In blow to Thackeray brothers, alliance fails to win single seat in BEST credit society polls

The first joint electoral contest by the Uddhav Thackeray-led Shiv Sena (UBT) and Raj Thackeray-led Maharashtra Navnirman Sena (MNS) in the BEST Employees' Co-operative Credit Society elections ended in a humiliating defeat on Wednesday, as the parties' joint panel failed to win a single position in the polls.
Contesting under the 'Utkarsh' panel for 19 of the 21 seats, the Sena (UBT)-MNS alliance failed to win a single post, effectively ending the Shiv Sena's nine-year-old hold on the cooperative.
The credit society has 15,000 Brihanmumbai Electric Supply and Transport (BEST) employees as its members. Of these, 10,000 voted on Monday.
With the BEST being dominated by Marathi-speaking staffers, the Thackeray cousins' defeat is being seen as a major blow, especially ahead the Brihanmumbai Municipal Corporation (BMC) polls and in the backdrop of recently held 'Marathi pride' rally and issues raised by the two brothers over Marathi.
While transport union leader Shashank Rao's panel swept 14 seats, the Sahakar Samruddhi panel, backed by the BJP and the Shiv Sena led by Deputy Chief Minister Eknath Shinde, claimed the remaining seven seats (4 BJP, 2 Shinde Sena, and 1 SC/ST Union).
The election had drawn political attention as it was the first joint electoral contest by the Thackeray cousins ahead of the upcoming municipal and local body polls in Maharashtra.
Despite acknowledging the MNS's limited presence in BEST, the alliance had sought a trial run for broader electoral coordination.
Polling on August 18 was largely smooth, though allegations of cash distribution surfaced.
Counting was delayed by heavy rainfall, with results finally declared early Wednesday morning at 3 am.
Political observers see the outcome as a setback for the Thackerays' attempts to build a coordinated Opposition front in the state, highlighting the limits of the alliance in the city's civic and political sphere.

The Rajya Sabha on Wednesday passed a bill to set up an Indian Institute of Management (IIM) in Guwahati with the Union government providing a capital support of ₹550 crore. "The 22nd IIM in the country will be set up in Guwahati at an investment of ₹ 555 crore," union education minister Dharmendra Pradhan said.(Sansad TV) The bill was passed by the Lok Sabha on Tuesday. The Opposition staged a walkout after the Indian Institutes of Management (Amendment) Bill, 2025 was introduced in the Rajya Sabha. Replying to the discussion on the bill, Union Education Minister Dharmendra Pradhan said this will be the 9th IIM to be established under the Narendra Modi-led government in the last 10 years. "The 22nd IIM in the country will be set up in Guwahati at an investment of ₹555 crore," the minister said. He expressed gratitude to Assam Chief Minister Himanta Biswa Sarma for his efforts to seek approval for the establishment of an IIM in the state. "I am happy today (with) the way Northeast is emerging. Our Prime Minister Narendra Modi is solidly behind the Northeast... IIM Guwahati will certainly create a bigger scenario for entire Northeast, especially Assam and Guwahati," Pradhan said. The Indian Institutes of Management (Amendment) Bill, 2025 -- which was passed amid din in the Lower House on Tuesday -- will help set up the second IIM in the Northeast after Shillong. The establishment of an IIM in Guwahati as an institution of national importance is one of the projects under the special development package provided to Assam.

NDA candidate C P Radhakrishnan on Wednesday filed his nomination papers for the vice presidential election in the presence of Prime Minister Narendra Modi, Defence Minister Rajnath Singh, Home Minister Amit Shah and other senior leaders. Modi, flanked by Radhakrishnan and senior NDA leaders, handed over four sets of nomination papers to Rajya Sabha Secretary General P C Mody, who is the returning officer for the vice presidential election. The four sets of nomination papers have Modi, Singh, Shah and JD(U) leader Rajiv Ranjan Singh as lead proposers. A prospective vice-presidential candidate is required to get his nomination paper subscribed to by at least 20 electors as proposers and at least another 20 electors as seconders. The NDA has ensured representation of all its constituents as proposers and seconders in the four sets of nomination papers that were filed. The returning officer examined the nomination papers following which Radhakrishnan signed a register. The returning officer then handed over an acknowledgement slip of the nomination papers to the prime minister. Modi, Shah, senior ministers Pralhad Joshi, Dharmendra Pradhan and other NDA leaders, including TDP leader and Union Minister K Ram Mohan Naidu, Shiv Sena leader Shrikant Shinde, LJSP (RV) leader Chirag Paswan escorted Radhakrishnan to the office of the returning officer in Parliament. Earlier, Radhakrishan paid tributes to Mahatma Gandhi and other national leaders at Prerna Sthal, which houses statues of iconic personalities, in Parliament complex. Radhakrishnan, whose election as vice president is a certainty, was accompanied by Union ministers and other leaders from the BJP-led alliance. The electoral college for the vice presidential elections comprises members of the Lok Sabha and the Rajya Sabha. Nominated members of the Rajya Sabha are also eligible to cast their votes. The effective strength of the electoral college is 781 and the majority mark is 391. The ruling NDA enjoys the support of at least 422 members and non-INDIA bloc parties such as YSRCP have already announced support to Radhakrishnan. Described as a 'Pachai Tamizhan' (true-blue Tamil) by well wishers, Maharashtra Governor Radhakrishnan (67) is a senior Bharatiya Janata Party (BJP) leader who served as a two-term member of the Lok Sabha from Coimbatore during the tenure of Prime Minister Atal Bihari Vajpayee and later, went on to lead the party in Tamil Nadu. The NDA is projecting Radhakrishnan as an untainted leader with rich political and administrative experience for the vice-president's office and maintaining that this would also prove useful as the chairman of the Rajya Sabha. Radhakrishnan was the chairman of the All India Coir Board from 2016 to 2020, a period when coir exports witnessed a significant jump. BJP president J P Nadda described Radhakrishnan as a 'statesman' who commands respect across party lines. He belongs to the influential Gounder caste, an Other Backward Classes (OBC) community in Tamil Nadu.

