
Cuepacs proposes hybrid system for withdrawal of retirement savings
Yesterday, the director-general of public service stated support for retaining the monthly pension payments, citing cases of pensioners falling victim to scams as a key concern.
PETALING JAYA : The umbrella body for civil service unions has proposed a hybrid system where part of the retirement savings can be withdrawn upfront, while the remainder is paid monthly.
The proposal by Cuepacs president Adnan Mat follows a suggestion by another association for civil servants, Persatuan Pesara Kerajaan dan Swasta (Pejasama), that pensioners under the public service remuneration system (SSPA) be given the option of receiving their pension either as monthly payments or a lump sum upon retirement.
Its president, Azih Muda, said such flexibility was necessary as some retirees might prefer access to a large sum of money to make significant purchases after completing their service, in response to the proposed reforms to the SSPA, which is expected to retain the monthly pension payment model.
Adnan agreed with Pejasama's proposal.
'These options would help preserve long-term financial security while offering flexibility based on the needs and preferences of civil servants,' he said in a statement.
Yesterday, public service director-general Wan Ahmad Dahlan Abdul Aziz described the proposal as a proactive move, citing cases of pensioners falling victim to scams as a key concern, along with the need to manage retirement savings more efficiently.
Today, Adnan said Cuepacs supported the public services department's proposal to maintain monthly payments for civil servants under the SSPA.
He described the move as a positive step towards ensuring income stability after retirement, despite civil servants no longer being part of the conventional pension model.
'Any new mechanism must be based on the principle of 'no lesser benefits' compared to the current pension scheme to ensure retirees' welfare remains protected.'
While reaffirming that the existing pension scheme remains the best system to guarantee long-term welfare, Cuepacs acknowledged that the government's fiscal constraints make it difficult to sustain the traditional model for future appointments.
Cuepacs also noted that some civil servants may prefer a lump-sum payment similar to the EPF system, but argued that monthly disbursements are more structured, secure and reduce the risk of financial mismanagement.

Among the things claimed in the statement was that only foreign nationals with valid work permits and visas, or those with United Nations High Commissioner for Refugees (UNHCR) cards, were allowed to receive Qurban meat at mosques. (File pic) PETALING JAYA : The human resources ministry has dismissed claims that the government blocked the participation of labour representatives to the now-concluded 2025 International Labour Conference (ILC). The ministry said the non-representation of workers at the conference held in Geneva was caused by the absence of legitimate leadership in the Malaysian Trade Unions Congress (MTUC), the country's largest trade union umbrella organisation. 'In February, the Court of Appeal ordered MTUC to conduct a re-election of its leadership within 90 days under the watch of a joint special committee,' it said in a statement today. 'This election was later postponed to August, leaving MTUC without a legitimate leadership to represent workers in any official platform.' The ministry stressed that the selection of the Malaysian delegation to the ILC was made transparently under the guidelines of the International Labour Organization, after seeking advice from the Attorney-General's Chambers. It also urged MTUC to expedite its re-election to restore stability to the trade union movement and ensure Malaysia's full participation in the ILC next year. On June 4, Malaysiakini reported that the joint special committee's chairman, J Solomon, denied knowledge of needing to hold an election within three months of the committee's formation. He had earlier criticised the government for failing to register labour delegates for the ILC.

Issues over Petros nothing to do with Petronas layoffs, says Fadillah
Deputy prime minister Fadillah Yusof said Petronas is relooking its entire operation because of the decline in crude oil prices. KUCHING : Petroliam Nasional Bhd's (Petronas) move to trim its workforce stems from global challenges and is not connected to the national oil firm's issues with Petroleum Sarawak Bhd (Petros). Deputy prime minister Fadillah Yusof said Petronas's restructuring plan is necessary amid the decline in crude oil prices. He said he plans to meet with the company to get more details of the exercise. 'That (the decline in crude oil prices) is why Petronas has to relook its entire operation. I'm planning a meeting with them to get a briefing on the matter and to ensure that the number of layoffs can be reduced, if not avoided,' he told reporters attending the Aidiladha sacrificial event at Taman Hussein Mosque here today. On June 5, Petronas president and CEO Tengku Muhammad Taufik Aziz said the national oil firm is cutting 10% of its workforce to cope with challenging operating conditions, particularly because of falling crude prices. He said the number of staff involved in the downsizing process stands at about 5,000, and those affected will be notified in stages next year. On May 21, the federal and state governments reached an understanding on matters involving Petronas and Petros. According to the joint declaration, Petronas will continue its functions, activities, responsibilities and obligations entrusted to the company in Malaysia under the Petroleum Development Act 1974 and its regulations. Any agreements and arrangements between Petronas and its subsidiaries with third parties for the purpose of liquefied natural gas sales from upstream operations through to LNG exports to foreign parties remain unaffected. A media statement by the Prime Minister's Office following the joint declaration said all relevant federal and state laws relating to gas distribution in Sarawak are to co-exist and be respected by all parties.
