Kerala governor asking universities to observe ‘Partition Horrors Remembrance Day' sparks row

Kerala Governor Rajendra Arlekar asking universities in the state to observe August 14 as the Partition Horrors Remembrance Day has triggered a row.
Objecting to the governor's circular to vice chancellors of universities in Kerala, Chief Minister Pinarayi Vijayan on Monday said that the directive was ' unconstitutional and unacceptable'.
'Kerala will never allow its campuses to be turned into stages for the Sangh Parivar divisive agenda,' the Left front leader said.
Referring to August 15, the chief minister added that the Sangh Parivar, or the group of Hindutva organisations led by the Rashtriya Swayamsevak Sangh, 'which had no role in the freedom movement and served the British Raj, now seeks to undermine Independence Day by promoting divisive agendas'.
The RSS is the parent organisation of the Bharatiya Janata Party.
Leader of the Opposition VD Satheesan also criticised the governor's decision, saying that it was unconstitutional, Mathrubhumi reported.
'By doing this, [Arlekar], holding a constitutional post, is openly telling Kerala that he still represents the divisive politics of the RSS,' Satheesan was quoted as saying.
The governor's circular issued to the vice chancellor said that August 14, a day before Independence Day, has been declared as the Partition Horrors Remembrance Day and that the educational institutes 'can organise seminars to commemorate the occasion', The Indian Express reported.
The governor is the ex-officio chancellor of all universities in Kerala.
'They can prepare dramas on this which can be done by going to the people and showing how terrible the Partition was,' read the circular.
The circular was in line with a 2022 directive of the University Grants Commission to colleges and universities to hold an exhibition around August 14, The Indian Express reported.
The institutes were asked to hold the exhibition at public places to ensure maximum participation from the public. The displays were to highlight the suffering people faced during the Partition.
The 2022 directive had come after Prime Minister Narendra Modi announced in 2021 that August 14 would be observed as the Partition Horrors Remembrance Day.

Britain, France and Germany have told the United Nations they are ready to reimpose UN-mandated sanctions on Iran over its nuclear programme if no diplomatic solution is found by the end of August, according to a joint letter released Wednesday. The letter to UN Secretary-General Antonio Guterres and the UN Security Council says the three European powers are "committed to use all diplomatic tools at our disposal to ensure Iran does not develop a nuclear weapon". "Iran must not be allowed to acquire nuclear weapons under any circumstances," French Foreign Minister Jean-Noel Barrot said on X, posting a copy of the letter. "If Iran continues to violate its international obligations, France and its German and British partners will reimpose the global embargoes on arms, nuclear equipment and banking restrictions that were lifted 10 years ago at the end of August," Mr. Barrot added. In the letter, the Foreign Ministers from the so-called E3 group threaten to use a "snapback mechanism" that was part of a 2015 international deal with Iran that eased UN Security Council sanctions. Under the deal, which terminates in October, any party to the accord can restore the sanctions. All three have stepped up warnings to Iran about its suspension of cooperation with the UN nuclear watchdog, the International Atomic Energy Agency. That came after Israel launched a 12-day war with Iran in June, partly seeking to destroy its nuclear capability. The United States staged its own bombing raid during the war. "We have made clear that if Iran is not willing to reach a diplomatic solution before the end of August 2025, or does not seize the opportunity of an extension, E3 are prepared to trigger the snapback mechanism," said the foreign ministers of France, Britain and of Germany. All three countries were signatories to the 2015 Joint Comprehensive Plan of Action with the United States, China and Russia that offered the carrot and stick deal for Iran to slow its enrichment of uranium needed for a nuclear weapon. U.S. President Donald Trump pulled the United States out of the accord in 2018 during his first term and ordered new sanctions. The European countries said they would stick to the accord. But their letter sets out engagements that the ministers say Iran has breached, including building up a uranium stock to more than 40 times the permitted level under the 2015 deal. "The E3 remain fully committed to a diplomatic resolution to the crisis caused by Iran's nuclear programme and will continue to engage with a view to reaching a negotiated solution. "We are equally ready, and have unambiguous legal grounds, to notify the significant non-performance of JCPOA commitments by Iran ... thereby triggering the snapback mechanism, should no satisfactory solution be reached by the end of August 2025," the ministers wrote in the letter. End of cooperation The United States had already started contacts with Iran, which denies seeking a weapon, over its nuclear activities. But these were halted by the Israeli strikes in June on Iran's nuclear facilities. Even before the strikes, the international powers had raised concerns about the lack of access given to IAEA inspectors. Iran halted all cooperation with the IAEA after the strikes, but it announced that the agency's deputy chief was expected in Teheran for talks on a new cooperation deal. Last month Iranian Foreign Minister Abbas Araghchi sent a letter to the UN saying that the European countries did not have the legal right to restore sanctions. The European Ministers called this allegation "unfounded". They insisted that as JCPOA signatories, they would be "clearly and unambiguously legally justified in using relevant provisions" of UN resolutions "to trigger UN snapback to reinstate UNSC resolutions against Iran which would prohibit enrichment and re-impose UN sanctions."

