NMC zones sit on list of unsafe buildings for a month, monsoon preparedness jeopardized

Nagpur: Despite identifying 190 dilapidated and dangerous structures across Nagpur city in a pre-monsoon survey this year, all the 10 zones of Nagpur Municipal Corporation (NMC) delayed their reports, severely hampering the city's disaster preparedness this rainy season.
The lists, meant to reach the Fire and Emergency Services Department before the onset of monsoon, were submitted almost a month late, pushing back urgent actions like demolition, evacuation and public warnings.
The documents reviewed by TOI revealed that only 51 buildings have been demolished in the last few years while the rest are extremely risky structures still standing in residential and commercial areas. Notices were issued in all cases, but ground action remained sluggish due to delayed coordination and procedural bottlenecks.
"The delay in submitting the zone-wise lists stalled pre-monsoon safety drills. Timely demolitions or evacuations could save lives in the event of structural collapse," a senior fire officer said, adding that the risk remains high as rains have intensified in the city.
The Gandhibagh Zone reported the highest number of dangerous structures — 73 — but managed to demolish zero, while 23 such structures were renovated.

Dhantoli Zone listed 25 structures but demolished only nine. Ashi Nagar, Laxmi Nagar and Nehru Nagar zones also performed poorly in removing dangerous buildings despite issuing notices.
In zones like Satranjipura and Lakadganj, civic inaction has left dangerous homes and commercial properties vulnerable to collapse. Many of these structures are decades old, weakened further by years of neglect and structural wear.
Adding to the concern, multiple buildings identified as risky in previous years still remain on this year's list, indicating repeated lapses in enforcement. Some zones cited ongoing court cases or refusal by residents to vacate as hurdles.
NMC's fire department is insisting that zonal offices reissue demolition notices to high-risk buildings and intensify on-ground monitoring and enforcement.
Experts slammed the civic administration for the lack of urgency.
"This is criminal negligence. If a building collapses during the monsoon and lives are lost, the blame lies squarely on the delayed response," said a former disaster management consultant.

"It's a proud moment for tribal farmers of the district. With support from the state govt and Nabard, it received a Geographical Indication (GI) tag, opening new markets and boosting demand across India and overseas. In kharif 2024, over 1,800 farmers across eight blocks of Koraput cultivated kalajeera rice on 1,365 acres. For the first time, 1,900 quintals of paddy were directly procured through independent mandis set up by farmer groups. This year, the cultivation target has been scaled up to 2,000 acres, including indigenous varieties.

The accumulated garbage, primarily generated after devotees consumed meals from community kitchens, has begun emitting foul odors and poses health concerns for residents and pilgrims in the area. "Workers of GMC did not come to collect garbage today. Maybe GMC workers are more focused on cleaning the area near the temple but over a thousand devotees stayed near the Bhootnath temple and they ate from the community kitchens operating in the area and the smell from accumulated food waste is becoming unbearable," a shop owner said. Guwahati Municipal Corporation (GMC) mayor Mrigen Sarania said, "The GMC has been working tirelessly throughout the Ambubachi Mahayog to maintain cleanliness and sanitation. Our workers are working round the clock, but the sheer volume of devotees created unprecedented challenges. Our teams are now working to address any remaining cleanup requirements systematically." Pathak added, "The area near the Boothnath temple needs serious attention from the GMC, as the area started emitting foul smell from leftover food that the devotees had from the community kitchens." Many NGOs and social organisations also organised cleanliness drives to keep the areas near the Kamakhya temple and camps for devotees clean amid the Ambubachi Mahayog. Two such organisations are 'Voice of Environment' (VoE) and Gauhati University unit's National Service Scheme (NSS) volunteers. According to a senior member of VoE, Moharana Choudhury, they organised a cleanliness drive at the Kamakhya station camp in effort to keep the area clean. Mangal Seal, a NSS volunteer stated that they ran a cleanliness drive at the end of the day after serving refreshments to the devotees.
