Mandatory helmet rule: Police begin fines & awareness drive to prevent road accidents in Karnataka's Ballari

BALLARI: As people continued to defy the helmet rule by riding their bikes without wearing helmets—leading to an increase in motorist deaths in road accidents—the police department strictly implemented the helmet rule in Ballari from Friday.
Police have now enforced the rule strictly, making it compulsory for everyone to wear a helmet while riding two-wheelers. Previously, fines were imposed occasionally, but now wearing a helmet is mandatory for all.
Ballari SP Dr Shobharani VJ told TOI that people in Ballari were under the impression that they were exempt from wearing helmets due to the district's climatic conditions, where high temperatures are common during the summer.
Taking advantage of the soaring temperatures, people had stopped wearing helmets in the district. Though the police fined people for not wearing helmets, many were not concerned.
'Now, we have come out with a strict policy to make it mandatory for motorists to wear a helmet, like their counterparts in other districts and cities. We have started creating awareness alongside imposing fines for helmetless riding. Initially, our police officers will monitor people at major city junctions and circles,' she said.
'We have chosen junctions where motorists are likely to stop, to educate them on the importance of wearing a helmet and also issue fines. If we begin imposing fines everywhere, people might risk their lives trying to escape the fine. So, we have selected key areas to focus on education and enforcement,' she added.
The SP pointed out that 226 people died in road accidents in 2022, 252 in 2023, 227 in 2024, and 103 in 2025 up to April.
Most of the victims were not wearing helmets.
To encourage compliance, the police fined 13,196 people in 2022, 6,971 in 2023, 6,557 in 2024, and 395 until April 2025.
'Despite imposing fines and making repeated efforts to encourage helmet use, people continued to ignore warnings, risking their lives. So, we have now decided to make the helmet rule mandatory in Ballari, just like in other districts.'
The rule was enforced strictly from Friday.
As part of the drive, 100 helmets, sponsored by local organisations, were distributed to the public to encourage helmet use.
'We also showed appreciation by giving roses to two-wheeler riders who wore helmets. A meeting will also be held with government officials, instructing them to wear helmets compulsorily. Even our own staff will be fined if they do not follow the rule,' she said.
Awareness programmes will also be conducted in colleges. Notices have been issued to college principals, directing them to ensure that students wear helmets without fail.
'We will continue this drive until people learn to wear helmets compulsorily,' the SP added.

He was rushed to Sector 6 civil hospital, then referred to PGI Chandigarh due to the severity of his injuries. Doctors said he is out of danger. The crime scene was littered with 12 bullet shells, and forensic teams recovered four more during their investigation. DCP Shrishti Gupta, along with teams from crime branch Sector 19 and 26, arrived at the scene to oversee the probe. What followed was a brazen digital confession. Within 20 minutes of the murder, a man identified as Piyush Pinjori uploaded a video to Instagram, claiming responsibility. In the video, he declared: "Ram Ram brothers. This is the crime... we committed it. If anyone else has a problem, he can tell us." Piyush, once a close friend of Sonu, had reportedly fallen out with him over personal disputes. Sources say the two were seen together just two days before the murder, possibly in a final, failed attempt at reconciliation. He was allegedly accompanied by Ankush, who was seen brandishing a pistol in a separate viral video. Police have registered a case under BNS and Arms Act and have formed three special teams to track down the accused. 1 2 Lucknow: A man accused of kidnapping and raping a three-year-old girl in Lucknow was killed in an encounter with police in the early hours of Friday. The accused was identified as Deepak Verma, 24. Police said he was a habitual offender, and several criminal cases were lodged against him at various police stations. Police had announced a reward of Rs 1 lakh for any information leading to his arrest. On Thursday, a complaint was registered at Alambagh police station that a three-year-old girl was kidnapped and raped. The minor sustained multiple injuries to her private parts. Deputy commissioner of police (Central) Ashish Srivastava said, "CCTV footage was scanned, and the accused, who arrived at the spot on a white scooter, was identified through the number plate." Alambagh police were working on the case when, through an informer's tip-off. It was learnt that the Aishbagh resident was trying to flee the city. When the police apprehended him, he fired at the police. Inspector in-charge of Alambagh, Subhash Chandra Saroj, was fired at twice by the accused, but the bulletproof jacket saved his life, police said. "In retaliatory firing, cops shot him, and he was critically injured. Verma was rushed to Lokbandhu Hospital for treatment, where he succumbed to his injuries. Doctors confirmed his death, and a postmortem is being conducted as per procedure," the DCP said. "The action was taken purely in self-defence. The response was measured and controlled to apprehend the accused alive, but he succumbed to his injuries. The police recovered a country-made pistol and the scooter from the scene," the DCP added. The DCP said that the accused worked as a vendor selling water at railway stations. To recall, the three-year-old girl was kidnapped while she was sleeping next to her parents on the roadside early Thursday morning. 1 2 Nagpur: In a significant blow to the Maoist movement in the Dandakaranya region, 12 senior Maoists surrendered before chief minister Devendra Fadnavis during his visit to Gadchiroli district on Friday. The event, attended by state minister and Gadchiroli's co-guardian minister Ashish Jaiswal, marks a milestone in the state's ongoing efforts to curb Naxalism through its surrender and rehabilitation policy, in place since 2005. The surrendered Maoists include high-ranking members, including Sapna alias Swapnakka Buchayya Chaudhary, 55, a divisional committee member (DVCM) of the Indravati Area, Ramdas alias Somaji Halami, 55, DVCM of Kutul area committee, and Shivlal alias Sukalu Pada, 60, DVCM of Kutul Dalam, among others. The group also comprised commanders, deputy commanders, and members of various Maoist units, hailing from Gadchiroli and neighbouring districts in Chhattisgarh. Since 2005, 704 Maoists have surrendered before Gadchiroli police, reflecting the success of the state's dual approach of security operations and rehabilitation.
