Govt aims for 'dust-free Lahore'
The plan comes at a time when the city's air pollution remains a significant public health concern.
On Wednesday, Lahore recorded an Air Quality Index (AQI) of 149, classified as "unhealthy for sensitive groups," with PM2.5 concentration reaching 55 micrograms per cubic metre, far exceeding safe limits.
The worsening pollution levels, attributed to a mix of construction activity, vehicular emissions, industrial output, and seasonal factors, have prompted the authorities to act. Punjab Secretary of Housing and Urban Development Noorul Amin Mengal visited the Lahore Development Authority (LDA) headquarters to review ongoing and upcoming urban development projects. LDA Director General Tahir Farooq briefed him on environmental reforms being integrated into project planning and execution.
One of the key steps announced was the tightening of construction-related standard operating procedures (SOPs) to reduce airborne dust and pollution generated from infrastructure work.
A uniform development standard will be introduced across all government departments to improve sustainability, visual coherence, and regulatory enforcement in urban planning.
The meeting participants were told that the government also intends to legislate design guidelines for commercial property facades in a bid to reduce visual pollution and restore architectural harmony in the city.
In a parallel development, a wrap-up meeting was held with the World Bank's Implementation Mission for the Punjab Clean Air Programme, which was led by Transport Task Team Leader Shyam Srinivasan.

Punjab govt expedites work on Ravi City Project
LAHORE: The Punjab government has expedited development work on the Ravi City Project, a modern and fully-facilitated urban initiative connected to Lahore. In this connection, Punjab Housing, Urban Development and Public Health Engineering Secretary Noor ul Amin Mengal chaired a meeting on Thursday. During the meeting, Ravi Urban Development Authority (RUDA) CEO Imran Amin gave a detailed briefing on the project. According to the spokesperson of the Punjab Housing Department, the meeting reviewed various aspects of Ravi City, including road infrastructure, transport projects, residential and commercial zones, recreational areas, and business districts. The meeting was told that Lahore's existing and upcoming transport systems will be aligned with the Ravi City Master Plan. Similarly, efforts will be made to ensure early settlement and the promotion of commercial activities in Ravi City. The early completion of recreational sites has also been prioritised to ensure quality entertainment facilities for citizens. It was further stated that existing populations and nearby rural areas will also be provided with basic amenities based on a sustainable model. According to the spokesperson, RUDA is proving to be a key milestone in the development of Lahore and its adjoining cities. Legislation initiated to boost home ownership
Acting on the Punjab government's directive, the housing department has begun drafting legislation to expand affordable housing and make home ownership more accessible across the province. The initiative aims to integrate low-cost, inclusive housing into both public and private sector development, with a focus on placing new homes in areas that offer reliable access to schools, healthcare, transportation, and essential utilities. The legislative effort will introduce a standardised regulatory framework across all development authorities in Punjab, including the Ravi Urban Development Authority (RUDA), Punjab Housing and Town Planning Agency (PHATA), Central Business District Authority (CBDA), and district-level entities. This alignment is intended to guarantee uniform housing standards and equitable opportunities regardless of location. A spokesperson for the housing department said the new rules would incorporate Corporate Social Responsibility-based mandates, requiring developers to dedicate a portion of their projects specifically for affordable housing. Developers will be legally obligated to participate in inclusive urban growth, reinforcing the government's commitment to sustainable development and social equity. In parallel, the 'Apni Chat Apna Ghar' programme continues to gain momentum as a key component of the housing strategy. The interest-free loan scheme for low-income families has benefited over 60,000 households, with total applications surpassing 1.5 million — an indication of broad public engagement. For the 2024-25 fiscal year, the programme exceeded its target of 47,000 families by providing loans to over 51,000 applicants. At a recent meeting, Housing Secretary Noorul Amin Mengal praised the programme's performance and reaffirmed that the initiative is being implemented without bias or discrimination. Officials who visited completed housing units claimed satisfaction among beneficiaries. The housing initiative provides interest-free loans.

Punjab govt launches ‘smart water plan' for Lahore
LAHORE: The Punjab government has launched an ambitious smart water management plan aimed at eliminating wastewater discharge into the River Ravi and achieving a waste-free water supply for Lahore. The plan includes the construction of six wastewater treatment plants at key outfall locations throughout the city. In the first phase, construction will begin on two major plants: the Babu Sabu plant, with an estimated cost of around Rs 60 billion, and the Kattar Bund plant, with estimated cost of Rs 23 billion. Both projects will be funded by international donor agencies. To discuss these initiatives, Punjab's Secretary for Housing, Urban Development, and Public Health, Noor ul Amin Mengal, chaired a meeting where Lahore Water and Sanitation Authority (WASA) Managing Director Ghufran Ahmad provided an overview of the proposed plan. Planning minister apprises World Bank official about India's 'water weaponisation' designs During the meeting, the Secretary stated that once these treatment plants are completed, wastewater in Lahore will be fully reusable, significantly improving water quality. He explained, 'Instead of discharging sewage into the Ravi or canals, the treated water will be repurposed for agricultural use.' He also directed relevant departments to develop a coordinated plan for the agricultural reuse of water and stressed, 'Smart utilization of resources is crucial. Under the direction of the Punjab Chief Minister, we are addressing issues across all districts equally to ensure sustainable development and access to clean water for all.' In a separate meeting, WASA Punjab Director General Tayyab Fareed and WASA Rawalpindi Managing Director Saleem Ashraf provided an update on the master plan designed to revamp Rawalpindi's water and sewerage system. They reported that work is actively underway to develop a comprehensive water supply and sewerage master plan for Rawalpindi under the Punjab Development Programme. A critical component of this plan is the construction of the Chirah Dam, which will add 28 million gallons of water per day to the city's supply. Additionally, WASA Rawalpindi will install surface water treatment plants and develop a modern water distribution network to ensure all residents have access to clean water, as currently only 40 percent of the city's sewerage system is operational. The Secretary emphasized that this coverage would be expanded to 100 percent and that underground water tanks would be constructed throughout the city for efficient rainwater management.
