State govt does U-turn on 10% EWS quota in pvt medical colleges

Time of India3 days ago
Mumbai: The state govt on Wednesday withdrew the 10% reservation it had introduced for economically weaker sections (EWS) in private medical colleges without increasing seats.
The decision comes exactly a week after it was introduced.
The quota appeared almost overnight in the folds of a brochure released just before the medical admission process kicked off. It was the first time such a move was made in private institutions, and it sent ripples among aspirants, their parents and colleges.
A govt resolution released Wednesday clarified: "10% of the available seats will be reserved for EWS candidates.
For MBBS/BDS/BAMS/BHMS and BUMS courses, this reservation will apply only if the central govt or respective councils increase existing seats. For all other courses, the reservation will apply to available seats."

For many, the reversal on the EWS quota in private medical colleges came as a relief. "It's a positive decision," said parent representative Sudha Shenoy. "We appreciate this quick turnaround in the interest of all medical students."

The pivot followed a wave of concern raised just a day earlier, when parents and students met with medical education minister Hasan Mushrif and secretary Dheeraj Kumar. They flagged their concern that the EWS quota, in its current form, would cannibalise existing reservations. Postgraduate aspirants warned that if extended to their level, it could shrink the general category to a meagre 5% of seats.
"This decision brings clarity," said parent activist Brijesh Sutaria.
"It aligns with the central govt's original 2019 framework—no reservation without expanding capacity. It preserves the integrity of merit while staying true to the principle of inclusion. Other states would do well to take note."
Until late Tuesday evening, parents shared legal precedents with govt officials, drawing from the events of 2019.
Back then, when the EWS quota was first proposed for govt medical colleges, it met with resistance— until courts ruled that such a move must be accompanied by a proportional increase in seats. Eventually, a 25% increase in capacity paved the way for its rollout—first at the undergraduate level in June 2019, then at the postgraduate level a year later. Under current rules, EWS students receive 10% reservation in govt colleges.
In private institutions, they're eligible for fee waivers—50% for boys and 100% for girls.

CM vows one million homes for poor, digital overhaul

Chief Minister Rekha Gupta on Saturday said that the Delhi government is developing a comprehensive strategy to address the demand for one million houses for economically weaker sections (EWS) and slum dwellers across the Capital. During a visit to EWS flats built in 2011 in Sultanpuri, which are now in a dilapidated state, Ms. Gupta stated that the government plans to renovate around 50,000 unused flats constructed under the Jawaharlal Nehru National Urban Renewal Mission and allocate them to slum residents. 'Our government is committed to ensuring dignified housing and a better life for slum dwellers. In the first phase, 50,000 flats will be allocated. These efforts are fully aligned with Prime Minister Narendra Modi's resolve of providing housing for every poor,' she said. The CM said the government plans to relocate slum dwellers within a two-kilometre radius of these flats after carrying out necessary repairs and adding basic facilities. Ms. Gupta also directed officials to prioritise the immediate repair of salvageable units and reconstruct those beyond repair. Ms. Gupta blamed the Congress and the Aam Aadmi Party (AAP) for the years-long neglect of these flats. 'The same parties that did nothing while in power are now making noise. Why weren't these houses distributed before?' she said. Responding to her remarks, AAP said if the BJP was serious about protecting slum dwellers, it should urge Central agencies to withdraw legal cases pending against slum clusters in the High Court and the Supreme Court. Online reforms Ms. Gupta also announced a push towards digitising governance, stating that the Chief Minister's Office (CMO) has now fully transitioned to an e-office platform. 'The Delhi Secretariat is already digitised. All files now move through the e-office system and are e-signed. We aim to make the entire Secretariat paperless soon,' she said, adding that digitisation has improved transparency and sped up decision-making. According to the CMO, the e-office system saw rapid adoption in July. Of 199 departments, 119 now operate fully as e-offices, up from 22% in June. Digital file usage surged past 1.18 lakh, marking a 250% month-on-month increase.

EC doubles pay for BLOs involved in roll revision

. NEW DELHI: A day after asking its poll personnel in the field to ignore repeated threats and allegations by some opposition netas and continue working impartially, the Election Commission decided to reward the officers involved in electoral roll revision, reports Bharti Jain. For booth-level officers (BLOs), annual remuneration and incentive for roll revision stands doubled to Rs 12,000 and Rs 2,000 respectively. These rates were last revised in 2015. BLOs will also get Rs 6,000 as special incentive for special intensive revision (SIR). The BLO supervisor will receive an annual remuneration of Rs 18,000 as against Rs 12,000, in force since 2015. EROs and assistant EROs, who did not get any honorarium so far, will now receive an honorarium of Rs 30,000 and Rs 25,000 each. Stating that pure electoral rolls are bedrock of democracy, EC Saturday commended the electoral roll machinery comprising EROs, Asst EROs, BLO supervisors and BLOs for doing "a lot or hard work" and playing "a pivotal role in preparation of transparent rolls". The commission said decision to raise their remuneration/incentive 'reflects EC's commitment to adequately compensate election personnel who work tirelessly at field level to maintain accurate poll rolls, assist voters and strengthen the electoral process'. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Moose Approaches Girl At Bus Stop In As Suways - Watch What Happens Happy in Shape Undo The raised compensation comes after repeated attacks by opposition parties against the EC. Preparations on in full swing after high court approved circuit bench in Kolhapur

Kolhapur: After the Bombay high court issued a notification, accompanied by an order from Chief Justice Alok Aradhe, on Friday, preparations are underway to set up the circuit bench at the old district court complex in front of the CPR Hospital. The work at this site is expected to be completed by Aug 9. The inaugural programme is scheduled for August 16, while the judges and division court of the Bombay HC are set to commence sittings from Aug 18. Lawyers, political parties, and residents from all six districts — Kolhapur, Sangli, Satara, Solapur, Ratnagiri, and Sindhudurg — celebrated upon receiving the notification on Friday evening. In Kolhapur city, celebrations took place at the district court complex building, Chhatrapati Shivaji Maharaj Chowk, and Dasara Chowk, among other locations. Firecrackers were set off, and sweets were distributed across all six districts as a long-standing demand for a circuit bench in Kolhapur, pursued for over 40 years, was finally fulfilled. Hundreds of agitations, indefinite strikes, bike rallies, hunger strikes, and other measures were employed in the past by lawyers and political parties to advocate for the circuit bench. Kolhapur Bar Council president V R Patil said, "The inauguration of the circuit bench will take place on Aug 16 at the premises of the old district court complex in front of CPR Hospital. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Villas For Sale in Dubai Might Surprise You Dubai villas | search ads Get Deals Undo The renovated building will have three court halls. " Meanwhile, the land survey process for the 25-acre premises reserved for the division bench of the HC at Shenda Park will also begin soon, following orders from the Kolhapur collector. Guardian minister Prakash Abitkar said, "The circuit bench has been approved in the first phase in Kolhapur, paving the way for the establishment of a divisional bench in the future. The decision of the circuit bench will benefit parties in six districts, including Kolhapur." A demand to establish the circuit bench in Solapur was also raised by the Solapur Bar Association. Babasaheb Jadhav, the president of the Solapur District Bar Association, said, "We were not opposed to the setting up of the Kolhapur circuit bench, but we were demanding that it should be set up in Solapur. The entire western Maharashtra region will benefit from the setting up of the Kolhapur circuit bench."
