MOE assures transparent, impartial probe into Sabah student's death
PUTRAJAYA (July 26): The Ministry of Education (MOE) has assured that the investigation into the death of Form One student, Zara Qairina Mahathir, is being conducted in a transparent and impartial manner.
Education Minister Fadhlina Sidek said all parties must allow the Royal Malaysia Police (PDRM) to carry out a thorough and detailed investigation into the case.
'We now fully hand over the matter to PDRM and give our full commitment to ensure that the investigation is conducted fairly,' she told reporters after attending the 2025 Prime Minister's Cup Debate Finals here on Saturday.
She added that upon completion of the investigation, the MOE would take follow-up action in accordance with existing laws.
'We never take any case lightly, especially those involving the welfare and well-being of our students and staff. In this case, I urge everyone to allow space for a transparent and open investigation,' she said.
Fadhlina added that several crisis intervention measures are currently being implemented, including psychological and emotional support for school staff and the victim's family.
'This situation also affects the overall well-being of the school community. We are receiving full assistance from our counterparts at the Ministry of Health, who are focusing on the psycho-emotional support for both the family and the school staff,' she said.
Zara Qairina, 13, was reported to have died after allegedly falling from the third floor of her school dormitory in Papar, Sabah, in the early hours of July 17.
Meanwhile, the Sabah Education Department has set up a special task force to provide assistance to staff and students at the school where Zara Qairina died last week.
In a statement, the department said the task force was formed to implement crisis and trauma intervention measures, including support for pupils, teachers, and school staff affected by the incident.
The department also stressed that its immediate priority is to safeguard the well-being of Zara Qairina's family.
'The department has provided immediate assistance. We have also organised several outreach visits to engage with the family and share updates on the case.
'Psychosocial support services have also been made available.
The department added that it is extending full cooperation to the police in their investigation into the case.
'This is crucial to ensure a smooth investigation process and that justice is served,' it said.

3,700 enforcement ops target misuse of retail licences by foreigners
by HIDAYATH HISHAM LOCAL authorities have carried out over 3,700 operations since 2023 to curb the misuse of retail licences by foreigners operating under Malaysian names. Housing and Local Government Minister Nga Kor Ming said the actions were aimed at protecting economic opportunities for local traders, particularly those benefitting from subsidised business facilities under the Madani Government. 'Local authorities have never permitted any foreign nationals to apply for or own hawker and petty trader licences, business premises, grocery shops, eateries, car workshops or market stalls,' he told the Dewan Rakyat today. He was replying to Mohd Hasnizan Harun (Perikatan Nasional [PN]-Hulu Selangor), who had asked about current policies on foreigners operating in the retail sector and the misuse of business licences under the names of Malaysian spouses. Offences involving misuse of licences or proxy operations by foreigners are dealt with through strict enforcement measures, including licence revocations, compound fines, seizures and business closures. As of 2023, these actions have resulted in the cancellation of 23 business licences and the seizure of 2,880 premises for various violations, including illegal subletting and the use of local nominees. Among the steps taken by local authorities are regular monitoring of business areas with high foreign presence, seizure of goods from unlicensed foreign hawkers and revocation of licences where the actual operators are found to be foreigners. The government has also tightened the conditions for new applications and licence renewals across different states and increased joint enforcement efforts involving the Immigration Department and Royal Malaysia Police (PDRM). Nga added that inter-agency coordination remains crucial, as local authority (PBT) jurisdiction only covers licensing and premises inspections. 'PBT and the Housing and Local Government Ministry (KPKT) are always open to constructive cooperation with other agencies, including the Immigration Department and the PDRM,' he said. He stressed that these measures are necessary to ensure that facilities designed to uplift local entrepreneurs are not exploited by outsiders. The ministry views such abuse seriously, especially when government-provided business spaces — offered below market rates — are diverted to non-citizens through deceit or proxies. The Madani Government, Nga added, is committed to supporting local traders through structured empowerment initiatives, but insists on fair enforcement to prevent manipulation of the system.

KLCC street photographers fined RM2,000 each
KUALA LUMPUR: Nearly 30 freelance street photographers offering on-the-spot photo services to locals and tourists at KLCC were issued compound notices on Sunday night, each hit with a stiff fine of RM2,000 for operating without a valid permit. Authorities said the photographers were operating without valid permits in a public space. The action was taken following growing complaints and a recent misunderstanding involving some of the individuals, which went viral on social media, Harian Metro reported. The operation, involving personnel from the Royal Malaysia Police (PDRM), Immigration Department (JIM), and Kuala Lumpur City Hall (DBKL), saw nearly 30 individuals compounded under By-law 3(1) of the Federal Territory Hawkers Licensing By-Laws 2016. These freelance photographers are known for offering smartphone photography services at busy tourist spots, particularly around the KLCC area, often taking pictures of visitors with the Petronas Twin Towers and other landmarks in the background. One of the photographers, who declined to be named, said this was the first time they had received a fine for offering such services. "The notice says RM2,000. That's a lot. If this keeps happening, I'll have to find another job," he said, adding that enforcement officers had mentioned the possibility of a future permit system. He also addressed the recent viral incident, saying it stemmed from a language barrier between a photographer and a foreign tourist. "I wasn't there, but from what I heard, it was just a misunderstanding. Now, we're all affected by it," he said. Despite some resistance during the operation, officers were able to manage the situation professionally, and no serious incidents were reported. Kuala Lumpur Immigration Director Wan Mohammed Saupee Wan Yusoff was present during the operation.
