Govt plans to establish Rs3bn aquaculture park in Karachi

Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry announced the establishment of a state-of-the-art aquaculture park at Korangi Fish Harbour in Karachi, at an estimated cost of Rs3 billion.
The minister made this announcement presiding a high-level meeting on the development of blue economy. The meeting was attended by Gwadar Port Authority (GPA) Chairman Noorul Haq Baloch, representatives from Korangi Fish Harbour Authority (KoFHA), the Marine Fisheries Department (MFD), and the Balochistan Chamber of Commerce and Industry.
The 120-acre aquaculture park is estimated to produce 360 to 1,200 tons of seafood annually, depending on the species cultivated and the farming system employed. Its annual revenue is projected to be between $720,000 and $7.2 million, influenced by species selection, market prices, and production intensity, the Ministry of Maritime Affairs said in a press release.
The World Bank defines the blue economy as the sustainable use of ocean resources for economic growth, improved livelihoods, and job creation, while ensuring the health of the ocean ecosystem.
Minister Junaid said the project, covering 120 acres, should be developed under a public-private partnership framework, aiming to boost the country's blue economy through sustainable aquaculture.
The meeting was informed that the land cost for the aquaculture park has been set according to an extensive farming model, offering an affordable and efficient foundation for private investors.

Experts informed the meeting that Pakistan's coastal waters possess highly conducive conditions for aquaculture, providing an ideal environment for farming a variety of marine species.
To accelerate the process, the federal minister directed the KoFHA to submit a comprehensive execution report within 10 days.
Emphasising replication of success, he proposed extending the aquaculture model to Balochistan, leveraging its vast coastal belt for sustainable marine farming.
While, in a move aimed at enhancing coordination, Junaid ordered the relocation of Marine Fisheries Department sub office to the premises of the Gwadar Port Authority.
This administrative shift is expected to streamline inter-agency collaboration and expedite decision-making in blue economy initiatives.
In a separate meeting, the federal minister also reviewed the progress on the land allotment and lease policy of the Port Qasim Authority (PQA). Officials informed him that the Survey of Pakistan has been engaged to identify and demarcate PQA-owned land. Furthermore, it was conveyed that the revision of PQA's master plan is being aligned with the broader feasibility study for the National Ports Master Plan, currently underway.
Minister Junaid reiterated the government's commitment to promoting sustainable marine development, asserting that investments in aquaculture and port infrastructure are essential for ensuring food security, increasing exports, and generating employment across coastal regions.
The series of meetings held by the maritime minister mark a significant step in the government's broader maritime development strategy, focused on harnessing the full potential of Pakistan's coastal resources through innovation, institutional cooperation, and private sector engagement.

He noted Pakistan could meet Iraq's potassium sulphate requirements through a manufacturing facility in the Gwadar Free Zone, and sought Baghdad's support for Pakistan's candidacy in the upcoming International Maritime Organisation (IMO) elections. Chaudhry said the ferry link would complement similar initiatives with Iran and Gulf Cooperation Council countries, potentially forming a regional maritime network under Pakistan's blue economy strategy. Alhimiri voiced strong support for the proposals, calling maritime transport a 'key enabler' for future collaboration. Both sides agreed to carry out feasibility studies to assess investment needs. Officials noted that more than 88,000 Pakistani pilgrims travelled to Iraq for Ashura last year, underscoring potential demand for regular sea routes serving both pilgrims and traders. If realised, the ferry service could lower transport costs, improve logistics, and enhance access to broader Asian markets for Iraq while boosting bilateral trade.

The LoI signed Tuesday by Yi Jiang, representing Xinning Enterprise, outlines plans for diverse ventures and received by Umer Zaffar Shaikh, Additional Secretary of the Ministry of Maritime Affairs on behalf of Chairman Gwadar Port Authority, while Chairman Gwadar Port Authority, Noor ul Haq Baloch joined the event through Zoom. These ventures include developing Gwadar Port as a regional transshipment centre, launching new industrial projects, optimising existing facilities within the Gwadar Free Zone, and relocating industries. Minister Junaid Chaudhry reaffirmed the government's commitment to transforming Gwadar into a global maritime gateway and industrial powerhouse, emphasising that collaborations with reputable international enterprises will accelerate Pakistan's maritime and economic ambitions. Once fully started functioning potentially the Gwadar port can handle export and imports of multibillion dollars but as yet it was facing a number of serious challenges including start of trade with Central Asian Republics (CARs), implementation of federal government's directives to export 60 percent of local good via Gwadar and trade with Afghanistan has also yet not started from the port. Moreover, recently the maritime minister has said that the Gwadar Port can generate over $850 million in annual exports through local value-added fisheries and date exports provided with consistent investment, strategic policymaking, and improved infrastructure. Gwadar Port is a deep-sea port located in Balochistan, strategically positioned near the Strait of Hormuz. Touted as a game-changer for Pakistan's economy, the port is meant to boost regional trade, create jobs, and attract foreign investment. He maintained that Balochistan's coastline makes up 76.2 per cent of Pakistan's total coastal length, yet its fish production significantly lags behind its actual potential. To support business and connectivity in the region, the minister announced steps to improve air travel, saying that Pakistan International Airlines would increase its weekly flights to Gwadar from one to three. 'Two weekly flights between Gwadar and Karachi and one between Gwadar and Islamabad are under consideration,' he said. He added that the possibility of introducing a chartered flight mechanism to facilitate travel for businesspersons and investors was also under consideration. The federal government has already announced an ambitious plan to expand Gwadar Port's operational capacity by introducing additional shipping lines and launching a ferry service connecting Pakistan with Gulf Cooperation Council (GCC) countries.
