Zubiri calls VP Sara impeachment a witch hunt; House prosecutors slam ‘insult'

GMA Network08-07-2025
Senator Juan Miguel Zubiri on Tuesday described the looming impeachment trial of Vice President Sara Duterte as a "witch hunt," which in turn drew a sharp rebuke from House prosecutors.
'I think that it is a witch hunt because they want to remove her from public service; para 'yung iba makaupo [so that others may take her place].
(And some people will lose a rival in the 2028 election.)
Still, Zubiri said, the Senate impeachment court will have to do what is right.
'I'll set my bias aside because we have to follow the process. There is a process under the Constitution. It cannot be changed. If we violate that, then we violate our oath of office when we say that we will defend and protect the Constitution of the Republic of the Philippines. We have to do what is right here,' he said.
Article 11 Section 4 of the Constitution states that, 'In case the verified complaint or resolution of impeachment is filed by at least one-third of all the Members of the House, the same shall constitute the Articles of Impeachment, and trial by the Senate shall forthwith proceed.'
The House of Representatives impeached Duterte on February 5, with over 200 lawmakers—more than the one-third required—endorsing the complaint. The Vice President was accused of betrayal of public trust, culpable violation of the constitution, graft and corruption, and other high crimes over alleged misuse of P612.5 million worth of confidential funds and for threatening to kill President Ferdinand "Bongbong" Marcos, Jr., his wife Liza and his Speaker Martin Romualdez of Leyte.
The trial, after delays, is expected to start after the 20th Congress opens session on July 28.
'Insult to the House'
At least two House prosecutors, Iloilo Representative Lorenz Defensor of Iloilo and ML party-list Representative Leila de Lima, pushed back against Zubiri's remark.
'It's very unbecoming of a senator-judge in an impeachment trial to say that the impeachment complaint and the trial is a witch hunt. Those words should not come from a Senator-judge who is expected to receive the evidence with impartiality and to treat the impeachment as a constitutional process,' Defensor told reporters.
'Sana hindi na maulit yun [I hope that does not happen again]. Maybe let's limit our statements to how the process should go about during the trial, and not on the substance, Let's wait for the evidence and let's wait for their decision instead of calling it a witch hunt,' he said.
Defensor stressed that the impeachment is a constitutional process that must be adhered to, not an action taken whenever a person sees fit.
'This is a constitutional process which must proceed to find justice not for the complainants, but for the Filipinos. If it's an acquittal, we should accept it. If it's a conviction, we should accept it. But they [senators] should receive the evidence first,' he said.
De Lima, for her part, said Zubiri's comment is unfair, given the gravity of the allegations against the Vice President.
'It's really unfortunate. It's an insult to the House as the initiator of the impeachment process, and an insult to the various groups that filed those first three impeachment complaints,' she said.
"That's so unfair because as far as the House is concerned, may batayan [there is a foundation]. Kaya nga in-impeach, pinirmahan ng more than one-third of the members of the House of Representatives,' de Lima added.
(That is why more than one-third of all members of the House signed off on this.)
De Lima said senator-judges should avoid making public their biases on the impeachment.
"Ibig sabihin ng witch hunt, walang batayan, para lang mang-harass, para lang i-persecute ka. Yun ang ibig sabihin ng witch hunt, which is far from the very characteristics of this impeachment trial. So sana they avoid mga ganyan mga comments which exhibit their personal biases with respect to the impeachment issues," de Lima said.
(In a witch hunt there is no basis, and is only to harass and persecute. That is what a witch hunt means, which is far from the very characteristics of this impeachment trial. So I wish they would avoid these kinds of comments, which exhibit their personal biases with respect to the impeachment issues.)
"Witch hunt is out of the question here. You talk about witch hunt kung walang basahan [if there is no basis]. Pwede yun siguro dun sa mga ginawa nila sa akin [You can use it to describe what they did to me]. The past administration, kinusuhan na po ng mga [they charged me with] trumped-up bogus charges, yung witch hunt kangaroo hearing," she added.
The legislator also criticized Zubiri's pronouncement that despite his biases, he still wants the impeachment trial to continue because they have to follow what is stated in the Constitution.
"Parang pro forma na lang. Yun ang parang pinaka-sense noong kanyang sinasabi. Kailangan sundin ang konstitusyon pero pro forma na lang yan. I mean, 'yun ang interpretation ko sa mga sinabi niya. It's really unfortunate. It's an insult to the House as the initiator of the impeachment process. Also an insult to the various groups that filed those first three impeachment complaints bago nag-adopt diretso yung [before the fourth was adopted by] more than one-third of the members of the House," de Lima stressed.
(It sounds as if they're doing it pro forma. That's the sense from what he's saying. The Constitution must be followed but only as a matter of form. I mean, that's how I interpret what he said.)
She also added that Duterte should take this opportunity to clear her name.
"At hindi ba dapat i-welcome ito ni VP Sara? Kasi ngayon ang pagkakataon na ihayag niya yung kanyang mga depensa, i-explain niya yung mga akusasyon laban sa kanya. At hindi ba pag wala namang kasalanan, dapat hindi matakot? Akala ko ba, because she's been saying about, she said before about the bloodbath pero bakit gusto niyang ipa-dismiss yung impeachment case," de Lima said.
(And shouldn't VP Sara welcome this? this is her opportunity to put forward her defense against the allegations against her. And isn't it, 'If you've done nothing wrong, you have nothing to fear?' And she talked about the bloodbath so why does she want the impeachment case dismissed.) — BM, GMA Integrated News

