Are police winning the war on Gender-Based Violence?
Despite the challenges, police reported a strong showing in training and enforcement efforts.
While nearly 100 police stations in the country still lack a dedicated Gender-Based Violence (GBV) desk, the South African Police Service (Saps) has exceeded several of its performance targets in the fight against gender-based crimes.
GBV remains a crisis in South Africa, with alarming rates of women and children falling victim, often at the hands of those closest to them.
On Wednesday, Saps briefed the Portfolio Committee on Police on its Gender-Based Violence and Femicide (GBVF) Action Plan.
The plan, finalised on 15 January 2025, is aligned with the National Strategic Plan (NSP) on GBVF and the term of the Seventh Administration (2025–2029), with an evaluation scheduled for 2028/29.
Improving Services
Despite the challenges, police reported a strong showing in training and enforcement efforts.
'From 1 April 2024 to 31 December 2025, 8 069 members received proactive GBV training, while 19 263 received reactive training, far exceeding the targets of 4 727 and 11,983 respectively,' the police said in their presentation.
Of the country's 1 165 police stations, 1 070 have designated victim-friendly rooms (VFRs), leaving 95 stations to rely on alternative spaces.
'We completed 18 VFRs during the 2024/25 financial year and plan to add another seven in the current year,' Saps told MPs.
All provinces scored 100% in meeting the performance criteria for victim-friendly services, offering some reassurance that victims are receiving adequate care where facilities are available.

Investigation and Response
Saps reported a detection rate of 69.84% for crimes against women (above the 68.13% target) and 63.32% for crimes against children (exceeding the 61.99% target).
The Family Violence, Child Protection and Sexual Offences Unit also grew by 164 members over the past year.
First responders have been trained in sexual offences (1 509 officers) and crime scene response (855 officers), strengthening frontline support.

Room for Improvement
However, the management of service complaints still has gaps.
'Out of 223 GBVF-related complaints received, only 175 (78.5%) were finalised within the 14-working-day window,' the report noted.
Saps is also participating in intersectoral efforts to monitor femicide and is contributing monthly reports to the Department of Women, Youth and People with Disabilities.
'Action plans will be reviewed annually between February and March to incorporate emerging priorities,' police said, as they reaffirmed their commitment to ending GBV and femicide.

The deputy president says he will address questions regarding the protection service members once the matter has been ruled on. Deputy President Paul Mashatile unyieldingly avoided answering questions linked to the eight South African Police Service (Saps) members of his VIP presidential protection unit during a question-and-answer session in parliament on Thursday. The members face 12 charges, including pointing a firearm; reckless and negligent driving; malicious damage to property; assault with the intent to cause grievous bodily harm (Assault GBH); obstruction of justice; and assault by way of threat. 'I have not met with the victim because the matter is sub judice,' Mashatile said. 'The protectors are still due to appear in court again. Any engagements with any of the parties to the case could be prejudicial to them. Let's allow the courts to complete their work,' he added. The deputy president said he had full confidence in South Africa's justice system as a whole and welcomed the outcome of the police disciplinary inquiry that acquitted the eight members. Mashatile's answers to the rest of the questions surrounding this topic carried the same theme: let us allow the justice process to complete, and then we'll talk. Malamulele murder: Family blames abusive relationship for woman's death
LIMPOPO – A 28-year-old woman, Lunghile Chauke, was brutally stabbed to death in her rented room in Malamulele section A during the early hours of May 30, in what police and family believe to be a premeditated act of violence. The 34-year-old Nyiko Nkuna, who was in a relationship with the deceased, has been charged with murder and made his first appearance in the Malamulele Magistrate's Court where his case was postponed to this week Wednesday for a formal bail application. He remains in police custody under hospital guard after sustaining minor injuries while fleeing. Chauke, who worked in Malamulele, originally hailed from Ndengeza village in Giyani, was a mother of two. According to her family, she had been attempting to leave an abusive relationship and had received threats prior to her murder. 'He once sent her a WhatsApp message with a photo of a gun saying he wanted to kill her,' said her elder brother and family spokesperson, Nhlamulo Chauke. Limpopo police spokesperson, Col Malesela Ledwaba, confirmed that police were alerted after neighbours heard screams coming from the victim's room. 'It is reported that the suspect knocked on the victim's door and was let in. Shortly afterwards, neighbours heard a commotion and her screams for help,' said Ledwaba. When they arrived, the suspect had already fled. They found Chauke in a pool of blood with multiple stab wounds to her upper body. A sharp object, suspected to be the murder weapon, was found at the scene. Emergency personnel declared her dead on arrival. A manhunt was launched, and an injured Nkuna was found hiding in nearby bushes. He was arrested and taken to hospital, where he remains under police guard. Provincial police commissioner Lt Gen Thembi Hadebe condemned the murder and appealed to couples experiencing relationship problems to seek professional help rather than resort to violence. Chauke's family vowed to oppose any bail application that may be brought. 'We were aware she wanted to leave the relationship. He had spoken of paying lobola, but we feared that marrying our sister would only lead to her death. We do not want him released on bail,' said Nhlamulo. Her funeral was scheduled for Saturday in Ndengeza village's graveyard in Giyani. Local anti-GBVF organisation 'Munna Ndi Nnyi?' also condemned the killing. Chairperson Bardwell Mufunwaini, called on men to be protectors rather than abusers. 'Men must stand firm and denounce the killing of women and children, especially by those who are supposed to love and protect them,' he said. Fourth disappearance reported – have you seen Khulekani?
A fourth missing persons case has been reported to the Middelburg Observer in the last month. • The Nkambule family from Hendrina and Siyathuthuka is pleading with the community in Kriel for assistance in locating their loved one, Khulekani Nkambule (23). He was last seen May 23 in Kriel, at the time of disappearance he was wearing all black clothes. Anyone with information that could assist in locating Khulekani Nkambule is asked to please call Siyabonga Nkambule on 076 368 1397. Nkambule's disappearance follows shortly on the following missing persons, all of whom have been reported to the Middelburg Observer: • Thabisile Thabethe (36), was last seen on May 30 at a bar in Blinkpan before heading home, she lives on Welverdiend Farm, and since then the Blinkpan SAPS and community members have been trying to contact her, the K9 unit from Secunda was organised to search with no potential sighting till today. • Meluleki Ndumiso Ncongwane (23) was last seen April 26, at the time of his disappearance he was wearing a grey and red tracksuit with white star sneakers. According to information Meluleki disappeared at around 22:00 between Stoffberg and Belfast Fourways, after being dropped off by a white Kia Picanto. • Hendrina Police are pleading with the public for assistance in locating Johannes Sibanyoni (45). Described as tall and light in complexion, Sibanyoni was last seen on May 25 wearing a blue shirt, brown trousers brown jacket, grey shoes and a black hat. The help of the SAPS and community members who tirelessly work around the clock and being on the lookout is commendable. They play an important role in the investigation processes. These are cases that are complex and can be emotionally challenging for the families and loved ones. The missing cases include the disappearance of minors and adults and it often includes foul play, mental health issues and other factors. Anyone with information about any possible sighting of the above-mentioned can report to their nearest police station.
