Satya Pal Malik: A Governor who fought for his principles

Satya Pal Malik, the last governor of Jammu & Kashmir, who became a trenchant critic of Prime Minister Narendra Modi during the 2021 farmer agitation, passed away in Delhi on Tuesday (August 5, 2025), the sixth anniversary of the abrogation of Article 370.
The seasoned grass roots politician from western Uttar Pradesh, who weathered many a political storm spanning over five decades, was ailing from kidney issues for a long time and was admitted to the Ram Manohar Lohia Hospital in May this year, hours after the CBI filed a chargesheet against him and five others in ₹2,200 crore Kiru Hydropower project case on alleged corruption charges.
Mr. Malik, 79, had strongly denied the charges and called them politically motivated. In a social media post on June 7, he reiterated that he was being targeted because he supported the farmers' movement and women wrestlers' agitation against sexual harassment.
Earlier, in media interviews, he accused the government of engaging in a witch hunt, claiming that he had informed the top leadership that he had been offered a bribe twice during his tenure as the Jammu and Kashmir Governor and had been praised for his honesty. Following the abrogation of Article 370, which reduced the status of Jammu and Kashmir to a Union Territory, Mr. Malik was transferred to Goa and subsequently to Meghalaya.
Not one to hold back his punches, Mr. Malik was the only politician who openly spoke against the Modi government while holding a Constitutional post. After demitting the office, Mr. Malik created a stir when he alleged that Prime Minister Narendra Modi had shut him up when he blamed the Centre's lapses for the deaths in the Pulwama attack in 2019, and highlighted the Union Home Ministry's refusal of an aircraft that had forced the convoy to travel by road.
Recently, he raised questions about PM Modi's handling of the Pahalgam attack. However, he remained neutral on Article 370 throughout and said he signed on the dotted line set by the Centre.
Born in Baghpat in western Uttar Pradesh in 1946 in a farmer's family, Mr. Malik lost his father early. A law graduate with a keen interest in poetry and history, he started his career in agrarian politics at Meerut University. Known for holding an independent view on farmer issues, even if it meant going against the party line, he was discovered by Chaudhary Charan Singh and won his first Assembly election from the Baghpat seat in 1974 on a Bharatiya Kranti Dal ticket.
In 1980, he switched to the Congress and made his entry into the Rajya Sabha from Uttar Pradesh. When the Bofors agitation gathered traction, he joined hands with the Janata Dal, winning the Aligarh Lok Sabha seat in 1989 and becoming a Minister in the V.P. Singh government.
Aligarh was Mr. Malik's last victory at the hustings and subsequently faced a long electoral drought. Staring into a political wilderness, after spending some time in the Samajwadi Party, he made an ideological shift in 2004. He joined the Bharatiya Janata Party (BJP) and contested the Lok Sabha election against his mentor Chaudhary Charan Singh's son, Ajit Singh, from Baghpat.
Despite electoral setbacks, he remained loyal to the BJP, and the party rewarded his patience by appointing him national vice-president in 2012. He was the prominent Jat face of the party in the aftermath of the Muzaffarnagar riots, who worked with then-party president Amit Shah to revive the party's fortunes in the sugarcane belt. In 2017, he was nominated as the Governor of Bihar. A year later, he was appointed the Governor of Jammu and Kashmir, followed by stints in Goa and Meghalaya. By 2021, Mr. Malik, who had once been a strong votary of Mr. Modi's leadership during his tenure as Chief Minister of Gujarat, again demonstrated that he is a born rebel. Interestingly, while he attacked Mr. Modi, Mr. Malik never burned his bridges with Mr. Shah.
His detractors viewed him as an opportunist who abandoned the party when he was superseded by another Jat/farmer Governor, Jagdeep Dhankhar, in the race for the Vice-President's chair. However, Mr. Malik maintained that it was a fight for his principles and the interests of farmers until the end.

