Budget cuts expose SA's public service crisis

AS South Africa grapples with deepening inequalities and a faltering public service, the recently adopted Budget Vote Reports for 2025 expose a troubling reality: while the government touts nominal increases in budget allocations, the harsh truth reveals a significant erosion of real-term funding.
The Department of Public Service and Administration (DPSA), Public Service Commission (PSC), and National School of Governance (NSG) all face budget cuts that threaten to undermine service delivery and exacerbate existing disparities.
In a virtual meeting this week, the Portfolio Committee on Public Service and Administration, chaired by the DA's Jan Naudé De Villiers, confronted these critical issues head-on. The reports presented revealed a complex interplay between budget allocations and the pressing needs of public service delivery.
Julius Ngoepe, the committee content advisor, noted that the overall budget allocation for the DPSA for 2025/26 stood at R564 million, reflecting a nominal increase of 4.67% from R539m in 2024/25. He pointed out: 'This amount represents a decrease of 0.03% in real terms,' highlighting the painful reality of inflation outpacing budgetary growth.

The DPSA's budget over the Medium-Term Expenditure Framework (MTEF) period is projected at R1.8 billion, with a staggering 54.4%, or R966m, earmarked for the compensation of employees (COE). This allocation raised critical questions about the sustainability of service delivery, particularly as spending on transfers and subsidies accounts for only 10.2%, or R178m, with R158m designated for the Centre for Public Service Innovation (CPSI).
During the meeting, members voiced their concerns regarding the budget's failure to address systemic inequalities within the public service. The EFF's Sixolisa Gcilishe, lamented the budget's failure to address systemic inequalities: 'The budget failed to address systematic inequalities in the public service as reflected in the wage disparities between top and lower management.' She further highlighted the inadequacy of the R300m allocated for administration in Programme 1, saying: 'Frontline workers remain underpaid,' and questioned the effectiveness of the budget cuts on service delivery.
The chairperson acknowledged the gravity of these concerns, saying: 'This was an internal meeting to consider and adopt the DPSA, PSC, and NSG Budget Vote Reports.' He emphasised the importance of documenting these discussions, urging members to reflect their views in the report.
Gcilishe insisted that 'the comments should be reflected in the report because the government would not be aware if they were only made in speeches and not documented'.
The meeting also saw a significant push for changes in the funding model for the Thusong service centres. The DA's Leah Potgieter proposed: 'The funding should be split among the various departments that were making use of the centres,' leading to an amendment in the recommendation. National and provincial departments providing services in the Thusong service centres should co-fund the centres to ensure their long-term sustainability.'
As the discussion progressed, the committee grappled with the implications of budget cuts on service delivery. The committee secretary, Masixole Zibeko, advised that some comments should be added to the report while others should be reserved for the Budget Debate. He cautioned members against introducing new recommendations at this stage, saying: 'Members had opportunities on two previous occasions to do so.'
The sentiment of dissatisfaction with budget cuts was echoed by Ngoepe, who said: 'Every sector had expressed dissatisfaction with budget cuts.' This sentiment was further reinforced by the MK Party's Japhta Malinga, who warned that adding new issues at this stage was 'not doing justice to the process'. The chairperson agreed, saying: 'The DPSA had a role to play, but solving youth unemployment was not the sole responsibility of the Department.'
The NSG's budget allocation for 2025/26 was also scrutinised, with Ngoepe presenting a budget of R228m, a nominal increase of 4.5% from R218m in 2024/25. Potgieter raised concerns about the allocation of more than 51% of the budget for administration rather than training programmes, saying the bloated administration and minimal training should be highlighted in the report. The chairperson acknowledged this as a valid concern, noting: 'This is a general concern in almost every department across government.'
In the PSC report, the overall budget allocation for 2025/26 is R302m, which represents an increase of 4.68% in nominal terms but a decrease of 0.02% in real terms. Langa emphasised the need for security measures for PSC commissioners, saying the critical role of the PSC commissioners and the need for protection against threats at all times should be reflected in the report.