NAPOLCOM reverses Torre's appointments of key PNP officials

PNP chief Police General Nicolas Torre III gives inaugural speech during change of command ceremony on June 2, 2025. Screenshot from RTVM video The National Police Commission (NAPOLCOM) has issued a resolution reversing and modifying the appointments made by Philippine National Police chief Police General Nicolas Torre III. Issued on August 14, NAPOLCOM's Resolution 2025-0531 had directed the return of Lieutenant General Jose Melencio Nartatez as Deputy Chief for Administration and Lieutenant General Bernard Banac as commander of the Area Police Command (APC) Western Mindanao. They switched positions earlier this month. The NAPOLCOM also ordered the PNP to immediately issue corresponding orders with regard to the movement of these officials: Police Major General Robert Alexander Morico II - from APC Visayas Commander to NCPRO Regional Director Police Major General Anthony Aberin - from NCPRO Regional Director to CIDG Director Police Brigadier General Christopher Abrahano - from CIDG Acting Director to Officer-in-Charge, APC Visayas Police Brigadier General Paul Kenneth Lucas - from Deputy Regional Director for Administration of NCRPO to Regional Director of PRO4-A Police Brigadier General Jack Wanky - from Regional Director of PRO4-A to Deputy Regional Director for Administration of NCRPO Police Brigadier General Romeo Macapaz - from Regional Director, PRO 12 to Personnel Holding and Accounting Unit Police Brigadier General Arnold Ardiente - from Ex-O, APC Visayas to Regional Director, PRO 12 Police Brigadier General William Segun - from Director, Highway Patrol Group to Personnel Holding and Accounting Unit Police Colonel Hansel Marantan - from Acting Chief, Peace Process And Development Center, OCPNP to Director, Highway Patrol Group Police Colonel Jonathan Abella - from Personnel Holding and Accounting Unit to Acting Director, EOD K9 Police Colonel Arnold Rosero - from Acting Director, EOD K9 to Deputy Director for Administration, EOD K9. In asserting its authority, the NAPOLCOM cited Section 6, Article XVI of the 1987 Constitution that provides that the State shall establish and maintain one police force, "to be administered and controlled by a national police commission." "While the powers to designate, assign and reassign Police Commissioned Officers to third-level positions are vested in the Chief, PNP under Section 26 of Republic Act 6975, the power to review, approve, reverse, or modify such acts is within the authority of the NAPOLCOM," the resolution said. It noted that the recent appointments did not pass through the NAPOLCOM En Banc, which is headed by Interior and Local Government Secretary Jonvic Remulla. Despite the resolution, several Police Regional Offices have expressed their support for Torre. ''The men and women of NCRPO express unshakeable support to the Chief, Philippine National Police and all of his legally-issued administrative and operational directives pursuant to the lawful exercise of his mandate as the duly-appointed leader of the country's police force,'' the NCRPO said. ''We firmly recognize that your directives, including necessary command adjustments, are fully aligned with Section 26 of Republic Act No. 6975 (The DILG Act of 1990). These actions are not only lawful but essential in ensuring an efficient, disciplined, and mission-ready police force,'' the Police Regional Office CAR added. Torre has not yet issued a statement about the NAPOLCOM's decision. —VBL, GMA Integrated News

