Delhi Speaker says assembly panel can examine CAG reports after former CM Atishi raises doubts

Time of India25-05-2025
Days after Opposition leader
Atishi
raised questions over the powers of the
Public Accounts Committee
(PAC) to review reports from the
Comptroller and Auditor General
(CAG), Speaker Vijender Gupta clarified that any financial irregularity resulting in a loss to the exchequer can be examined by the assembly that sanctioned the expenditure, with the PAC acting as its extension.
In a letter to the former chief minister, Gupta cited
Practice and Procedure in Parliament
, a reference work detailing the PAC's core responsibilities, stating that the committee is tasked with examining cases of losses, wasteful spending, and financial irregularities. He emphasised that the PAC operates as an extension of the assembly, empowered to scrutinise such matters.
Atishi writes to Speaker
Earlier this month, Atishi wrote to the Speaker, asserting that the Public Accounts Committee (PAC) of the
Delhi Assembly
does not have the authority to examine the three Comptroller and Auditor General (CAG) reports on liquor supply, public health, and vehicular air pollution. These reports were tabled in the House during the first session following the formation of the BJP government and were referred to the PAC after a discussion among the MLAs.

The AAP functionary also mentioned in her letter that following the amendment of
GNCTD Act
, the assembly couldn't make any rule to enable itself or its committees to consider the day-to-day administration of the capital or conduct inquiries in relation to administrative decisions. "For all practical purposes, this amendment takes away all powers of assembly committees," Atishi claimed.
She added that the rules of procedure and conduct of business in National Capital Territory of Delhi also limited the roles of PAC to the examination of appropriation of accounts of the capital and CAG reports thereon. "However, the three reports currently before PAC are not regarding appropriation accounts of NCT of Delhi. In fact, these reports concern themselves with policy matters and day-to-day administrative decisions taken by NCT of Delhi," the Kalkaji MLA said in her letter, adding that the CAG reports couldn't be "examined, inquired into, and a report prepared on them, when GNCTD Act expressly forbids" it.

Responding to the letter, Gupta said Atishi's interpretation of the rules was "bereft of any merit". "In fact, it is the constitutional obligation of the CAG to present its reports to the assembly and for PAC and COGU (committee on govt undertakings) to examine it. Any irregularity, which has caused or may have caused loss to the exchequer, can be examined by the assembly, which sanctioned it," the speaker wrote.

Tension mounts in Uttar Pradesh's Fatehpur as mob vandalises tomb

Tension mounted in Fatehpur on Monday (August 11, 2025) after Hindu organisations, including the Bajrang Dal, attempted to offer prayers inside an old tomb in the Abu Nagar locality under the Kotwali Nagar police station, claiming a temple previously existed at the site. Around 1,000 members of right-wing outfits carrying saffron flags barged into the tomb, with some vandalising the structure with sticks. It led to a confrontation with the opposite side. The district administration was forced to deploy police and the Provincial Armed Constabulary (PAC) in a hurry. The police erected barricades around the structure and neighbouring places to control the situation. Locals said several people chanting 'Jai Shree Ram' climbed onto the roof and installed a saffron flag. The local administration brought in reinforcements from the Radha Nagar, Husainganj, Malwan, and Jahanabad police stations. 160 people booked 'The crowd gathered at the disputed tomb site under the Kotwali Nagar police station area has been pacified by persuasion, and the miscreants have been identified. A case has been registered against 10 named and 150 unknown miscreants who forced their way into the structure and vandalised the site under relevant sections of law at Kotwali Nagar Police Station, and teams have been formed to arrest all the accused. The accused will be arrested soon, and legal action will be taken,' said Anoop Kumar Singh, Superintendent of Police (SP), Fatehpur. The controversy began after members of the local Bajrang Dal, Math Mandir Sanrakshan Sangharsh Samiti, and other Hindu outfits said the structure was a temple to Thakurji (Lord Krishna) and Lord Shiva, allegedly over a thousand years old, and had a Shivling. Plans to perform prayers at the site had been announced earlier. Some local BJP leaders also supported the announcement. 'We will offer prayers here at noon. The administration will not be able to stop us. In the Hindu religion, no one can take away your right to offer prayers. It is our temple, which they are referring to as a tomb,' Dharmendra Singh, a Bajrang Dal activist, said this morning, before the tension started.

