CM vows one million homes for poor, digital overhaul

Chief Minister Rekha Gupta on Saturday said that the Delhi government is developing a comprehensive strategy to address the demand for one million houses for economically weaker sections (EWS) and slum dwellers across the Capital.
During a visit to EWS flats built in 2011 in Sultanpuri, which are now in a dilapidated state, Ms. Gupta stated that the government plans to renovate around 50,000 unused flats constructed under the Jawaharlal Nehru National Urban Renewal Mission and allocate them to slum residents.
'Our government is committed to ensuring dignified housing and a better life for slum dwellers. In the first phase, 50,000 flats will be allocated. These efforts are fully aligned with Prime Minister Narendra Modi's resolve of providing housing for every poor,' she said.
The CM said the government plans to relocate slum dwellers within a two-kilometre radius of these flats after carrying out necessary repairs and adding basic facilities. Ms. Gupta also directed officials to prioritise the immediate repair of salvageable units and reconstruct those beyond repair.
Ms. Gupta blamed the Congress and the Aam Aadmi Party (AAP) for the years-long neglect of these flats. 'The same parties that did nothing while in power are now making noise. Why weren't these houses distributed before?' she said.
Responding to her remarks, AAP said if the BJP was serious about protecting slum dwellers, it should urge Central agencies to withdraw legal cases pending against slum clusters in the High Court and the Supreme Court.

Ms. Gupta also announced a push towards digitising governance, stating that the Chief Minister's Office (CMO) has now fully transitioned to an e-office platform. 'The Delhi Secretariat is already digitised. All files now move through the e-office system and are e-signed. We aim to make the entire Secretariat paperless soon,' she said, adding that digitisation has improved transparency and sped up decision-making.
According to the CMO, the e-office system saw rapid adoption in July. Of 199 departments, 119 now operate fully as e-offices, up from 22% in June. Digital file usage surged past 1.18 lakh, marking a 250% month-on-month increase.

Speaking in the Delhi Assembly during a debate on Operation Sindoor and Operation Mahadev, Rekha Gupta recited a few lines from Kaka Hathrasi's 'Naam Roop ka Bhed' to take a jibe at the Opposition. She said, "Naam mila kuch aur to shakl-akal kuch rahe hain koyla, Lala Gangaram ji, rukhe Makhanlal, jheenkte dada-dadi. Nikle beta Asharam niraashavaadi." Then she goes, "Jinko apni desh ki sena ke vaktavya par vishwas nahi, jinko apne pradhan mantri par vishvas nahi, wo vishwas karte hain doosre dekhon ke aakhaon par [Those who don't trust the statements of their own country's army, who don't trust their own Prime Minister, place their faith in the words of foreign nations.]' Rekha Gupta said Operation Sindoor was a befitting reply to Pakistan after the Pahalgam terror attack, asserting that Prime Minister Narendra Modi played a huge role in protecting the dignity of 'our sisters'. Hitting out at the Congress-led INDIA bloc, the chief minister said, 'These people [Opposition] do not love Bharat, but they love anti-national forces because they see their own reflection in them.' 'The opposition parties came together to form INDIA bloc. The name is 'INDIA' but if you listen to them, it feels like they are spokespersons for Pakistan... Even in the Lok Sabha, many people raised questions on Operation Sindoor. They do not trust their own army, their own prime minister but they trust foreign countries,' she said. Rekha Gupta also brought up the 1947 Partition and said, 'In 1947, your party [Congress] was in power. You took credit for India's Independence but not for Partition. Why didn't you take responsibility of 1962 Indo-China war?'

All 70 Delhi Legislative Assembly members have received a brand-new iPhone 16 Pro for official use this week, in a major upgrade aimed towards the government's paperless initiative. All Delhi legislators reportedly underwent training last month to familiarise themselves with the digital interface.(PTI) The sleek smartphones were handed out on Monday as part of the Delhi Assembly's rollout of the National e-Vidhan Application (NeVA), a tech-driven initiative under the Centre's "One Nation, One Application" program, The Indian Express said. Apart from iPhones, all the MLAs, including chief minister Rekha Gupta, were also given iPads and tablets. The distribution of the premium devices made headlines during the first day of the Monsoon Session, where all legislators attended the proceedings with their new mobile handsets and tablets, an official from the Vidhan Sabha Secretariat said. The legislators also underwent training last month to familiarize themselves with the digital interface, which includes smart delegate units with microphones and voting panels, RFID/NFC (Radio Frequency Identification, Near Field Communication) access, multilingual support, real-time document access via iPads, an automated AV system with HD cameras, and a secure, power-backed networking environment. However, the move to provide lawmakers top-tier phones sparked political chatter. Last month, the Delhi government revised the mobile phone purchase ceiling for the Chief Minister and ministers to ₹1.5 lakh and ₹1.25 lakh respectively, up from ₹50,000. (You can now subscribe to our (You can now subscribe to our Economic Times WhatsApp channel A Delhi court on Monday accepted the Central Bureau of Investigation's (CBI) closure report in a 2019 case against Aam Aadmi Party (AAP) leader Satyendar Jain , ending a years-long probe into alleged irregularities in recruitment within the Public Works Department (PWD) during his tenure as the verdict, Special Judge Dig Vinay Singh said the investigation had not produced evidence of any criminal misconduct.'When the investigating agency has not found any incriminating evidence over such a long period to prove the commission of any offence, particularly under the POC (Prevention of Corruption) Act, 1988, further proceedings would serve no useful purpose,' the judge further observed that 'no offence under Section 13(1)(d) of the Prevention of Corruption Act or criminal conspiracy is established,' and that the alleged acts amounted, 'at most,' to administrative lapses. The court emphasised that there was no indication of 'criminal conspiracy, abuse of power, pecuniary gain, or wrongful loss to the government exchequer.'The CBI had filed its final report after nearly four years of investigation, concluding that there was 'no criminal activity or wrongful loss to the government' in the matter. The agency also recommended rejecting a protest petition filed against its findings, calling it unsupported by prima facie to the development, the AAP accused the BJP of misusing central agencies. Arvind Kejriwal , the party's chief and former Delhi chief minister, wrote on X (formerly Twitter) that all cases filed against AAP leaders were 'false' and asked who would be held accountable for the emotional toll on their CBI registered an FIR on May 29, 2019, based on a complaint from the Directorate of Vigilance. It accused Jain, then serving as Delhi's PWD minister, of bypassing established procedures to hire a 17-member team of complaint alleged that the appointments were made without proper approval from the Finance Department and that payments were routed from unrelated project CBI inquiry focused on whether the hiring process was transparent, whether funds were misused, and whether rules were ignored to benefit specific according to the agency's closure report, the recruitment began with a public advertisement that attracted around 1,700 applications. The CBI stated that the professionals were hired on merit, and the appointments were justified given that nearly 50% of architectural posts were vacant at the time. The department was also handling large infrastructure projects requiring urgent court, citing the agency's findings, noted that 'hiring through an outsourcing agency was an accepted, common practice.' It further underlined that 'no payments were made beyond prescribed norms and approved limits,' and there was no evidence of 'quid pro quo or conspiracy.'
