Opposition Protest Over Bihar SIR Derails 4th Consecutive Day Of Parliament

Both Houses of Parliament were adjourned for the day, following continuous disruptions by the Opposition. While the Lok Sabha was rocked by protests over the Special Intensive Revision (SIR) of electoral rolls in Bihar, the Rajya Sabha witnessed ruckus over a range of issues, including the recent resignation of former Vice President Jagdeep Dhankhar.
In the Lok Sabha, proceedings were disrupted for the fourth consecutive day as Opposition members raised slogans, entered the Well, and displayed placards demanding a rollback of the electoral roll revision exercise in Bihar. Speaker Om Birla adjourned the House within minutes of the 11 am session, urging members to return to their seats and assuring that they would get a chance to raise their concerns as per rules.
Later, when the House reconvened at 2 pm, Krishna Prasad Tenneti, in the Chair, called for discussion on a bill related to seat reservation for Scheduled Tribes in Goa. However, protests persisted. Law Minister Arjun Ram Meghwal criticised the Opposition for blocking discussion on a bill intended to benefit tribal communities. With no let-up in the commotion, proceedings were adjourned for the day.
In the Rajya Sabha, similar scenes played out. The session began at 11 am with Deputy Chairman Harivansh presiding, during which Special Public Prosecutor Ujjwal Nikam, known for prosecuting the 26/11 Mumbai terror attack case, took oath as a nominated member. Nikam, who was nominated by the President on July 13, took his oath in Marathi.
Alongside Nikam, Harsh Vardhan Shringla, Meenakshi Jain, and Sadanandan Master were also nominated to the Upper House under Article 80(1)(a) of the Constitution.
However, the House quickly descended into chaos as the Deputy Chairman rejected around 30 adjournment notices submitted by Opposition members on various issues, including a discussion on the unexpected resignation of Chairman Rajya Sabha and former Vice President Jagdeep Dhankhar. As sloganeering intensified, the Rajya Sabha was first adjourned till 2 pm and later for the day.
In both Houses, the Speaker and Deputy Chairman expressed strong disapproval of the Opposition's conduct. Speaker Om Birla questioned what message such behaviour sent to the nation and remarked that such conduct did not align with the values ('sanskar") traditionally associated with parties like Congress.
The Opposition, particularly members of the INDIA bloc, continues to demand clarity and debate on the voter roll revision exercise in Bihar, being carried out by the Election Commission ahead of state elections due later this year.

Kolkata, Jul 25 (PTI) Stating that the decision to conduct a Special Intensive Revision (SIR) of the electoral rolls lies solely with the Election Commission, West Bengal Chief Electoral Officer Manoj Kumar Agarwal on Friday said training of booth-level officers (BLOs) and supervisors will ensure preparedness if the process is initiated. He said training of the BLOs was an ongoing process, and a similar session would be held in Kolkata on Saturday and in the other districts in the following days. 'The EC has decided to train the officers. Earlier, there was no such training. The poll panel has an institute, IIIDEM, where people have been trained to make them understand the work, their statutory functions," Agarwal said. According to sources, the CEO held a virtual conference with the BLOs on Friday. The IAS officer said the training would help if the SIR of electoral rolls was initiated in Bengal. 'If SIR takes place, the training will equip BLOs to carry out their responsibilities effectively. However, the decision rests entirely with the ECI," Agarwal clarified. 'Yesterday, training took place in Malda. Today, it happened in Purba Bardhaman, and tomorrow it will take place in Kolkata. Day after tomorrow, it will take place in Midnapore and on July 28 in Jalpaiguri," he added. The ongoing SIR of voters' list in Bihar has created a political row, with the opposition INDIA bloc alleging the move aims to delete a large number of voters. With the electoral rolls revision exercise being seen in the government circles as the Election Commission carrying out its mandate, the possibility of a discussion on the contentious issue is slim, sources said.
