Zahid: Profit target a game changer for rural development

KOTA KINABALU: The Rural and Regional Development Ministry has made it mandatory for all agencies and subsidiaries under its purview to generate profits as part of a game-changing move introduced by the ministry.
Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi said companies or subsidiaries that fail to record profits may face a management buy-out (MBO) or full closure.
He said the ministry is implementing a comprehensive and radical strategy to ensure that every agency and subsidiary delivers meaningful impact.
"We are giving them just one year to become profitable. I am not merely issuing orders — I am also hands-on, going to the ground to guide them," he said at a press conference after officiating the Sabah Women Empowerment Programme at the Sabah International Convention Centre (SICC) here today.
The programme, jointly organised by the ministry and Majlis Amanah Rakyat (MARA), was attended by about 1,500 women entrepreneurs from across Sabah.
Also present were Deputy Minister of Rural and Regional Development Datuk Rubiah Wang, Deputy Minister of Women, Family and Community Development Datuk Seri Dr Noraini Ahmad, and MARA chairman Datuk Dr Asyraf Wajdi Dusuki.
Ahmad Zahid, who also serves as Minister of Rural and Regional Development, said each agency under the ministry has been given clear targets based on its operational focus.
He said failure to meet key performance indicators (KPIs) would be investigated, while agencies achieving their targets would still be challenged to improve.
"Achieving the KPI doesn't mean the job is done. We will ask again — what more can be done better?" he said.
He added that the same approach is being applied in the education sector, particularly through MARA, with a new model that combines academic excellence with spiritual development.
According to him, 57 MARA Junior Science Colleges (MRSMs) nationwide have adopted the Ulul Albab model, where Quran memorisation begins as early as Form 1, without neglecting science and professional subjects.
"This not only produces excellent students but also individuals with noble character and strong values. This is the real game changer in education," he said.
Meanwhile, Ahmad Zahid said the ministry has adopted an engagement-based approach by providing support, encouragement and motivation to employees at all levels.
"When they feel appreciated, their work spirit rises. This is the new work culture we are introducing," he said.
Earlier, in his speech, Ahmad Zahid also praised MARA for focusing not only on education but also on areas such as women's entrepreneurship.
"Entrepreneurship is also prioritised, including empowering women in this sector, which aligns with our trust in women's abilities in financial management," he said.

Entrepreneurs renting MARA premises recorded RM2.2bil in sales last year

KUALA LUMPUR: Entrepreneurs renting business premises under Majlis Amanah Rakyat (MARA) recorded total sales of RM2.2 billion last year, said Deputy Minister of Rural and Regional Development Datuk Rubiah Wang. She said that as of June this year, the accumulated sales value for 6,557 business lots nationwide stood at RM1.01 billion, an increase of 5.6 per cent over the same period last year. "In addition, a total of 14,943 job opportunities have been created through businesses operating in MARA premises nationwide," she said during the question-and-answer session in the Dewan Rakyat today. She was responding to a supplementary question from Datuk Mohd Isam Mohd Isa (BN-Tampin) on the contribution of MARA arcades towards the local economy and the creation of job opportunities and income for Bumiputera entrepreneurs up to June 2025. Elaborating further, Rubiah said that MARA arcades continue to receive good response from small entrepreneurs, but the limited number of business spaces remains the main challenge, in addition to most MARA arcades built in the 1970s and 1980s requiring infrastructure and facility upgrades. Therefore, she said that under the 13th Malaysia Plan (13MP), the ministry through MARA has applied for an allocation of RM50 million to upgrade MARA arcades, bazaars and business premises to be more suitable, attractive and comfortable for entrepreneurs and visitors. Answering a supplementary question from Bakri Jamaluddin (PN-Tangga Batu) regarding the rental of MARA premises to other government agencies, Rubiah said MARA is currently reviewing its business lot allocation policy, including proposals to limit the maximum number of lots per tenant and to reassess the allocation of business spaces used by government agencies. She said this step is to ensure that opportunities for Bumiputera entrepreneurs are not affected and remain MARA's priority in local economic development. Rubiah added that MARA's policy stipulates that the provision of business premises is for Bumiputera entrepreneur development, but rental to capable companies and government agencies is not against the rules as long as it complies with existing guidelines and does not affect the participation of small entrepreneurs. "There are indeed several MARA premises, including in arcades and commercial buildings, that have been rented to Federal and state government agencies. For example, in Melaka, tenants include PTPTN (National Higher Education Fund Corporation), TEKUN (National Entrepreneurial Group Economic Fund), Melaka Islamic Religious Council and Perbadanan Melaka Holdings Sdn. Bhd. "This is a way to generate rental income and ensure optimum use of spaces that are not in demand among traders or are less strategic for business operations. Furthermore, rentals involving government agencies are based on the functions and roles of those agencies in the local community," she said. On longer-term rentals, Rubiah explained that this is because the premises and entrepreneurs concerned provide consistent rental returns to MARA, the tenants successfully maintain stable businesses, benefit the local community, and there is insufficient demand from new entrepreneurs in certain areas.

MARA entrepreneurs hit RM2.2 billion sales in 2023

KUALA LUMPUR: Entrepreneurs leasing business premises under Majlis Amanah Rakyat (MARA) generated RM2.2 billion in sales last year. Deputy Minister of Rural and Regional Development Datuk Rubiah Wang revealed the figures in Parliament today. As of June 2025, sales from 6,557 business lots nationwide reached RM1.01 billion, marking a 5.6% increase year-on-year. Rubiah added that these businesses created 14,943 job opportunities across MARA premises. She was responding to a query from Datuk Mohd Isam Mohd Isa (BN-Tampin) on MARA's economic contributions. Despite strong demand, limited business spaces and ageing infrastructure remain key challenges. Most MARA arcades were built in the 1970s and 1980s and now require upgrades. Under the 13th Malaysia Plan, MARA has requested RM50 million to modernise its commercial properties. The upgrades aim to make premises more appealing for entrepreneurs and visitors. Bakri Jamaluddin (PN-Tangga Batu) raised concerns about government agencies renting MARA spaces. Rubiah confirmed MARA is reviewing its allocation policy to prioritise Bumiputera entrepreneurs. Proposals include limiting lots per tenant and reassessing government agency usage. She stressed that MARA's core mission remains Bumiputera entrepreneur development. Renting to capable firms or agencies is permitted if guidelines are followed. Examples include PTPTN and TEKUN leasing spaces in Melaka's MARA properties. Such rentals ensure optimal use of less strategic or underdemanded spaces. Long-term leases are granted to tenants with stable businesses and community benefits. Rubiah noted insufficient demand from new entrepreneurs in some areas influences rental decisions. - Bernama