The Congress's five guarantees in Karnataka, which are largely seen to have propelled it to power in the state in 2023, resulted in a Rs 5,229 crore reduction in capital expenditure on infrastructure in the 2023-2024 fiscal year and will cause a strain on the economy if the subsidies are not rationalised, a Comptroller and Auditor General (CAG) report has said. According to the CAG report, which was tabled in the Assembly on Tuesday, the reduction in expenditure has also resulted in a 68 per cent delay in projects across the state. 'The State also reduced the capital expenditure towards infrastructure by around Rs 5,229 crore when compared to previous year. This has an impact on the increase in incomplete projects by 68 per cent when compared to previous year. This compression in gross capital formation may prove to be detrimental to future growth prospects,' the report stated. Currently, the Siddaramaiah-led Congress government implements five direct benefit transfer (DBT) schemes: the Gruha Lakshmi (Rs 2,000 to each woman from poor households), Yuva Nidhi (a monthly unemployment allowance of Rs 3,500 for graduates and Rs 1,500 for diploma holders, Gruha Jyoti (free power), Anna Bhagya (free rice) and Shakti (free bus travel for women). For the schemes, the government had allocated a total of Rs 36,538 crore, which amounts to 15 per cent of the state's revenue expenditure for the 2023-2024 fiscal year. It used the entire amount to implement the schemes, except the unspent Rs 40 crore of the Rs 7,384 crore allocated for the Anna Bhagya scheme. While the state's revenue grew by 1.86 per cent in 2023-24 compared to the previous year, the expenditure grew by 12.54 per cent. 'The increase in growth of expenditure was mainly on account of the guarantee schemes which was the contributing factor for the Revenue Deficit of Rs 29,271 crore. This mismatch of receipt and expenditure during the current year (2023-24) had resulted in the state witnessing revenue deficit of Rs 9,271 crore after its recovery during 2022-23 from Covid-19 economic slowdown. Consequently, the fiscal deficit of the state also increased from Rs 46,623 crore in 2022-23 to Rs 65,522 crore in 2023-24,' the report stated. 'To finance the guarantee schemes and the deficits arising thereof, the state availed net market borrowing of Rs 63,000 crore which was Rs 37,000 crore more than last year's net borrowings (Rs 26,000 crore). This would not only increase repayment burden in the near future but also would enormously increase the interest burden…,' the report added. The implementation of the five guarantee schemes without rationalising existing subsidies/ financial assistance and benefits will put a strain on state resources and have an influence on fiscal deficits and debt levels, the report has stated. While admitting to the CAG's observations, the state finance department said the five guarantees boosted local economy, reduced economic disparities and supported the growth of human capital. 'Though the cash transfers such as Yuva Nidhi and Gruha Lakshmi empowered the youth and women and also gave security and enhanced their purchasing power, these cash transfers along with the other three subsidy schemes without rationalisation of existing subsidies would strain the financial economy of the state… The government in its medium-term fiscal plan 2024-28 has projected a revenue deficit of Rs 27,354 crore and thereby increasing its borrowings to Rs 1,05,246 crore,' the CAG noted. The gap between the revenue receipt and revenue expenditure, which results in revenue deficits/surpluses shows that Karnataka had a revenue surplus of Rs 13,496 crore in 2022-23 (0.62 per cent of GSDP) and Rs 19,271 crore (0.36 per cent of GSDP) in 2023-24, the CAG noted. 'The state government spent Rs 52,120 crore on the capital account. This was around 17 per cent of the total expenditure in 2023-24. The borrowings exceeded the capital expenditure by Rs 38,160 crore and the amount was utilised for meeting the expenses towards five guarantee schemes,' the report stated.