The ministry on August 11 announced the 4th edition of the 'Har Ghar Tiranga' campaign, launched under the aegis of Azadi Ka Amrit Mahotsav, to inspire citizens across the nation to bring the Indian national flag, the Tiranga, into their homes and hearts. The campaign is being carried out across the country, with over 5 lakh young people registering in the fourth year of the campaign, according to a statement from the ministry. Under this campaign, people are advised to hoist the national flag at their home, office, or institution, take a selfie or photo, and upload it to a government portal. By completing the online process, people can earn a digital certificate and an optional e-card. –Hoist the national flag at your home, office, institution, or at any convenient place on Independence Day. –Take a selfie or photo with the national flag and upload it on the official portal –Register by entering your name and mobile number when requested and fill the required details. –Download your digital certificate after getting registered and uploading a photo or selfie. –The participant will also have the option to download Har Ghar Tiranga e-card. –The Tiranga e-card is a customised electronic badge that honours your involvement in the campaign. –The participants can share the e-card on their social media handles and WhatsApp groups. Chief Ministers of several BJP-led states took part in the 'Har Ghar Tiranga' campaign on Wednesday and hoisted the tricolour at their residences ahead of the Independence Day celebrations. Uttar Pradesh Chief Minister Yogi Adityanath hoisted the tricolour at his residence and wrote on X, "The proclamation of our unity, the resolve of our integrity, the eternal symbol of our sovereignty and pride... 'Our Tricolour' Let us join the #HarGharTiranga Hind!" Haryana CM Nayab Singh Saini hoisted the tricolour at his residence in Chandigarh, while Gujarat CM Bhupendra Patel hoisted the flag in Gandhinagar. Earlier on Wednesday, Union Home Minister Amit Shah, along with his wife Sonal Shah, hoisted the flag at their residence in Delhi's Krishna Menon Marg and participated in the 'Har Ghar Tiranga campaign'.

In 2021, Prime Minister Narendra Modi had declared August 14 to be observed every year as Vibhajan Vibhishika Divas, Partition Horrors Remembrance Day to commemorate the sacrifice on August 14 during partition. He had stated that the declaration of such a day would remind present and future generations of Indians of the pain and suffering faced by the people during the partition. 'The city BJP will take out a rally of Vibhajan Vibhishika Divas at 5.30 pm on Thursday which will start at Swatantryaveer Vinayak Damodar Savarkar memorial at Sarasbaug and end at Abhinav College chowk,' said city BJP chief Dheeraj Ghate. On the other hand, the city Congress is going to hold a candle march at 7 pm from Gopalkrishna Gokhale statue at Good Luck chowk to the main gate of Fergusson College gate. 'Congress leader Rahul Gandhi has exposed the wrongdoing in electoral rolls. The BJP has grabbed power through wrong means by putting pressure on Election Commission of India and doing irregularities in electoral rolls. Incidentally, the state Congress had conducted a two day workshop for its newly appointed office bearers on August 11 and 12 in the city.