Citing the success of the JAM (Jan Dhan, Aadhaar, and Mobile) trinity, Modi said that the initiative had plugged massive leakages in welfare schemes and prevented the theft of over Rs 4.30 lakh crore that was allegedly being siphoned off through 10 lakh fake beneficiaries under previous regimes. "Approximately 10 crore beneficiaries listed under various schemes such as the ration card, gas subsidy, and scholarships were found to be nonexistent. These individuals, who never actually existed, were being used by previous governments to funnel money to middlemen. However, these 10 crore fake names have now been removed from the list of beneficiaries by the incumbent government. According to an estimate, this cleanup has resulted in savings of over Rs 4.30 lakh crore, which would have otherwise gone into the wrong hands. Imagine theft of Rs 4.30 lakh crore. Now, this amount is being used for the development of this country," the prime minister said. PM Modi was speaking at an event at Kartavya Path after inaugurating Kartavya Bhavan (Common Central Secretariat Building) 3, the first of the 10 state-of-the-art Central government office complexes planned as part of the Central Vista redevelopment plan. These blocks will house offices of all ministries and associated departments, presently functioning from Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, Nirman Bhawan, North and South Blocks and other buildings located at different locations.

Mild tension prevailed at the public hearing conducted by Andhra Pradesh Pollution Control Board (APPCB) on the Bulk Drug Park (BDP) project proposed at Nakkapalli on Wednesday, with the police detaining CPI(M) leaders and activists on charges of obstructing the programme. CPI(M) Central Committee leader K. Lokanatham, who was detained, said that this public hearing for the bulk drug project was held after Prime Minister Narendra Modi laid the foundation stone for the project in January this year. 'Not only the local residents but also a section of leaders and activists of the ruling coalition partners are opposing the project. However, the government is using the police force to conduct the public hearing without giving all stakeholders a chance to speak their mind,' Mr. Lokanatham said. The CPI(M) leader said that he was detained by the police during the public hearing and taken to S. Rayavaram police station, around 15 km from the venue. 'The police released me in the evening. A total of six candidates from our party were also detained,' he said. CPI(M) Anakapalli district secretary G. Koteswara Rao told the media that many locals and environmentalists raised red flags about the environmental and public health risks posed by the bulk drug park project. 'With this project, Nakkapalli will become like Jeedimetla of Hyderabad. We all saw how some areas such as Patancheru, Bollaram, Sangareddy, Jeedimetla in Hyderabad are suffering due to pollution and poisonous gases emitted by the industrial units there,' he said. People from fishing villages attended the public hearing held near the MRO office in Nakkapalli. They protested against the project. 'We are already witnessing recurrent accidents in pharma companies in Parawada mandal. Nakkapalli is proposed to be a bigger pharmaceutical hub than Parawada. The government shifted the project from Kakinada after facing strong opposition there,' said a villager. As per the guidelines for the scheme for promotion of BDPs introduced by the Department of Pharmaceuticals, Union Ministry of Chemicals and Fertilizers in March 2020, the BDP project was proposed at Nakkapalli in Andhra Pradesh Bulk Drug Park in 1270.80 acres by M/s Andhra Pradesh Bulk Drug Infrastructure Corporation Limited. The total estimated project cost is ₹1257.75 crore.

Cuttack: The Supreme Court refused to grant relief to senior IAS officer Bishnupada Sethi in a corruption case, dismissing his plea challenging an order by Orissa high court that had denied him anticipatory bail. A bench of Justices Dipankar Datta and Augustine George Masih in its order on Aug 4 said it was 'not inclined to interfere' with the high court's July 28 ruling. However, the court allowed Sethi the liberty to surrender and apply for regular bail, saying it would be considered 'on its own merits'. The case stems from the arrest of a group general manager of a public sector unit on Dec 8, 2024, for allegedly accepting a bribe of Rs 10 lakh from a Bhubaneswar-based real estate firm. During interrogation of the manager, Sethi's name reportedly emerged, following which CBI raided the senior bureaucrat's residence on Feb 18 this year. Sethi had earlier approached the high court for anticipatory bail after his petition seeking to quash the CBI probe was dismissed on June 20. The high court termed his plea 'premature' as the investigation was still at an early stage.
