Andhra Pradesh government to pilot free LPG cylinder scheme under Direct Beneficiary Transfer in two districts

Vijayawada: The state govt has decided to switch to Direct Beneficiary Transfer (DBT) mode to implement the promised free LPG cylinder scheme. The DBT mode will be initially implemented through six LPG distributors in NTR and Guntur district as a pilot.

The govt has decided to roll out the scheme across the state only after studying the results of the pilot project. The decision to move to DBT system has been taken following the chief minister Chandrababu Naidu's directive.
The state govt launched a free LPG cylinders programme last November. The govt promised to give one cylinder free of cost in each quarter in a financial year. The scheme is applicable to all the BPL card holders.
As per the existing guidelines of the scheme, the consumers need not to pay the cost of the cylinder to the distributor. The LPG distributors are supplying cylinders without taking any amount as the govt is remitting the amount to the oil companies.
The state govt signed an MoU with the oil companies to ensure the smooth supply of LPG cylinders with a promise to pay the total amount soon after the completion of the bookings each quarter.
The civil supplies and consumers affairs ministry, which acted as the nodal agency, felt that it is the best way of implementation of free cylinder scheme as it would be transparent. Similarly, the booking of refills are accepted only one per quarter, which is also helping the exchequer save huge amount even if some consumers failed to book the cylinders within the stipulated deadlines. The scheme is implemented in Dec-Mar, April-July, Aug-Nov period although it was launched in November.

However, chief minister Chandrababu Naidu felt that LPG consumers were not feeling that the state govt is taking the financial burden of the free cylinders scheme. Based on a survey carried out through RTGS, the chief minister advised the civil supplies department to explore implementation of DBT so that the consumers could themselves pay the bill after getting the amount from the govt. "There is no point in taking such a huge burden without making the people feel that we have fulfilled the promise," said chief minister at a recent review meeting.

In response, the Andhra Pradesh CM recalled the earlier collaboration with Singapore on the Amaravati capital city project. He noted that, due to certain developments during the 2019-2024 period, Singapore had to withdraw from the initiative. He affirmed that one of the objectives of this visit is to address past misunderstandings and correct the narrative through renewed engagement. The Chief Minister shared details of the state's newly introduced policies, aimed at attracting investments across sectors. He further reiterated the state's ambitious goal of achieving 160 gigawatts of green energy generation. He informed the High Commissioner that green hydrogen projects have already been launched in Visakhapatnam (in partnership with NTPC ) and Kakinada. Further, under the India Quantum Mission, Andhra Pradesh is set to establish the country's first-ever Quantum Valley in Amaravati. CM Chandrababu Naidu also announced that global tech leader Google is setting up a data centre in Visakhapatnam. Highlighting the state's industrial potential, he pointed out that regions like Rayalaseema offer highly conducive conditions for the establishment of defence, aerospace, electronics, and automobile manufacturing units. He expressed that Andhra Pradesh can serve as a strategic gateway for Singaporean investments into India and urged for the necessary support to facilitate this. Ambule also pointed out that 83 per cent of Singapore's population benefits from public housing projects. In response, Minister P. Narayana provided an overview of Andhra Pradesh's housing initiatives. Andhra Pradesh Minister for IT and Education, Nara Lokesh, outlined the steps being taken in the education sector, along with the government's future roadmap. He discussed the presence of leading academic institutions already operating in the state and confirmed that Andhra Pradesh is fully prepared to host additional prestigious institutions in the near future. The Indian High Commissioner informed CM Chandrababu Naidu that technology professionals from Andhra Pradesh are in particularly high demand across Southeast Asia, especially in Singapore. He observed that, much like the United States, Singapore is becoming a major hub attracting Indian students and skilled professionals. He further noted that the Indian High Commission in Singapore is working closely with the Andhra Pradesh government to facilitate collaboration in this area. Ambule elaborated on several sectors where Singaporean companies are exploring investment opportunities in Andhra Pradesh, including electronics, semiconductor manufacturing, shipbuilding, port operations, data centres, and pharmaceuticals. Major Asia-Pacific firms headquartered in Singapore, including STT, Keppel, CapitaLand, Equinix, and PSA are considering potential expansion in Andhra Pradesh. The meeting also focused on collaboration in fields such as artificial intelligence, startups, medical device research, and academic partnerships between universities in AP and Singapore. Parvathipuram: MLA B Vijay Chandra said that he will show a permanent solution to the long-standing drinking water problem in Ballakrishnapuram village and five surrounding villages under Seethanagaram Mandal is on the way. As part of the 'Suparipalana Tholi Adugu' (Good Governance – The First Step) initiative, the 'Intintiki Telugu Desam' (TDP to Every Household) programme was held in Ballakrishnapuram on Thursday. Interacting with locals to understand their well-being, problems and needs, he inspected ongoing development works and reviewed welfare schemes being implemented in the village. Speaking to the media, the MLA remarked that Ballakrishnapuram, once considered a stronghold of opposition parties, has now become a bastion of the Telugu Desam Party. He thanked the villagers for their deep affection and support towards him and Chief Minister Chandrababu Naidu, assuring them that he would make every effort to repay their trust. Highlighting past hardships, the MLA recalled how villagers once struggled for access to drinking water. He stated that today, clean drinking water is being supplied to every household. He further promised that water would soon be supplied twice a day and that steps would be taken in the future to ensure 24-hour uninterrupted water supply to the village.
