Sitharaman meets ADB chief and Italian FM, discusses economic issues; no mention of Pakistan

New Delhi, May 5 (PTI) Finance Minister Nirmala Sitharaman on Monday met ADB President Masato Kanda and Italian Finance Minister Giancarlo Giorgetti, and discussed host of economic issues, but there was no mention of the ongoing tension between India and Pakistan during the bilateral meetings.
The finance ministry said there was no discussion 'on issues related to Pakistan with ADB President and the Italian Finance Minister' in Milan.
During the bilateral meeting with ADB president, Sitharaman reiterated that India focuses on private sector-led economic growth and has been consistently creating a conducive policy and regulatory ecosystem through bold initiatives such as the Insolvency and Bankruptcy Code, and GST implementation, Production-Linked Incentives, among others, for greater Ease of Doing Business, the finance ministry later said in a post on X.
Sitharaman emphasised that India offers opportunities for ADB to pilot new, innovative financing products and models, it said.
Kanda expressed ADB's full support to India's development priorities, guided by Prime Minister Narendra Modi's vision of Viksit Bharat 2047, it said.
Later, Sitharaman met Giancarlo Giorgetti, Minister of Economy and Finance of Italy, and both the leaders explored ways to strengthen India-Italy economic ties, and enhance cooperation in global and multilateral platforms on issues of mutual interest.
'The meeting highlighted implementation of the Joint Strategic Action Plan 2025-2029 announced by Prime Minister Modi and Italian Prime Minister Giorgia Meloni in November 2024, which will add depth and momentum to our cooperation in priority domains,' the finance ministry said in a separate post on X.
'With bilateral trade between the two counties reaching USD 14.56 bn in FY2023-24, FM Smt. @nsitharaman emphasised on the huge potential in #RenewableEnergy, digital technologies, agri-food processing, and high-end manufacturing and invited Italian companies to 'Make in India' through Government of India's PLI schemes,' it said.
Both leaders discussed the importance of reforming Multilateral Development Banks (MDBs) to make them more responsive to developing countries' needs and better aligned with Sustainable Development Goals, the ministry said.
Sitharaman underlined the need for co-financing models and collaboration in green hydrogen, carbon capture, energy efficiency, and circular economy and stated that both nations can leverage their strengths to co-develop solutions for global markets, advancing climate commitments. PTI DP ANZ CS HVA

The Ministry of Electronics and IT (MeitY) has stepped up scrutiny of startups such as Surepass , Digitap, Zoop and Signzy for possible unauthorised access to Aadhaar, permanent account number (PAN) and goods and services tax (GST) databases, three people in the know told ET. The government is checking if these firms, which offer identity verification services, are using authorised service providers or bypassing protocols. MeitY has restricted access to some of these companies' websites through certain telecom networks. 'Representatives of some of these firms are trying to meet government officials over the next few days to understand the concerns and what they can do to address the issue,' said one of the people cited. The government allows regulated entities like banks to use Aadhaar under licence to authenticate their own customers. Authorities are trying to find out what routes are being used by these startups to offer such verification services. These identity verification platforms work with financial services firms, consumer-facing startups and other entities that need to authenticate businesses or consumers they work with. 'This appears to be part of a regular regulatory clarification process initiated by MeitY involving multiple companies offering ID verification solutions.' The second person quoted above said that some of the identity verification startups usually obtain customer application forms from clients and scrape multiple databases to verify them. This data is typically available online, some through open website links and application programming interfaces (APIs) or even through dark web databases, he said. The service is used to predict fraud, verify customers and authenticate users. 'While legal and authorised access to any database is not a problem, the authorities are concerned about any unauthorised access,' he added. Experts said startups, some funded and some bootstrapped, have proliferated across the ecosystem and are scraping various government databases to offer these services. This could be unauthorised in many cases, they said. Companies such as Idfy, DigiO, Signzy and Datasutram are the most popular identity verification platforms, offering services such as customer verification and fraud detection. Only certain platforms have faced penal action from the authorities, ET has learnt. Signzy says it offers PAN, Aadhaar, driving licence and GST authentication. Digitap offers backend verification of government documents and Surepass provides Aadhaar verification APIs. The government is checking what licences are being used by these firms to offer these services. While Signzy, founded in 2015, is backed by major venture funds such as Gaja Capital, Stellaris Venture Partners and Kalaari Capital, data from Tracxn shows that Pune-based Zoop was founded in 2016 and has only raised funding from a bunch of angel investors. Digitap is an unfunded startup based in Bengaluru and Surepass is a 2019-founded startup based in New Delhi and is yet to raise funds. The third person cited above said that these trends indicate that India needs a stringent data security law urgently. 'Many technology-first platforms have accessed these databases through some means,' he said. 'They are also hoarding data and sometimes using that to offer certain services. The DPDP (Digital Personal Data Protection) Act is time-critical in this matter.'

Tax evasion a national crime, take stern action against fake firms: CM
1 2 Lucknow: Chief Minister Yogi Adityanath on Saturday directed officials to act against shell companies and fake firms that are deriving undue benefits against the rules. He said that such acts were an attempt to misuse the facilities meant for genuine traders and the matter should be dealt with seriously. The CM, while conducting a high-level review of the state tax department, directed officials to ensure transparency in tax collection and adopt a policy of technological efficiency and strict enforcement. Calling the act of such companies 'unforgivable', Yogi said, "Tax evasion is a national crime that negatively impacts development plans and welfare schemes." Stressing that GST is a consumer-based tax system, he noted that areas with higher population density were naturally expected to generate increased tax revenues for the state coffers. He instructed officials to develop special strategies for zones where tax collection is below average. Yogi directed that information on suspicious firms registered under central GST (CGST) be shared with the higher authorities in Delhi for cancellation of their registration. He ordered in-depth departmental investigations for firms under state GST (SGST). Such inspections are essential to ensure that genuine businesses can operate fairly and without interference." During the meeting, officials informed the CM that nearly Rs 18,162 crore was collected through GST and VAT tax components in April and May of the 2025-26 financial year. The target for the year assigned to the department is Rs 1.76 lakh crore. Appreciating the progress, the CM directed officials to achieve the target through regular monitoring. The CM praised the achievements of 14 zones, including Lucknow, Ayodhya, Bareilly, Agra, Ghaziabad, Gautam Budh Nagar, Meerut, Jhansi, and Saharanpur divisions, for achieving increased targets. In contrast, officials in Varanasi, Prayagraj, Kanpur, Etawah, Aligarh, and Moradabad were reprimanded for collecting less than 50% of the stipulated target. He said that a detailed report should be prepared covering the role of officials deputed in the low-performing regions and sent to the govt. He emphasized that revenue was not just a number, but the foundation of development, and every officer should carry out their duties with responsibility and sensitivity. "In areas with weak tax collection, additional, joint, and deputy commissioners should personally engage with traders to build trust, cooperation, and a sense of compliance among the taxpayer community," said Yogi.
