Malaysia to launch National Seed Council to boost agricultural resilience

PASIR SALAK: Malaysia is set to launch a National Seed Council in a strategic move to strengthen the country's agricultural resilience and reduce its dependence on foreign seed sources.
Agriculture and Food Security Minister Datuk Seri Mohamad Sabu said the council is currently in its final stages of evaluation and is expected to be launched soon.
"At the ministry level, we have established the National Seed Council, which will be launched soon. It is currently in the final review stage before its official launch," he said.
He spoke to reporters after launching the new Clearfield rice varieties CL3 and CL4 at the Felcra Seberang Perak here, today.
Also present were ministry secretary-general Datuk Seri Isham Ishak, Mardi board chairman Dr Azman Ismail and state Rural Development, Plantation, Agriculture and Food Industry Committee chairman Datuk Mohd Zolkafly Harun.
Highlighting the importance of seed sovereignty, Mohamad said there was a need to prevent the monopolisation of seeds by powerful corporations or foreign nations.
"Seeds are a critical component of food production. We do not want them to be monopolised by certain companies or countries.
"Let seed management be conducted in an orderly manner. With the establishment of the National Seed Board, we will be able to regulate all types of seeds, whether for plants or livestock within Malaysia," he said.
When asked whether all research will be conducted at the centre, Mohamad said it will serve primarily as a strategic seed repository.
"The paddy seed center will act as a repository for all the seed varieties we have in the country. If anything happens, we will have a reserve to reproduce those seeds in the future," he said.
On a separate matter, Mohamad said the allocation of additional rice supply quotas to millers would be based on the capacity of the respective mills.
He said that if millers are capable of processing a higher volume of paddy, the ministry would make efforts to assist in increasing their rice supply quotas.
"The quota depends on capacity. If we see that a Bumiputera-owned mill has the capability, we will try to assist.
"If it lacks any capacity at all, then it's quite difficult. We can't rely solely on quotas, both quota and capacity must be considered. That's what matters most, and the government is always ready to help," he said.
He was commenting on a statement made by Zolkafly on Wednesday, in which the latter had said the state government would be applying to the ministry to increase the quota, especially for Bumiputera millers.
Zolkafly had said the move was crucial to ensure that both large and small millers can collaborate in revitalising the rice industry and maintaining a stable and sufficient rice supply.

UDA chairman Tan Sri Mohd Annuar Zaini, said: 'Recognising that participation in bowling involves high costs, and driven by the intention to ensure that no young talent is left behind due to financial constraints, this programme was initiated to provide access and opportunities for students from low-income families to explore and develop their talents in the sport.' 'Bowling often excludes young talents – particularly those from the B40 group – due to its high participation costs. 'UDA believes that within this group lies immense potential that can be nurtured into champions if given the space, opportunity, guidance and support,' he added. 'Through strategic collaboration between the public and private sectors, UDA sees this programme as a platform to elevate bowling as a holistic development avenue for youth, instilling character, discipline and sportsmanship.' The 'UDA Cares: Building Communities, Producing Champions' CSR programme began in February 2025, starting with initial meetings with relevant agencies to ensure smooth implementation with significant impact. The participant selection session was held on June 10 and 11 involving 120 students from Sekolah Kebangsaan Sri Kinta, SJK (T) Kampung Simee, SK Cator Avenue and SJK (C) Chung Tack Simee. From this pool, 30 promising students were selected and are currently undergoing an intensive 16-week training programme from June 16 to Oct 6, 2025. Mohd Annuar added that the 16-week training is led by Syaidatul Afifah Badrul Hamidi, a former national bowler from Ipoh. 'With Syaidatul Afifah as the head coach and two other local professional coaches on the team, we hope to unlock the participants' full potential and achieve the programme's core goal – to produce quality, competitive champions,' he said. A total of 30 promising students are currently undergoing a 16-week intensive training programme under the guidance of former national bowler Syaidatul Afifah Badrul Hamidi. He also noted that the selection of Angsana Ipoh Mall as the official venue was a strategic move to reinforce the role of UDA-owned commercial centres in community empowerment, in line with the brand's values of L.I.F.E.