Substitute Kwadwo Baah pulled one back in the second half but Paulo Pezzolano's first home game as the Hornets' new manager ended in disappointing defeat.
Norwich went ahead in the 10th minute when the hosts surrendered possession in their own half to allow Papa Diallo to cross from the left and present United States striker Sargent with a simple finish from 10 yards.
Chile play-maker Nunez doubled City's lead after 24 minutes with a long-range effort that goalkeeper Egil Selvik seemed to have saved, only for the ball to squirm through the Norway international's gloves and over the line.
The Hornets were booed off at the break and were relieved not to be three behind when substitute Kevin Keben's ball across his own box was blocked by Norwich's Emiliano Marcondes and bounced narrowly wide.
Watford hit back in the 68th minute however when Baah, who had come on for Tom Ince in the 62nd minute, drove the ball into the box on the left and fired a fine shot across Canaries goalkeeper Daniel Grimshaw.

Carabao Cup: Huddersfield stun Leicester in shootout drama, Birmingham beat Blades
The goalkeeper Lee Nicholls was the hero for Huddersfield, who overcame Championship opponents Leicester via a penalty shootout after an entertaining 2-2 Carabao Cup first-round draw at the League One club's Accu Stadium. Moore 'really pleased' with Vale improvement
Port Vale boss Darren Moore says he is "really pleased" to see the improvement in his side since their opening-day defeat by reintroduction to life in League One after last season's promotion was a sobering one as they were beaten 2-1 by the Millers following a poor first-half performance in which they conceded twice and had Jaheim Headley sent the aftermath, Vale wing-back Mitch Clark said the team were "only heading one way" if they did not improve but, thankfully for Moore, they have.A goalless draw with Cardiff City followed, before Vale beat Blackpool 1-0 in the first round of the Carabao Cup to clinch their first win of the season."It just wasn't us [against Rotherham]. We made some terrible mistakes," Moore told BBC Radio Stoke."We certainly addressed that in the second half with our performance and the last couple have seen that happen [again]." Trying to make the perfect pancake Moore joked that a frank exchange with his players at half-time might have helped the turnaround, but said co-owner Carol Shanahan likening their improvement to trying to make the perfect pancake is pretty apt."Call it what you want - me losing my rag at half-time," Moore said."Carol associated it with your first pancake that goes terribly wrong and then your second and third one, you get more like the one you want."So I was really pleased to see it again at Blackpool.
