Mornington Street, Leicester: The street where over 43% adults speak no English

fame to stroll down Mornington Street in Leicester, he might well be tempted to throw in the phonetic towel. Here, in the heart of St Matthew's, language is a tapestry of tongues — few of which, for a significant portion of residents, are English.
According to the 2021 Census, this modest stretch of red-brick Victorian terraces has the lowest proportion of English speakers in the entire United Kingdom.
In the dozen or so streets surrounding Mornington, nearly 43% of residents aged 16 and above speak little or no English. City-wide, only 57% of Leicester's population was born in England — a drop from 65% in 2011 — reflecting decades of migration from Gujarat, Pakistan, Bangladesh, Somalia, and Eastern Europe.
Mornington Street is less a postcode and more a portrait of globalisation — one where children often interpret for grandparents, sari shops outnumber pubs, and Arabic signs sit alongside corner takeaways offering spicy curry pizzas.

Located in a densely populated pocket of North Evington, the area comprises around 2,000 residents across a dozen roads. Mornington Street and the surrounding neighbourhood are home to a significant number of migrants, primarily Muslims of Indian origin from Gujarat, along with sizeable communities from Pakistan, Bangladesh, Somalia, and Eastern Europe.

The area includes two mosques, a Hindu temple, and numerous multilingual households with three generations living under one roof.
Local school staff report that children frequently serve as translators for parents and grandparents. Ruki, 62, a lunchtime supervisor at St Barnabas Primary School and a long-time resident, stated that many older residents speak no English and rely on younger family members to communicate with schools and health services.
Shohel Issufo, a takeaway owner who arrived from Gujarat in 2003, said he had enrolled in an ESOL course to improve his English. He noted that many people in the area did not feel the need to learn the language because they were surrounded by others who spoke the same dialect.
Ribwar Hussein, a garage owner originally from Iraq, explained that he learned English after marrying a British woman. While his children are bilingual, he said the use of Kurdish at home is gradually declining.
Carer Payl Vaghela, whose family lives on Mornington Street, said they speak both Gujarati and English at home. Her mother, who has lived in the area for 40 years, is fluent in both languages, while her young son speaks only English with limited understanding of Gujarati.
Other residents cited long working hours and family responsibilities as barriers to learning English. Factory worker Imran Ussene noted that although his wife had enrolled in English classes, she had to stop due to childcare duties.
A local man said his aunt, who speaks only Memon, had never learned English, finding it too difficult and unnecessary since most of her social circle also communicates in the same language.
Community leader Mansoor Moghal, former chairman of Leicestershire's Race Relations Committee, acknowledged that there are pockets of non-English speakers in Leicester but maintained that the majority of the city's non-white population does speak English.
He added that migrants from Eastern Europe may have also contributed to the high proportion of non-English speakers reflected in the census data.
Leicester experienced communal tensions in 2022, including clashes between Hindu and Muslim groups in areas like St Matthew's. While tensions have since calmed, concerns about integration and communication in linguistically diverse neighbourhoods persist.
Prime Minister Sir Keir Starmer addressed these issues in his recent 'Island of Strangers' speech, asserting that migrants must commit to learning English.
Though he declined to impose a cap on immigration numbers, he argued that the government should differentiate between those who integrate and those who do not.
The speech drew mixed reactions. Reform UK leader Nigel Farage praised Starmer's comments as long overdue, while Labour MP Diane Abbott denounced them as divisive and harmful.
Mornington Street today reflects a microcosm of Britain's evolving urban identity — shaped by successive waves of migration, multilingualism, and a complex negotiation of culture, belonging, and communication.