Comelec seeks 'overhaul' of Omnibus Election Code

Filipinos vote during the midterm elections, at a polling station in Taguig City, May 12, 2025. REUTERS/ Lisa Marie David The Commission on Elections on Saturday proposed an ''overhaul'' of the 40-year-old Omnibus Election Code. 'Ang ating Omnibus Election Code ay 1985 pa. Wala pa itong pagbabago. Mahirap magpatupad ng batas ngayong moderno na tayo. Marami nang nangyari, madami nang pagbabago pero mga lumang batas pa rin ang ating ipinatutupad,' Comelec Chairperson George Garcia said in an interview with Super Radyo dzBB. (Our Omnibus Election Code was passed in 1985. It has not changed yet. It's hard to implement laws now that we are in modern times. A lot has happened, a lot of changes have occurred but we are still enforcing old laws.) 'Dapat hindi amendment, dapat tawagin nating revision. Kinakailangang overhaul talaga. (We should call them revisions instead of amendments. We really need an overhaul, starting from registration, filing of candidacies, disqualifications, and cancellation of candidacy.) In 2023, the Comelec finished the 964-page proposed amendments to the OEC or Batas Pambansa Blg. 881. Among the changes proposed by the Comelec are criminalizing nuisance candidacies, restricting candidate substitution to cases of death and disqualification, prohibiting premature campaigning once the certificate of candidacy (COC) has been filed, and updating campaign spending limits. It also proposed to amend the rules on party-list groups, restrict the number of seats that can be held, support underrepresented groups, and impose restrictions on campaign contributions. Garcia also took note of initiatives to ban political dynasties. 'Maaaring ito na ang tamang panahon na magkaroon ng tunay na batas upang maipatupad ang anti-political dynasty provision ng ating Saligang Batas,' he said. (This may be the right time to have a law to implement the anti-political dynasty provision of our Constitution.) The Comelec also sought authority to expand the COC filing requirements. 'Sana bigyan kami ng kapangyarihan na mag-require na dagdag na dokumento sa mga nagpa-file ng kandidatura, halimbawa, birth certificate,' Garcia said. (I hope we are given the power to require additional documents from those filing candidacies, for example, a birth certificate) Senator Imee Marcos recently filed Senate Bill 425 seeking to revise and recodify all election statutes, saying certain provisions of the OEC are "outrightly ill-suited for modern times." —Jiselle Anne Casucian/VBL, GMA Integrated News

House to ‘yield' probe on a flood control project if name of solon comes up

A drone view shows a village in Calumpit, Bulacan inundated by high tide and flooding brought by heavy rains from the Habagat enhanced by Tropical Depression Emong. REUTERS/Eloisa Lopez The House of Representatives will "yield" its probe on an allegedly anomalous project if, during the course of its investigation, a member of the lower chamber is found to be involved, according to Bicol Saro party-list Rep. Terry Ridon. At a news forum on Saturday in Quezon City, Ridon said that if a member of the House is named during the probe, they 'will immediately recuse [the investigation] and yield it to, whether to an independent third party probe, if it will be formed, or to an executive led probe to make sure that there will be no conflict of interest or cover-up in the course of the tri-committee [hearings].' The House panel on Public Accounts chairman, however, clarified that the tri-com will not suspend its entire probe but will only 'recuse on a particular inquiry on a particular project if a name of a legislator came up.' 'For example, in project A, in the course of it there will be a whistleblower who will say, 'Congressman A took kickbacks from that project.' Obviously we will ask him [congressman] to explain and as soon as he gets to explain we will recuse and then endorse to the third party probe if it gets to be created or to the executive led probe,' explained Ridon. Ridon, who chairs the House Committee on Public Accounts which was tasked to investigate the anomalies on flood control projects, said his panel along with the committees on Public Works and Good Government are now awaiting the plenary's green light to begin the inquiry. 'This is not a personality led investigation, it is a project led investigation… We are going to do it on a project by project basis,' the lawmaker said at a news forum on Saturday in Quezon City. 'It's not a witch hunt, we have to be able to afford due process to anyone… Again, it should be on a project to project inquiry,' he said. With this, The lawmaker also said Baguio City Mayor Benjamin Magalong is welcome to submit his information on anomalous projects once the tri-com hearings commence. Magalong earlier said he was waiting to be called to Congress after he said there were lawmakers receiving payoffs from infrastructure projects, including flood control programs. The mayor's statement came after Ridon challenged him to show proof, which will back up his claims that some congressmen are supposedly receiving 30% to 40% kickbacks in government projects. President Ferdinand ''Bongbong'' Marcos Jr. earlier disclosed that 20% of the total P545 billion budget of flood control projects was awarded to only 15 contractors. 'This is another disturbing assessment, statistic: 20% of the entire P545 billion budget napunta lang sa 15 na contractor. Keep going. Ayan. Ito na 'yung listahan,'' Marcos said on Monday as he launched the website on flood control projects. Asked if these contractors have links to sitting government executives and officials, Marcos said the administration is still looking into it. In his last State of the Nation Address, the President vowed to ensure that those involved in anomalous flood control projects would be held accountable. —VAL, GMA Integrated News