Image: Freepik The Fair Pay Bill, recently tabled in Parliament, has been described as setting the groundwork for creating a more equitable starting point for salary negotiations and career advancement by eliminating the consideration of past remuneration in hiring decisions, experts say. The Bill was tabled in Parliament as an amendment to the Employment Equity Act 55 of 1998 (EEA). It aims to transform recruitment and remuneration practices to promote fairness, transparency, and equal opportunity in the workplace. However, there are concerns that a critical limitation remains in that the fair pay protections are still embedded within the Employment Equity Act's unfair discrimination framework, which means that, unlike jurisdictions with standalone equal pay legislation, employees must still prove unfair discrimination to successfully claim equal pay violations, rather than having direct equal pay rights. Dr Louis Koen, senior lecturer and Moot Court coordinator at the University of Johannesburg's Faculty of Law, said historically underpaid individuals, many of whom are black women or youths entering the labour market, will no longer be constrained by prior low earnings when applying for new positions. 'The requirement for employers to disclose the remuneration or remuneration range when advertising a position or recruiting candidates would increase transparency and reduce opportunities for subjective or biased wage-setting. It could empower job applicants to negotiate from an informed position and also create greater parity among employees performing similar work. 'The Bill, if passed, will provide employees with a better understanding of what other employees performing the same role can expect to pay. This may ease the burden of proving discrimination in pay,' Koen said. Compliance with the Fair Pay Bill is likely to be demanding, especially for small and medium-sized enterprises, which may not have formal job grading or remuneration systems in place, he said. 'These businesses will need to develop internal frameworks to determine and document remuneration ranges, train HR personnel to navigate the new restrictions on pay discussions, and adjust recruitment practices accordingly. One potential unintended consequence is that, to avoid scrutiny or legal risk, some employers may default to offering standardised mid-range pay within bands, thereby limiting flexibility in responding to market signals or recognising merit,' Koen said. He highlighted that several types of disputes may arise from the implementation of the Bill, where employees or applicants may allege that an employer failed to disclose an appropriate remuneration range or that the disclosed range was misleading. Others may claim that their past pay was improperly solicited or factored into a hiring decision, in contravention of Section 6B of the Bill. Professor Marius van Staden, associate professor at the Wits School of Law, said the Bill will significantly affect multinational tech and AI companies operating in South Africa through two key mechanisms. 'Firstly, the new Section 6A requires employers to disclose remuneration ranges when advertising positions and during recruitment, promotion, or transfer processes. This means companies with global pay scales will need to transparently communicate their South African compensation bands, potentially revealing disparities between local and international compensation levels. 'Second, Section 6B prohibits employers from enquiring into candidates' past remuneration information during recruitment. This prevents the common practice of using previous salaries to determine offers, which could be particularly challenging for companies accustomed to benchmarking against international compensation histories when relocating talent,' Van Staden said. He added that companies in the AI and technology sectors face unique challenges given the rapid evolution of roles and skillsets. 'The Bill's amendment to the definition of 'employment policy or practice' now explicitly includes 'determining the remuneration or remuneration range for a position' during job classification and grading. 'To ensure compliance with 'equal pay for equal work' or 'work of equal value' principles, companies should establish systematic job evaluation frameworks that focus on objective criteria such as required skills, qualifications, experience levels, and job responsibilities rather than subjective assessments. The Bill references the International Labour Organisation Convention No. 100 concerning Equal Remuneration, which emphasises work of equal value rather than just identical work,' Van Staden said. He stated that for emerging AI roles, companies should develop clear competency frameworks and regularly review job classifications as roles evolve, ensuring that remuneration ranges reflect genuine differences in skill requirements and responsibilities rather than historical biases or arbitrary distinctions. Several unintended consequences could impact the sector's growth and innovation. The mandatory disclosure of remuneration ranges may reduce companies' salary negotiation flexibility and could lead to wage inflation as employees benchmark against disclosed ranges. This might particularly affect start-ups and scale-ups that rely on flexible compensation structures, Van Staden said. He added that the prohibition on enquiring into past remuneration could make it more difficult for companies to assess appropriate compensation levels for candidates with unique or highly specialised AI skillsets, potentially leading to either over-compensation or difficulty attracting top talent. 'Most significantly, the continued embedding of fair pay rights within the discrimination framework may create legal uncertainty and compliance costs that disproportionately burden smaller tech companies without extensive HR and legal resources. There's also a risk that companies may become overly conservative in their hiring and promotion practices to avoid potential discrimination claims, which could slow innovation and talent development,' he said. How can digital law experts and legal advisors assist in ensuring compliance? Van Staden said digital law experts can assist with developing compliant recruitment processes that avoid prohibited enquiries into past remuneration whilst maintaining competitive hiring practices. This includes crafting job advertisements that include appropriate remuneration range disclosures and training hiring managers on permissible discussion topics. 