UK Shifts to War Footing With ‘Always-On' Munitions Production
The UK will create an 'always on' munitions production capacity to allow it to scale-up its defense industry when needed, as it increasingly shifts to a war footing with Russia's assault on Ukraine showing little sign of ending. Prime Minister Keir Starmer's government will invest £1.5 billion to build six munitions factories, designed to bolster its defense industry and stockpile weapons to meet greater demand, the Ministry of Defence said. The review will also focus on the UK's 'warfighting readiness' designed to deter enemies. The move comes ahead of the publication of a new defense strategy on Monday that'll set out the biggest threats Britain faces and whether it has the resources to meet them. The UK's ordnance stockpiles have run dry following decades of under-investment as well as the recent support for Ukraine. While it does manufacture much of its own munitions, a decision by the last Labour government meant that it outsourced its explosives manufacturing to the likes of the US and France. The UK, is in part, addressing its chronic reluctance to invest in its own defense industry for decades, which has seen the size of its own army fall to its smallest since the Napoleonic era. It recently announced that the new strategy will 'end the hollowing out' of the UK armed forces, which loses as many as 300 personnel a month, by investing an additional £1.5 billion to improve military accommodation. 'We are strengthening the UK's industrial base to better deter our adversaries and make the UK secure at home and strong abroad,' John Healey, the Defence Secretary, said. The Ministry of Defence declined to say which defense companies would build the new factories. The additional funding, which will take the UK's munitions spend to £6 billion over the next four years, will create more than 1,000 new jobs and help the armed forces endure prolonged campaigns and support them in warfare, the ministry said. The government has also promised to invest more than £1 billion to establish a 'Digital Targeting Web' to better connect Britain's weapons systems and speed-up decisions for targeting enemy threats on the battlefield. The review, to be published Monday, is also in response to US President Donald Trump's demand that Europe take more responsibility for its own security, and the increasing military and cyber threats against the UK. Just weeks after Trump came into office, Starmer announced that the UK would increase defense spending from 2.3% to 2.5% by 2027, with a further rise to 3% in the next parliament, to bolster its military capabilities. UK defense chiefs have privately warned the government that plans to raise military funding to 2.5% of economic output won't be enough and cuts will still need to be made as a result of the underfunding. Starmer's office and the Treasury were told earlier this year that the 0.2% increase will merely allow the UK to stand still and maintain current capabilities, Bloomberg reported in February. UK Military Chiefs Warn Treasury 2.5% Spending Goal Falls Short Despite the significance of the review, Starmer's administration is likely to come under pressure to increase its spending on defense even further as Europe and NATO look to up investment at its June summit. That target is set to be 5% of economic output, with 3.5% on hard defense spending, and 1.5% on military-related expenditures like cyber and border security by 2032. File FIR against power station related to land mortgage in Kabini: MLA
Mysuru: HD Kote MLA Anil Chikkamadu instructed officials to file an FIR against Kabini Subhash Power Station in connection with allegations of obtaining loans by mortgaging govt land in Kabini. The issue was discussed in a Karnataka Development Programmes review meeting held in HD Kote, concerning accusations that the Kolkata-based Subhash Power Station Corporation Limited attempted to illegally acquire govt land within the Kabini reservoir. Following complaints of public outcry about the misuse of govt land from the public and people from various quarters of society, the MLA directed Saragur tahsildar Mohankumari and officials concerned with Cauvery Neeravari Nigam Limited to look into such complaints. Even though state govt permitted the company to set up the power corporation after providing it land on a 30-year lease, the company is accused of transferring 13 acres into its name. It also obtained necessary khatas, RTCs, and fraudulently borrowed loans from several nationalised and private sector banks. Speaking to TOI, social activist Doreswamy, a retired police officer, accused the previous tahsildar and other revenue department officers of Saragur taluk of allegedly transferring 13 acres belonging to the state irrigation department to this company. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Click Here - This Might Save You From Losing Money Expertinspector Click Here Undo They also issued khata, RTC, and other land records. He demanded state govt and irrigation department order a detailed probe into these allegations. Previous Saragur revenue department officials, including the tahsildar, transferred 13 acres of govt land bearing registration numbers 160, 161, and 162 to this company. Doreswamy said he would continue the legal battle over the issue. Executive engineer of Kabini reservoir, Beechanahalli, Chandarashekhar, said he would verify this complaint and initiate action after discussing the issue with his higher-ups. Senior manager of Subhash Power Station Corporation Limited V Senthilkumar denied such allegations levelled against the company and said they are ready for investigation as they did not commit any wrongdoing. They haven't obtained any loans after mortgaging property belonging to the state irrigation department. The company has also written letters to the state revenue department, local tahsildar, and even irrigation department officials of Kabini reservoir to rectify the error if the company's name is mentioned in RTCs and other land records.