— Legacy, Integrated, Finesse and Enrich. 'Angsana Ipoh Mall is more than a shopping destination – it is an inclusive community hub that reflects UDA's mission of promoting entrepreneurship in urban areas. 'The presence of Lite Superbowl JB9 aligns with our efforts to revitalise the bowling centre at Angsana Ipoh Mall, which was once a popular attraction,' he said. Mohd Annuar also extended his appreciation to strategic partners whose roles were crucial to the success of this CSR programme, underscoring UDA's ongoing commitment to sustainable social change and sports development. To ensure the programme's success, UDA collaborated with the Perak State Education Department (JPN), Perak Youth and Sports Department (JBS), Perak State Sports Council (MSN), Yayasan Perak, and private sector supporters such as Perak Transit Berhad and FND Empire Sdn Bhd (operator of Lite Superbowl JB9 at Angsana Ipoh Mall). Each agency played a vital role by contributing logistics, resources, manpower and expertise. JPN Perak coordinated student participation and attendance, while Yayasan Perak sponsored training attire for the 30 selected students to encourage active involvement. Perak Transit Berhad provided free transportation for students and accompanying teachers. FND Empire Sdn Bhd – a business operating in a UDA property – provided the facilities and training support at Lite Superbowl JB9. JBS Perak and MSN Perak were tasked with identifying young talents with potential to be developed further. The programme's finale will be held on Oct 12 in Ipoh, featuring the grand finals and official launch ceremony in conjunction with National Sports Day and the UDA Carnival 2025. PUTRAJAYA: Malaysia's ageing trend continues to accelerate, with 12 states now classified as ageing, according to the latest data from the Department of Statistics Malaysia (DOSM). Chief Statistician Datuk Seri Dr Mohd Uzir Mahidin confirmed that a state is considered ageing when individuals aged 65 and above exceed seven per cent of its total population. Melaka leads with an ageing rate of 7.3 per cent, followed by Pahang and Kuala Lumpur at 7.1 per cent each. 'Perak remains the state with the highest elderly population at 10.3 per cent,' Mohd Uzir said. Five states outpaced the national growth rate of 0.5 per cent, including Terengganu (1.2 per cent), Kelantan (one per cent), and Pahang, Selangor, and Melaka (0.6 per cent each). Malaysia's total population in 2025 is estimated at 34.2 million, a marginal increase from 34.1 million in 2024. The citizen population grew slightly to 30.9 million, while non-citizens saw a sharp decline in growth from 13.6 per cent to -0.5 per cent. The elderly population (65+) rose to eight per cent, while the youth demographic (0-14 years) dropped to 21.6 per cent. Selangor remains the most populous state (21.6 per cent), followed by Johor (12.3 per cent) and Sabah (11 per cent). Labuan and Putrajaya recorded the lowest population percentages at 0.3 per cent and 0.4 per cent, respectively. Demographic shifts also show Bumiputera representation rising to 70.5 per cent, while Chinese and Indian populations saw slight declines. The male population (18 million) continues to outnumber females (16.3 million), with Kuala Lumpur having the highest sex ratio (117 males per 100 females). Population density increased slightly to 104 persons per square kilometre, with Kuala Lumpur being the most densely populated (8,546 persons/sq km) and Sarawak the least (20 persons/sq km). The Indian community will also benefit from an increased focus on STEM and TVET education, alongside home repair programmes and initiatives to strengthen community governance. These efforts are designed to create sustainable development and uplift living standards. Additionally, the government will undertake infrastructure upgrades to improve connectivity and quality of life for both Chinese and Indian communities, with special attention to the needs of women, youth, and senior citizens. At the heart of the Bumiputera agenda is PuTERA35, a framework anchored on the '3P strategy' — broad participation, meaningful ownership, and dominance in strategic sectors. Key institutions such as MARA, TERAJU, UiTM, and PNB, alongside GLCs and private sector collaborations, will drive efforts to empower Bumiputera entrepreneurs and professionals. To further boost regional competitiveness, RMK13 also introduces a relay race model aimed at sustaining long-term business success, with government support to help Bumiputera companies get listed on Bursa Malaysia.
