What Is The 'Delhi Classroom Construction Scam'? News18 Accesses ED Probe Details
Last Updated:
According to ED, the scandal involves significant financial irregularities and alleged corruption in the construction of additional classrooms in government schools under AAP
The Enforcement Directorate on Wednesday raided multiple premises in the national capital as part of a money laundering probe into the 'classroom construction scam" that is alleged to have taken place during the previous Aam Aadmi Party government, official sources said. CNN-News18 has obtained details from the Enforcement Directorate's investigation.
According to the agency, the scandal involves significant financial irregularities and alleged corruption in the construction of additional classrooms in government schools during the Aam Aadmi Party's tenure in the National Capital Territory of Delhi (GNCTD) from 2015-16 to 2022-23.
The initiative, initially aimed at upgrading educational infrastructure, encompassed two major projects classified as Priority-1 and Priority-2, which focused on improving the student-to-classroom ratio in existing school premises.
'Unfortunately, the implementation of these projects was marred by inflated costs, procedural lapses, and the misuse of public funds," the findings say.
Although the project aimed to enhance public education facilities, the construction costs reportedly far exceeded standard government benchmarks and were even likened to the expenses of building luxury establishments.
'The scam underscores overestimations in project valuations, manipulation of tendering processes, bypassing General Financial Rules, and awarding contracts at inflated rates, indicative of systematic abuse of power," say the findings.
The ED had booked Manish Sisodia and Satyendar Jain, Aam Aadmi Party (AAP) leaders and former ministers in the Arvind Kejriwal-led Delhi government, in its April 30 FIR, where it was alleged that financial irregularities to the tune of Rs 2,000 crore in the construction of over 12,000 classrooms or semi-permanent structures in Delhi government schools were carried out.

Mamata demands that BJP-led Centre release all MNREGA pending dues
Kolkata, June 18 (UNI) As the Calcutta High Court on Wednesday directed the Central Government to resume the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme in West Bengal from August 1, Chief Minister Mamata Banerjee demanded that the BJP-led government release all pending dues that have been withheld for the past four years. 'The court has ordered that work must resume from August. But for four years, no work was done, no money was released. Our leaders staged protests in Delhi, and cases were filed against them. Central ministers didn't even meet them. We were humiliated in many ways,' the chief minister said in a press conference at Nabanna on Wednesday. 'We paid the workers from state funds. That money must be returned. The Centre must calculate the dues from the day the scheme was stopped and pay accordingly. Why was our share of the money given to other states? That is a crime,' she added. The central government which funds the scheme entirely had suspended MGNREGA funding to West Bengal in March 2022, citing large-scale misappropriation. West Bengal received Rs 7,507.80 crore under MGNREGA in the 2021–22 financial year. However, since then, no funds have been disbursed. The Centre had justified its actions by citing inconsistencies found in 31 out of 63 inspected worksites, according to RTI replies. 'Funds for the 100-day work scheme were not provided. People were made to work, but no payment was given. Who will pay them? We did—from the state government's own resources, through the 'Karmashree' scheme. And now they've come to celebrate 'Bangla Diwas'—those who have constantly insulted and deprived Bengal.' 'We will review this petition. You are sending teams to Bengal, but first, release the funds. It has been four years, and not a single rupee has been given. This is public money,' she said. The chief minister was referring to a four-member verification committee comprising representatives from the Central and State Governments, along with officials from the Comptroller and Auditor General (CAG) and the Accountant General. In April 2025, the committee reported that Rs 24 crore had been recovered from the districts under investigation. Additional Solicitor General Ashok Kumar Chakraborty, representing the Centre, said in the court that central investigation teams uncovered irregularities in districts like Hooghly, East Bardhaman, Malda, and Darjeeling, involving embezzlement of over Rs 50 crores. A broader audit revealed anomalies amounting to Rs 613 crores, of which Rs 2.1 crores had been recovered by the state as of 2024. However, the court observed that the grievances of genuine workers cannot be ignored on account of administrative or political concerns marking a major development in the long-standing deadlock over the rural employment programme. 'All the allegations are from before 2022. You are free to take any action regarding those. But the project must be started now,' Chief Justice Sivagnanam observed in response during the hearing. The court further clarified that MGNREGA, as legislated, does not allow for its indefinite suspension even in the face of corruption charges, and that any such action violates the spirit of the Act. Tramadol diversion case: ED targets four pharma firms in UP
As many as four pharmaceutical firms in Uttar Pradesh are under investigation by the Enforcement Directorate (ED) for allegedly diverting Tramadol, a regulated opioid painkiller, for illegal sale and abuse in Punjab. The probe follows coordinated raids across multiple states, with ED officials confirming that the firms, located in Lucknow and Muzaffarnagar, are suspected of siphoning off large consignments of the drug in connivance with agents and employees. The ED's Jalandhar unit is spearheading the investigation, which has revealed that these companies may have been siphoning off large consignments of Tramadol, a prescription-only medication, and routing it to drug addicts with the help of agents and company employees. The development follows Tuesday's simultaneous raids at 15 locations spread across Uttar Pradesh, Madhya Pradesh, Uttarakhand, Himachal Pradesh, Punjab, and Maharashtra. In UP, the searches were conducted at four key locations, two in Lucknow and one each in Muzaffarnagar and Gonda. In Lucknow, the ED raided an apartment on Jopling Road in Hazratganj and another property in the Rajajipuram area. These sites are reportedly linked to pharmaceutical agents and employees. A senior ED official, speaking on condition of anonymity, said, 'Two pharmaceutical companies in Lucknow and two in Muzaffarnagar are under scrutiny for allegedly diverting Tramadol stock for illegal distribution. The agency is verifying discrepancies between manufactured quantities and their authorised sales records.' According to ED officials, the module under investigation allegedly spanned several states and operated through a nexus involving pharmaceutical firm employees, wholesale distributors, and retailers. The operation started at 8.30 am on Tuesday with assistance from the Narcotics Control Bureau (NCB). 'Tramadol is categorised as a psychotropic substance under the Narcotic Drugs and Psychotropic Substances (NDPS) Act. It is a tightly regulated drug due to its potential for abuse and severe health consequences,' a second official explained. 'Its illegal sale, often at inflated prices, poses a serious threat to public health.'
