'I hope there are no more Chhavis': Family of stray dog attack victim welcomes Supreme Court order
For her grieving family, the Supreme Court's Monday (August 11, 2025) order to remove stray dogs from all localities in Delhi and place them in shelters is not only a policy decision but it is also a moment of justice, born out of unimaginable loss.
"I feel like my child is the change. I hope there are no more Chhavis, who are hurt elsewhere. Nobody should go through the cruel fate we underwent," Chhavi's aunt Devi told PTI.
Chhavi, lovingly called Bittu, was bitten by a stray dog on June 30 while walking to her aunt's house in northwest Delhi's Pooth Kalan. The family recalls that the dog attacked without provocation, leaving her bleeding heavily on the doorstep. She was rushed to Dr B.R. Ambedkar Hospital for anti-rabies treatment, but her health deteriorated in mid-July.
On July 21, her first day back at school, she began vomiting, lost strength in her limbs and stopped speaking. Four days later, just before her final vaccine dose was due, she died.

The Supreme Court on Monday termed the stray dog menace in Delhi "extremely grim" and directed the Delhi government and the civic bodies to immediately start picking up strays and keeping them in shelters. It also warned of strict action against anyone obstructing the process.
For Chhavi's family, the decision brought a glimmer of relief. "We heard about the Supreme Court's verdict on TV. The first thing we felt was a sigh of relief. Now I hope they take these animals to places where they can't hurt us," says Ms. Devi.
But the memories remain raw. Just days after Chhavi's death, another young girl in the locality was bitten by a dog.
"It was like a cruel reminder of what happened to our daughter. Even after 15 days, I can still hear her [Chhavi's] laughter when I close my eyes," she says, and urges authorities to act decisively, not only by building shelters for dogs but also by curbing irresponsible feeding.
"Just like gaushalas [cowsheds] are built for cows, something must be built for these dogs. We are not fighting the animals; we just want them kept separate so they don't hurt us. And those who feed them should be made accountable — they feed them on the streets and leave, and these dogs form packs and chase children," she says.
Another family, too, is living with the scars of an attack. Dheeraj Ahuja, a resident of Ashok Vihar, says his seven-year-old son, once a regular feeder of stray dogs, was mauled by one in the neighbourhood.
"We welcome this Supreme Court order. It is a great, though delayed, step. My son, who is in Class 7, had to take 10 injections. The child who once fed these dogs was brutally attacked.
"This order is very much needed. It reflects the reality of the current situation. But there must also be a balance so that humans and animals can coexist safely," he says.
Mr. Ahuja has a message for those opposing the order. "They should come forward, adopt these dogs and keep them in their homes. Our suffering is personal and we hope this is implemented strictly," he says.
For families who are victims of the stray dog menace, the court's directive is more than a legal mandate. It is a chance to ensure no other parent buries a child because of a dog bite.

Supreme Court Synopsis The Supreme Court has mandated a preliminary investigation into potential collusion between Noida officials and landowners concerning land acquisition payouts. This action follows a resumed hearing regarding inflated compensation to ineligible landowners. A special investigation team (SIT) consisting of three IPS officers will probe irregularities, examining financial trails and asset acquisitions to ascertain any collusion. The Supreme Court on Wednesday ordered a preliminary inquiry into an alleged collusion between Noida officials and landowners on land acquisition payouts. The development took place during the resumed hearing of a case linked to alleged inflated compensation to ineligible landowners. ADVERTISEMENT A bench comprising justice Surya Kant and justice Joymalya Bagchi ordered the constitution of a special investigation team comprising three IPS officers to probe irregularities in the land acquisition payouts. The bench ordered an inquiry after perusing a report of an SIT - set up earlier - which flagged shortcomings in the functioning of Noida Authority. The court said that no new building projects should be taken up in Noida without environment impact assessment (EIA) clearance and permission from the green bench of the Supreme Court, which hears cases related to the environment. The new three-member SIT will replace the earlier one and will work on a new mandate. ON financial trail The previous SIT's findings pointed out excessive payments in 20 cases and said some Noida officials were suspected of involvement. The new SIT has been asked to examine financial trails, including bank accounts of officials, their families and landowners, as well as assets acquired during the period in question, to ascertain collusion. Punjab: Marriage of 16-year-old girl foiled by officials in Faridkot
Chandigarh, Aug 13 (PTI) A 16-year-old girl was rescued from getting married at a village in Punjab's Faridkot by a team of District Child Protection Unit (DCPU), officials said. Social Security, Women and Child Development Minister, Baljit Kaur, commended the action taken by officials and stakeholders, stressing that strict enforcement of child protection laws is essential to safeguard the rights of minors. Kaur said that the intervention was carried out under the provisions of the Juvenile Justice (Care and Protection of Children) Act, 2015. The rescued minor from Sangrahoor village was produced before the Child Welfare Committee (CWC), which provided counselling and issued necessary directions. She was then handed over to her parents after they provided a written undertaking to ensure her safety, education, and overall well-being. Regular follow-up and monitoring will be undertaken to safeguard the best interests of the child. Reiterating the commitment of the Punjab government to making the state child marriage-free, Kaur said continuous efforts are being made to strengthen the system for awareness generation, prevention, and effective enforcement of laws, so that every child can enjoy a safe and bright childhood. The minister also appealed to the public to extend full cooperation to the government in making Punjab free from child marriage. She urged that if anyone has information about a child marriage taking place in their vicinity, they should immediately inform the Child Helpline at 1098, assuring that the identity of the informant will be kept strictly confidential. Rajasthan ACB arrests assistant accounts officer, middleman on bribery charge
Jaipur, Aug 13 (PTI) Rajasthan's Anti-Corruption Bureau (ACB) on Wednesday arrested an assistant accounts officer and a middleman in Sikar for allegedly accepting bribes to clear pending bills for construction work at a government school in Sikar. The ADG of the bureau, Smita Srivastava, said its Jaipur Rural unit acted on a complaint that officials of the additional district project office, Samagra Shiksha Abhiyan, were demanding bribes to clear pending Rs 27 lakh bills for the construction of rooms at the school. According to the complaint, Assistant Engineer Khumaram demanded Rs 60,000, while Assistant Accounts Officer Ramchandra demanded Rs 45,000 to pass the bills, the ADG said. Following an investigation, a trap was laid and Khumaram's alleged middleman Kamal Kumar Kumawat was caught taking Rs 60,000 while Ramchandra was caught accepting Rs 40,000, the officer said, adding that Khumaram has managed to flee.
