North End goalkeeper Jack Walton produced a vital stop to deny Connor Mahoney, moments before Raglan's 66th-minute mistake.
Walton was beaten when Mahoney tried his lucky from close range, while the midfielder screwed a shot wide at the end of the opening half.
Tyler Walker also put the ball in the net but referee Ross Joyce ruled the striker had kicked it out of Walton's hands.
North End, whose only previous visit to Holker Street resulted in a 1971 League Cup victory, created plenty of chances to ensure a wider margin of victory.
But Preston-born Winterbottom and poor finishing prevented a second goal.
The Bluebirds almost forced penalties as former North End midfielder Tom Barkhuizen struck the woodwork in the 89th minute but the visitors held on.

Cameron referenced this difficult introduction in the matchday programme for Rangers' impressive Champions League qualifying win over Viktoria Plzen on Tuesday night, when he was one of the stars of the show. His age - 17 and three months is still young for the hurly burly of the Championship – was one of the mitigating factors in his full debut being cut so short. However, Cameron still earned praise. Most satisfying of all for him when one remembers he was signed on a pre-contract long before Martin arrived were the words of his manager, who raved about his "quality" and use of the ball. Loose passes might not be associated with Cameron but it's not a surprise, given he is still only 22, if loose words might occasionally afflict him. Expert at getting himself out of trouble in tight areas of the pitch, he talked himself into trouble on the eve of the fixture against the Czech Republic side. Nominated to handled player media duties in what was a pretty strong indication that he would be in the team to face Plzen, Cameron remarked on the step up going from a 'small club' – it's fair to assume he meant 'smaller club' - like Dundee to Rangers. In a different interview, this time for the BBC, he compounded this by suggesting it didn't feel like he was a full-time footballer at Dundee compared with Rangers. It means the little blond-haired midfielder – who younger Rangers fans have dubbed the Dundonian De Bruyne - will be the focus of even more attention just over 80 days after his brace against St Johnstone guaranteed Dundee's Premiership safety and sparked a pitch invasion by joyous fans. It's fair to say his comments this week have not gone down well with many Dundee supporters. One of the more moderate posts on the inevitable Cameron pre-match thread on the main Dundee fans' forum perhaps sums up the general feeling. He was given a rousing ovation when substituted despite some coolness having been previously apparent following the news, announced somewhat unhelpfully in February, that he had signed a pre-contract deal at Rangers. Dundee's official farewell announcement in May was heartfelt, rightly so, as were Cameron's comments in the same piece, where he mentioned how 'proud' he was to have played so many games for the Dens Park club. The article also highlighted that the player, signed as a youth player after he had been let go by Dundee United, had scored 'a magical dark blue number of 33 goals'. Kyogo's first Birmingham goal has Celtic fans ‘jealous' – but 'embarrassing' moment sparks X-rated outburst from rival
FORMER Celtic striker Kyogo Furuhashi was in the thick of things as Birmingham dumped Sheffield United out of the Carabao Cup. The Japan international bagged 85 goals in 165 games for the Parkhead club after moving to Glasgow from his homeland. Kyogo's goals inspired Celtic to nine major honours, including the treble in 2023. Many Hoops fans were gutted when the striker moved to France with Rennes in January in a bumper £10million deal. His time in Ligue 1 was an absolute nightmare, however, and was restricted to just six appearances in which he failed to score. After just six months, he moved on again last month, joining newly promoted Birmingham City in the English Championship. While he couldn't score in the opening day 1-1 draw with Ipswich at the weekend - albeit had a splendid strike disallowed - he didn't take long to open his account. Teammate Demarai Gray pounced on a horror defensive error just five minutes into last night's cup clash with Sheffield United, setting up the easiest of tap-ins for Kyogo who certainly wasn't going to pass up such a golden chance. The prolific frontman's first goal for the club set them on their way to a 2-1 win as they sealed progression in the League Cup. Seeing Kyogo scoring - and smiling again - had many Celtic fans feeling a hint of jealousy! And several Celtic fans responded. One said: "Birmingham fans getting to experience him play for the first time is making me so jealous." Another added: "Absolute baller." A third posted: "Proud of him but heartbreaking also." While another said: "We lived it, and we loved it." Another post read: "I miss him already." Another Hoops fan added: "Good to see him enjoying his football again." Kyogo himself delivered a short message to the club's social media channels afterwards, saying: "I'm really happy to score my first goal, I will keep on running and helping the team by scoring many more goals. "Keep right on." As mentioned, Kyogo was very much in the thick of the action at St Andrew's in a busy opening period. He was involved in a tussle with Sheffield United captain Jack Robinson at the corner flag - and it was an incident that left the Blades defender absolutely irate. Robinson leaned on Kyogo's back, sending the striker off balance with the ball in play. It struck Kyogo's foot and Robinson saw the ball out for a throw-in. The two players' momentum took them to the advertising hoarding and Kyogo appeared to kick the ball away - whether it was deliberate or not, only he will know - and that did NOT impress Robinson. The 31-year old remonstrated with the assistant referee before Kyogo bumped into him. That left an already angry Robinson less than impressed, and the former Liverpool trainee put his hand on the striker, who then tumbled to the ground. And it's fair to say the defender felt Kyogo had gone down all too easily. The referee arrived on the scene, brandishing a yellow card to the defender who then unleashed an X-rated outburst towards the officials. He could be heard blasting: "He f****** kicked the ball away!" As the assistant referee then tries to calm Robinson down, he's met with a rather resounding "f*** off" from the Blades skipper. Many fans reacting to the club on social media felt Kyogo himself was perhaps fortunate not to see a yellow card for his part in the incident! One said: "Should have been a yellow for the dive and holding his face." An annoyed Sheffield United fan blasted: "Embarrassing from the Birmingham player really." Another said: "That's embarrassing." While another fumed: "Should have been a yellow for kicking the ball away then another for the horrific dive."
