairina Mahathir, who was believed to have fallen from the third floor of her school hostel building in Papar. 'Social workers in schools are tasked with roles of advocating, preventing, recovering and connecting. 'Advocating the rights of students, especially vulnerable groups such as the poor, orphans, and the disabled can help prevent social ills from becoming a crisis.' he said. He said it can also help the affected students recover from behavioral or traumatic issues, with social workers acting as the bridge between the students, their school, families and agencies involved. Voo said in many countries including the United States, Canada, Australia, United Kingdom and Singapore, social workers are part of the schools' support system and often are part of the teachers or counselors group. He said Malaysian schools only have counselling teachers or guidance counsellors who are also often tied to extracurricular academic duties. 'This is different from social workers who are 100% focused on the social and emotional issues of students. 'These are trained professionals in this field of work including case management and community intervention,' he said. Voo said the presence of a dedicated social worker could ease the workload of teachers or guidance counselors in schools. 'Social workers can properly support these students needing the kind of emotional, psychological and mental support and intervention,' he said. He said for UMS, their social works programme had created over 900 graduates since 2004, many of whom are now serving in government hospitals and non-governmental organisations as social workers. Voo added that UMS is "ready to work with the government" in terms of human capital preparations and training towards this cause.

The prime minister said the five strong pillars are forward-looking policies; an agile and digitally-fluent workforce; secure and reliable digital infrastructure; advancement of digital trust; and strategic investments that will grow a thriving AI ecosystem through public–private partnerships and global collaboration. 'These pillars will drive the Madani Economy, making AI advanced, inclusive, trusted, and built for purpose. 'This is more than a roadmap; it is a movement. The Ministry of Digital, with the National AI Office at its core, will lead this initiative,' he said during his keynote address at the official launching ceremony of Asean AI Malaysia Summit 2025 (AAIMS25) today. Anwar, who is also the finance minister, reiterated that under the recently tabled 13th Malaysia Plan (13MP), Malaysia set the ambition to be an AI nation as digital transformation must drive sustainable and inclusive growth. 'At the centre of that transformation is our ambition to be an AI Nation. AI will not be a tool for the few; it will be a force for all, powering better governance, sparking innovation, and improving lives,' he said. 'Through our AI Nation Framework, we will ensure that AI works for every Malaysian, in every corner of the country.' The prime minister also noted that with nearly 700 million people, a fast-growing digital economy, and a rich diversity of cultures and languages, Asean is uniquely positioned to shape the development of AI in a way that is inclusive, ethical, and aligned with the region's shared values. Thus, he emphasised the need for the region to act boldly and with foresight in seizing this generational opportunity. 'If we approach this moment with foresight and courage, AI can bridge development divides, empower small businesses, uplift rural communities, strengthen public services, and expand access to healthcare, education, and a more pronounced justice for all. 'Our vision is not only to harness AI just to catch up with the rest of the world, but to lead in some areas, to protect our values, to give meaning to the principle of equity and justice,' he added. KUALA LUMPUR: Artificial intelligence (AI), if approached with foresight and courage, can bridge development divides, empower small businesses, uplift rural communities, and strengthen public services, healthcare, and education, said Prime Minister Datuk Seri Anwar Ibrahim. Speaking at the launch of Malaysia's upgraded ILMU large language model (LLM) today, Anwar said the nation stood at "a defining crossroads" in harnessing technology to shape its economic future, identity, public trust, and moral compass. "Our vision is not only to harness AI just to catch up with the rest of the world, but to lead in some areas, to protect our values, to give meaning to the principle of equity and justice," he said. He cautioned that failure to address the widening knowledge gap in new disciplines could deepen divisions between the skilled and the unskilled. "Would we rather remain completely incapable of mounting an effective challenge to uplift the standards? "The divide will become real and the challenges for the country would be serious," he said. Malaysia's AI Nation framework, he added, would ensure AI benefits "every Malaysian in every corner of the country" through five pillars: forward-looking policies, a digitally skilled workforce, secure and reliable infrastructure, advancement of digital trust, and strategic investments via public-private partnerships and global collaboration. "We have made a very bold decision, and I'm proud to say that we are ahead… with such confidence in terms of digitalisation and AI. "We want to share this and work together with our neighbours in Southeast Asia," he said. Alluding to a meeting with religious scholars in Kelantan two days earlier, Anwar stressed the importance of keeping pace with technological change while continuing to uphold faith and moral values. "I commend them initially for becoming the best in the battle against colonialism in all its forms… That phase has passed. "So I told these leaders, scholars, this generation, and I believe the future generation, we remain eternally grateful to you, where you stood firm to defend the faith and moral values, and in rejecting the imposition by a foreign alien system. "But then, here's the catch — what about now? "I'm not here to change or dictate the curriculum. But I appeal to you: while retaining faith and moral values based on Islamic tradition, we are now confronting a different power challenge. "If you do not address this, it will cause a divide between those who have high knowledge and those who remain completely ignorant of the new disciplines," he said. The launch, part of the Asean AI Malaysia Summit 2025 opening ceremony, marked the start of an inaugural gathering to chart the direction of AI in Malaysia, particularly in governance. The two-day summit at the Malaysia International Trade and Exhibition Centre (Mitec) is organised by the Digital Ministry and attended by Minister Gobind Singh Deo, Chief Secretary to the Government Tan Sri Shamsul Azri Bakar, Asean secretary-general Dr Kao Kim Hourn, and Asean delegates, alongside global experts and industry players. Malaysia's sovereign AI platform, ILMU — short for Intelek Luhur Malaysia Untukmu (Excellent Malaysian Intelligence for You) — is a homegrown LLM developed by YTL AI Labs. Built to understand and process text, voice, and images, it is designed with strong emphasis on local context, ethics, and safety. The first iteration, ILMU 0.1, was unveiled in December 2024 and outperformed leading global LLMs in Malay-language benchmarks, even passing Malaysia's PT3 and SPM national exams with top grades. Today's launch of ILMU 1.0 marks a major upgrade, supported by Malaysia's first national AI supercomputer housed at YTL Power's green data centre in Johor. Powered by NVIDIA's GB200 "Grace Blackwell" chips via the DGX Cloud platform, the infrastructure delivers the computing capacity needed for advanced AI training and deployment. The ILMU project is part of Malaysia's broader push to build sovereign AI capabilities that are globally competitive while serving national priorities.