'Legal experts can also help design remuneration transparency policies that comply with the new Section 6A requirements whilst protecting legitimate business interests. Additionally, they can develop internal audit mechanisms to identify potential equal pay violations before they become discrimination claims. 'Importantly, legal advisors can help companies understand that the fair pay provisions remain part of the unfair discrimination framework, meaning robust documentation of objective job evaluation and remuneration-setting processes will be essential for defending against discrimination claims,' Van Staden said. He added that while the transparency requirements align with trends in jurisdictions like California, New York, and the EU, South Africa's approach of maintaining fair pay within the discrimination framework (EEA) is increasingly outdated. Van Staden noted that South Africa's requirement to prove unfair discrimination for equal pay claims creates a higher burden of proof than in many developed jurisdictions, where equal pay violations can be established through statistical analysis without requiring proof of discriminatory intent. 'The Bill's prohibition on salary history enquiries does align with progressive practices, suggesting South Africa is adopting some best practices while maintaining a more conservative overall framework,' he said. Roger Solomons, spokesperson for Build One South Africa (BOSA), stated that mandatory disclosure will prevent lowballing, as employers will be required to provide a realistic and justifiable pay range, benchmark salaries to industry norms, and comply with non-discrimination provisions in the EEA. If a company consistently posts abnormally low ranges, it opens itself to reputational risk, public scrutiny, and intervention by the Department of Employment and Labour. More importantly, job seekers will be empowered to walk away from exploitative offers, which they cannot do when pay is hidden, Solomons said.

Enoch Godongwana challenges SARB's inflation target proposals
Finance Minister Enoch Godongwana firmly opposes the South African Reserve Bank's proposed inflation target, asserting that any changes must follow established protocols Finance Minister Enoch Godongwana has publicly pushed back against the South African Reserve Bank's warning that the central bank cannot independently decide to lower the country's inflation target. This comes after SARB Governor Lesetja Kganyago said last week that the Monetary Policy Committee would now use 3%, the bottom of the 3% to 6% target range, as the anchor for its forecasts. Markets took that as a signal that Treasury would soon follow suit. Godongwana, however, has made it crystal clear that this is not happening. 'It is well established that policy-making responsibility in this area resides with the Minister of Finance, working with the President and Cabinet,' he said. 'Any adjustments to our inflation-targeting framework will follow the established consultation process… not unilateral announcements that pre-empt legitimate policy deliberation.' He added, in a statement, that he has 'no plans' to announce a move to a 3% target in October's Medium-Term Budget Policy Statement.

How SA can transform promises into tangible improvements for all
South Africans want to see tangible improvements in their daily lives. They want to know whether the government is focusing on the right priorities to move the country forward. Development Indicators (DIs), produced annually by the Department of Planning, Monitoring and Evaluation, provide a strategic evaluation of South Africa's development trajectory and the impact of public policies. Aligned with its vision of being a catalyst for the country's development goals, the department produces the Development Indicators to support informed public discourse and evidence-based policymaking. This not only promotes transparency but also positions monitoring and evaluation as a tool for advancing democracy by creating space for diverse views and public engagement in assessing the country's development and exploring future scenarios. As researchers at the Harvard Centre for International Development observe, 'Policy success for whom?' is a crucial question, as perceptions of progress often vary among stakeholders. The Development Indicators 2024 provide a long-term trend analysis up to 2024 and serve as a baseline for the seventh administration to support the implementation of the Medium-Term Development Plan (MTDP) 2024-2029. The findings reaffirm the strategic focus of the Medium-Term Development Plan, of placing inclusive economic growth at the centre of government efforts. They also recognise that while the National Development Plan remains the country's long-term vision, its foundational assumptions have shifted significantly due to demographic changes including migration, the Covid-19 pandemic and global disruptions. It is therefore clear that processes for planning beyond 2030 need to be initiated. The findings are sobering. None of the high-level National Development Plan targets for reducing unemployment, poverty and inequality are currently on track to be attained by 2030. Of the 85 Development Indicators reviewed, about 13 (15%) are on track, while 31 (36%) show promising progress. Population growth has outpaced economic expansion and the recent global disruptions have necessitated revision of medium-term growth projections. The global context is that only 17% of Sustainable Development Goals targets are on track, with a third either stalled or regressing. Higher, inclusive and sustained economic growth is essential for shifting our development trajectory. We must accelerate economic reforms to surpass the 3% growth threshold if we are to meaningfully change outcomes. Inclusive growth must translate into more jobs, rising household incomes and improved wellbeing for all. To reduce household dependence on