Kaleshwaram project probe: KCR points fingers at KLIS engineers

HYDERABAD: Former chief minister K Chandrasekhar Rao on Wednesday made it clear that all technical decisions related to the Kaleshwaram Lift Irrigation Scheme were taken by engineers and had nothing to do with politicians. He stated that all approvals for the project were granted by the state Cabinet.
Deposing before the Commission of Inquiry on Kaleshwaram, headed by former Supreme Court judge PC Ghose, at BRKR Bhavan here, KCR explained the genesis of the project and the subsequent decisions taken.
KCR, the first chief minister of Telangana, appeared before the Commission as witness number 115. Before the commencement of the cross-examination, which began at 12.02 pm, KCR held a meeting with the Commission chairman.
Stating that he was unwell, he requested a one-on-one cross-examination, which the Commission allowed by passing an order. Though this raised many eyebrows, sources in the Commission said that as KCR was 'unwell', the order was passed.
'That liberty has to be given to him,' a source in the Commission stated.
In his 50-minute deposition before the Commission, the former chief minister answered 18 questions.

BENGALURU: Chief Minister Siddaramaiah, who had recently skipped a crucial meeting of the Niti Aayog on May 24, will meet the 16th Finance Commission in New Delhi on Friday. The CM will pitch for change in criteria for the devolution of funds from the Centre to the State. He held talks with the top brass of the Finance Department on Wednesday. According to sources, the CM will appeal to the Commission to recommend restoration of the State's share of 4.713 per cent, which was reduced to 3.647 per cent in the 15th Finance Commission, causing a loss to the tune of Rs 79,770 crore for a period between 2021-2026. Even as the Commission had recommended a state-specific grant of Rs 11,495 crore, including for the peripheral ring road and development of tanks in Bengaluru, the Centre did not release the funds. Siddarmaiah may take up this issue with the Commission and urge that instead of recommending the state-specific grants, recommend grants based on tax collection efforts, in particular the GST, of the State. During the Commission's visit to Karnataka, the CM had presented a memorandum urging the Centre to share the cess and surcharges with the State by bringing them into the divisible pool. Siddaramaiah would insist that the Centre scrap the policy of revenue deficit grants to the States, those that present deficit budgets, according to a source. Karnataka had reportedly sought higher weightage for the 'efficiency criteria over the equity criteria' in its presentation before the 16th Finance Commission panel. While equity criteria have income distribution, population, and area among others, the efficiency criteria have demographic performance and tax collection effort. Karnataka has also sought inclusion of the State's contribution to the GDP in the efficiency criteria while deciding on the devolution of funds to states.

BENGALURU: Chief Minister Siddaramaiah on Thursday declared that a fresh Socio-Economic and Educational Survey (SES) survey (caste census) will be conducted to address the concerns of all communities, including that of Veerashaiva Lingayaths and Vokkaligas. The decision was taken in a special Cabinet meeting, following the Congress high command's advice when the Chief Minister and Deputy Chief minister DK Shivakumar met the party leadership in New Delhi on Tuesday. Speaking to media persons after the Cabinet meeting, Siddaramaiah cited the lapse of 10 years since SES-2015 as the reason for going for the fresh survey. The CM said the survey report will not be valid after 10 years as per Section 11 of the Backward Classes Act as there will be changes in population, educational, and social developments. Responding to a question about the assurance given in the manifesto about the implementation of the report, the CM said that in the backdrop of changing social conditions and the guidance of the party high command, it has been decided to review it in the special Cabinet meeting. 'Given the lapse of 10 years since the SES-2015 was conducted, the Cabinet has decided to conduct a fresh survey as per Section 11 (2) of the Karnataka State Backward Classes Commission Act, 1995', he said. Ten years have passed since the Kantharaju-led commission conducted the survey and section 11 (1) states that a fresh survey should be conducted after 10 years, the CM said. He said the report and its recommendations were not finalised when he was Chief Minister from 2013-2018. But in 2018, the report was finalised and the Kantharaju Commission had approached the then backward classes minister Puttarangashetty to accept the report, Siddaramaiah said. 'But HD Kumaraswamy exerted pressure on Puttarangashetty that he should not receive the report, so he did not receive the report. After Kantharaju's term ended, the BJP government appointed Jayaprakash Hegde as the Chairman of the Commission. The members were also from the BJP. Hegde made recommendations based on the survey data. The recommendations were submitted to the government on February 29, 2024,' he said.

The State Cabinet, in its recent meeting, approved proposals to amend several provisions in the Factories Act of 1948 — Sections 54, 55, 56, 59, 64, 65, and 66 — related to labour, factories, boilers, and insurance medical services. It also approved amendments to Sections 9, 10, 16, 17, and 73 of the Andhra Pradesh Shops and Establishments Act (1988). Information and Public Relations (I&PR) Minister Kolusu Parathasarathy said these amendments were being made to be more favourable to investors as part of the Ease of Doing Business reforms. He also said the decision to allow women to work in night shifts was part of removing gender discrimination in the industrial sector and promoting empowerment. The working hours for labourers were increased, he said. While the practical workday had already shifted from eight hours to nine, the Cabinet decision increased it further to 10 hours. Currently, workers are entitled to a 30-minute break after every five hours of work. Under the new rule, they will have to work six hours to earn a break. Previously, workers were allowed to work 50 to 75 hours of overtime per quarter. Now that limit has been extended to 144 hours. In reality, overtime is supposed to be voluntary extra work. But in practice, it has long become a compulsory burden dictated by employers. With the new decision, the pressure of overtime on workers will only increase. The State government has also made night shifts mandatory for women. The Cabinet recommended that corporations provide facilities such as CCTV cameras, lighting, and security to enable women to work at night. However, no mention was made regarding arrangements for women with children. The Cabinet also failed to clarify whether night work would be compulsory or voluntary for women.
