4 Maoists lay down arms in Kondagaon

Raipur: Four Maoists including a couple, surrendered before police in Kondagaon district of Bastar division in Chhattisgarh on Tuesday. They carried a combined bounty of Rs 22 lakh. Police officials said the surrendered cadres include Laxman Koram alias Junnu and Sakharam worth Rs 8 lakh bounty each, Koram's wife Maddo alias Zarina carrying cash reward of Rs 5 lakh, and Panduram, Rs one lakh. All four were active in Kondagaon, Kanker, Bastar, Dantewada and Manpur-Mohla regions, and were allegedly involved in incidents of firing on security forces, murders of civilians, loot, IED blasts, arson, and destruction of govt property. According to police, sustained operations by security forces, rising internal differences within the Maoist organisation, and the desire to rejoin mainstream society led to the surrender. Each surrendered Maoist was given an immediate incentive of Rs 50,000 under the Chhattisgarh surrendered Naxal rehabilitation policy, with further rehabilitation benefits to follow. The surrender ceremony was held at office of Kondagaon Superintendent of Police Y Akshay Kumar, in presence of senior officers, including CRPF Commandant Bhavesh Choudhary. Bastar range IG P Sundarraj said the success reflects the combined impact of sustained anti-Maoist operations, community policing, and effective communication of the state's surrender and rehabilitation policy. State police authority sees two complaints a month over 3 years

Bhubaneswar, Aug 19 (IANS) Berhampur Police have arrested a 27-year-old man from Karnataka for allegedly killing his paramour and brutally assaulting her minor daughter in the Lochapada area of Berhampur on August 10, Superintendent of Police Saravana Vivek M informed on Tuesday. Panaji: The state police complaints authority has seen two complaints per month over the past theee years. Since April 2022, 74 complaints were registered before the authority, which takes cognisance only of allegations of serious misconduct by police personnel, which include incidents involving death, grievous hurt, or rape in police custody. Of a total of 198 complaints filed before the SPCA, it disposed of 102. A total of 96 complaints are pending before the authority. 'A total of 96 complaints are pending with the SPCA. This also includes those complaints that were filed before the SPCA prior to April 2022 and were registered by the SPCA,' said chief minister Pramod Sawant. A total of eight complaints were closed with reports. A complaint closed means the hearing in that case was conducted and completed, and based on evidence, the case was closed. Only in one case was a recommendation order passed. An official at the SPCA said that complaints are closed because some people did not pursue their complaints, and in some cases, complaints were withdrawn. The SPCA also conducts inquiries into allegations of extortion, land/house grabbing, or any other incidents involving serious abuse of authority. After the SPCA was non-functional for over three years, the state govt appointed retired high court judge justice Nutan Sardessai as its new chairperson in June 2021. The three-member body also comprises two other members, which include former DGP Indra Dev Shukla. In Nov 2020, state govt shut down the SPCA until it was reconstituted. There were 83 cases pending before the authority then. The tenure of the SPCA's then chairman, justice RMS Khandeparkar, ended on April 15, 2018. In 2014, state govt issued a memorandum restricting the body from taking suo motu cognisance of misconduct by police personnel. The move drew wide criticism from activists and the public, as there was an increase in the number of cases filed against cops over the past five years. Most complaints before the authority pertain to police refusing to register FIRs. Other complaints refer to personnel assaulting the complainant when an FIR was asked to be registered. In one such case, the complainant stated he was harassed by the police while registering an FIR. Other complaints include abuse of power and arrest without valid reasons.