the social assistance programmes, the country must achieve stronger economic growth that will create jobs and income-generating opportunities and enable more people to participate in the economy and secure their livelihoods. Nonetheless, progress in key areas offers strategic opportunities to accelerate impact: Infrastructure development: Out of 268 priority infrastructure projects, 28 have been completed and about 80 are under implementation across sectors including energy, water, transport and housing. Budget 2025 allocates close to R1-trillion over 2024-2027, to be implemented through state-owned enterprises, municipalities, provinces, national departments and public-private partnerships. This requires both initiating new projects and maintaining existing ones. Labour market transformation: South Africa has built a more diverse labour force, with progressive labour laws advancing representation across race, gender, age and skill levels. Public employment programmes: The Presidential Employment Stimulus has provided work and livelihood support to approximately 2.2 million people since October 2020. The Expanded Public Works Programme created 923,718 work opportunities in 2024/25. Digital transformation: South Africa enjoys near-universal mobile network coverage, with the rollout of 5G gaining traction. Continued reforms in the telecommunications sector and digital public infrastructure initiatives must help to broaden connectivity and inclusion. International relations: South Africa remains an active player on global platforms such as BRICS+, the African Continental Free Trade Area, the G20 and others. Environmental sustainability: Greenhouse gas emissions remain within the country's Nationally Determined Contributions targets, and the marine and terrestrial conservation areas continue to expand. Land reform: 3 million hectares had been transferred (78.1% of the National Development Plan target). Focus must now shift to enhancing land claims processes, post-settlement support and the diversified use of land, including agriculture, tourism, housing and cultural preservation. Public finances: Gross tax revenue and compliance have improved, accompanied by sustained progress in audit outcomes at both the national and provincial levels. Education: Near-universal access to early childhood development for children aged 5-6 and basic education for ages 7-15 has been achieved, with gender parity across most educational levels. However, attention must now focus on improving school infrastructure, the quality of education and expanding the capacity of universities and Technical and Vocational Education and Training institutions to meet the growing demand and skills needs of industry. Health: Positive gains in life expectancy and reductions in maternal and child mortality point to improved health outcomes. Modernisation of the public health system and the rollout of the next phase of the National Food and Nutrition Security Plan are among the critical next steps to bring South Africa on par with its BRICS+ peers on health outcomes. Basic services: More than 80% of households have access to electricity, clean water and sanitation. Ongoing efforts aim to expand access through annual household connections, especially in under-served areas, while also ensuring quality of service delivery in local municipalities. Social protection: Expanded social assistance has helped to cushion the poor and enhance human capability. However, long-term reliance on grants must be reduced through employment-led growth. Efforts are being made to accelerate the implementation of key priorities as outlined in the Medium-Term Development Plan to build an inclusive economy and achieve National Development Plan ambitions. The Medium-Term Development Plan 2024-2029 outlines priority areas for consolidating progress while addressing persistent development challenges. Strategic interventions include: Implementing the Energy Action Plan, Digital Public Infrastructure Roadmap, and Freight Logistics Roadmap to deliver on their objectives. Modernising mining, agriculture and manufacturing, and promoting new growth sectors such as services. Enhancing export diversification and trade resilience. Leveraging international relations to attract investment, expand trade, tourism and access technology. The success of South Africa's economic growth strategy will be tested by the country's ability to maintain its status as Africa's largest economy; enhance the global competitiveness of key sectors and urban regions (e.g. Johannesburg, Cape Town, Durban); generate inclusive employment growth; and reduce long-term dependence on social support, particularly among working-age adults. Operation Vulindlela has unlocked critical reforms. The second wave of structural reforms are taking off, focusing on improving local government, expanding digital public infrastructure to broaden connectivity and inclusion, and building city regions that foster dynamic, business-friendly environments. Accelerating inclusive growth is critical to ensuring that no one is left behind. This means creating jobs, raising household incomes and improving well-being for all citizens — especially for historically marginalised groups. Achieving this requires economic redress, and equitable access to opportunities and spatial transformation, among others. Prioritising empowerment of women, youth and persons with disabilities should be central to these efforts. The Department of Planning, Monitoring and Evaluation continues to support government institutions in translating policy intentions into development results. The department does this through coordination of planning across government, monitoring of implementation and supporting performance management of ministers and heads of departments (HoDs) to hold them accountable for delivering results. Where service delivery fails, we intervene through frontline support to ensure that community concerns are swiftly resolved. We want to strengthen consequence management for poor performance and service delivery breakdowns. And we want to strengthen collaboration with social partners (business, labour and civil society) to foster a culture of service delivery excellence. DM