West Bengal Leader of Opposition Suvendu Adhikari wrote to Union Minister for Electronics and Information Technology Ashwini Vaishnaw , requesting him to conduct an urgent enquiry into the alleged 'unholy and illegal collusion' between the West Bengal state administration and the Indian Political Action Committee ( I-PAC ), a political consultancy body that assisted the Trinamool Congress . Adhikari claimed that 'they were reportedly issuing directives to senior officials, including WBCS Executive Officers and WB Cadre IAS Officers. This is a blatant misuse of power, blurring the lines between party politics and public service, and potentially draining our state exchequer to fund TMC's campaign management agency.' Live Events 'This could be a financial scam as well and a betrayal of the trust of every citizen of West Bengal. I have urged the Hon'ble Minister to conduct a thorough investigation through the National Informatics Centre (NIC) to ascertain: 1. Digital trails of unauthorized I-PAC involvement in WB Government communications. 2. Misuse of State IT resources by non-governmental entities. 3. Violations of data privacy and cybersecurity norms . 4. Illegitimate payments, if any, from public funds to I-PAC. This is not just an administrative issue, it's a threat to our democracy. I am committed to fighting this systematic rot,' Adhikari wrote in his X Handle post.

ET Make in India SME Regional Summits: How Canon is enabling Indian MSMEs

At the ET Make in India SME Regional Summit in Chandigarh, Vikas Gupta, Senior Sales Manager for Canon India 's BIS Channel, made one thing clear: the Japanese tech giant isn't merely selling printers. It's aiming to power India's next phase of business transformation. The Chandigarh leg of the nationwide ET SME Summits series on August 7 had Canon as tech enabler and IDBI as banking and lending partner. Tracing Canon's journey from its 1933 beginnings in Japan to its 25-year presence in India, Gupta highlighted the company's expansive footprint: over 1,000 employees, offices across the globe, and a product portfolio that spans high-end multifunction printers , document scanners, cameras, and advanced software solutions. Its machines are designed with enhanced security, inbuilt antivirus protection, and a focus on sustainability and durability. 'For MSMEs, we have shortlisted eight scanner models. Canon has held the no. 1 market share in this division for the past nine consecutive years, and we aim to make it 10 this year,' he said. Gupta's additional pitches for micro, small, and medium enterprises were better technology, lower costs, and reliable service. From printers delivering 20-50 pages per minute to scanning solutions that streamline digitisation, Canon offers models that significantly cut per-page costs. 'One of our printers comes with an inbox toner cartridge yield of 20,500 pages, a paper tray capacity of 550 sheets, a 100-sheet bypass tray, 1 GB RAM, and 2 GB flash memory,' he explained. 'The cost per print is less than ₹0.30, and we're offering it for under ₹58,000 (including GST). Compared to smaller printers that cost ₹25,000–₹30,000, it can replace three to four units in capacity and efficiency. Another heavy-duty model brings costs down to around ₹0.20 per page and is priced at under ₹84,000.' Live Events For attendees at this ET SME Summit, Gupta also offered exclusive discounts of over 50% on pre-bookings, with no-questions-asked cancellations. All that said, the brand's ambitions for India go beyond office tech. 'As part of our 'Make in India' commitment, we are setting up a semiconductor manufacturing unit in Gujarat, so you will soon see Canon-made semiconductor chips in India. We have also entered the medical equipment sector,' he stated. Sustainability is another pillar of the company's strategy. For every corporate copier sold, Canon plants a tree in India (over 50,000 so far), and its CSR activities include adopting and supporting entire villages. Canon's other innovations extend to software such as document management systems , print management tools like Uniflow, and advanced PDF editing through Tungsten. Its proprietary UFR (Ultra Fast Rendering) print language and energy-efficient designs place it among the top five companies globally for patents. 'Sales and service go hand-in-hand,' Gupta said, pointing to Canon's toll-free helplines, online and WhatsApp support, and a nationwide service network. His closing invitation was straightforward: 'Come see what's possible. The latest technology is right here.' The ET Make in India SME Regional Summits, ET MSME Day, and ET MSME Awards are flagship initiatives to celebrate the versatility and success of India's MSME sector. If you lead or are part of a micro, small, or medium enterprise, register for the ET MSME Awards 2025 before August 31, 2025.
