Under Pushkar Government's Four-Year Tenure, Women Empowered at Every Level — From Government Jobs to Cooperative Societies, Women Got Reservation

, in the fifth year of his tenure, is set to gift the women of Uttarakhand a comprehensive women's policy. Uttarakhand's first women-centric policy is likely to be tabled in the cabinet soon.
Through this, the government will lay out a structured roadmap for the economic and social empowerment of women. Over the past four years, Chief Minister Dhami has already taken major steps—granting 30% reservation for women in government jobs and, for the first time, implementing women's reservation in cooperative societies—aiming to strengthen women's leadership at all levels. To economically empower women, innovative schemes like Mahila Saarthi Yojana, Ekal Mahila Swarozgar Yojana, and Lakhpati Didi have also been successfully implemented on the ground.
Reservation in government jobs
The Pushkar Singh Dhami government has reinstated 30% horizontal reservation for women of Uttarakhand in government jobs. This benefit is extended to all women who have domicile status in Uttarakhand. Since this policy came into effect, the number of women employees in government offices has increased. After receiving the Governor's approval, the women's reservation officially came into force from 10th January 2023.

Reservation in cooperative societies
The Dhami government has also implemented 33% reservation for women in cooperative societies. While local bodies and panchayats in Uttarakhand already had women's reservation, this move ensures women's leadership now emerges even in cooperatives. The implementation of this policy at the grassroots level is being seen as a potential game-changer.
Opportunities for self-employment
On March 8, 2025 (International Women's Day), the government launched the Mahila Saarthi Yojana as a pilot project in Dehradun.
Under this scheme, women are now earning livelihoods by driving auto-rickshaws and two-wheelers to ferry passengers. Additionally, schemes like Lakhpati Didi, Mukhyamantri Sashakt Bahna Utsav Yojana, Ekal Mahila Swarozgar Yojana, and Drone Didi are creating multiple self-employment opportunities for women across the state.

That's why we've launched several women-centric schemes that will prove to be game-changers in the future. Continuing this commitment, we are soon bringing a comprehensive Women's Policy," said Pushkar Singh Dhami, chief minister.

The Centre has asked states and Union Territories to make any proposed changes in the boundaries of administrative units before December 31, when they will be considered final for the census exercise. In a letter to all states and Union Territories, Registrar General and Census Commissioner of India Mritunjay Kumar Narayan has said that for the Census, all villages and towns are divided into uniform enumeration blocks and for each block, an enumerator is assigned to avoid any miss or repetition during the population count. It is important that once enumeration blocks are finalised, boundaries of administrative units are not changed, the letter said. Live Events In his letter addressed to chief secretaries, Narayan asked them to direct all departments to make any proposed changes in the boundaries of municipal corporations, revenue villages, tehsils, sub-divisions or districts before December 31. He asked the states and UTs to ensure that no changes should be made in the boundaries of administrative units between January 1, 2026, and March 31, 2027, during which Census exercise will take place. Any changes in the existing boundaries must be intimated to Census Directorates in the states and Union Territories and Registrar General of India by December 31, 2025, it said. "For Census 2027 , boundaries of administrative units will be frozen on December 31, 2025," the letter said. To ensure a fair workload for enumerators, an administrative unit is divided into manageable sections for the Census called "blocks". A block is a clearly defined area within a village or town on a notional map for census purposes. These are termed Houselisting Blocks (HLBs) during Houselisting Operations and Enumeration Blocks (EBs) during Population Enumeration and serve as the smallest administrative units for the Census. India's 16th Census with caste enumeration will be carried out in 2027 with the reference date of October 1, 2026, in snow-bound areas like Ladakh and March 1, 2027, in the rest of the country. The Census will be conducted in two phases. In phase one i.e. houselisting Operation (HLO), the housing conditions, assets and amenities of each household will be collected. Subsequently, in the second phase i.e. Population Enumeration (PE), the demographic, socio-economic, cultural and other details of every person in each household will be collected. In the Census, caste enumeration will also be done, a Government statement had said. For Census activities, about 34 lakh enumerators and supervisors and around 1.3 lakh Census functionaries would be deployed. It is the 16th Census till now and the eighth after independence. The ensuing Census will be conducted through digital means using mobile applications. Provision of Self-enumeration would also be made available to the people. Very stringent data security measures would be kept in place to ensure data security at the time of collection, transmission and storage, the statement had said. The reference date for Population Census - 2027 will be 00:00 hours of the first day of March 2027. For the Union Territory of Ladakh and the non-synchronous snow-bound areas of the UT of Jammu and Kashmir and states of Himachal Pradesh and Uttarakhand, the reference date will be 00.00 hours of the first day of October 2026, a notification had said. This Census will be carried out after 16 years as the last one was done in 2011.

Bangladesh Police arrest 5 accused for raping Hindu woman, circulating victim's video
Dhaka [Bangladesh], June 29 (ANI): Bangladesh Police have arrested five people accused of raping a Hindu woman in a remote village of Comilla district and circulating her video on social media. A video that has gone viral on social media shows a naked woman pleading for the protection of her dignity. 'On June 26, Fajr Ali Fajr (36), father - Shahid Mia, of Ramchadrapur Panchkitta village under Muradnagar police station of Comilla district, was detained and beaten by the people of the area on charges of raping the wife of an expatriate from the same village,' Police said in a statement. 'Later, the injured Fajr Ali fled from there. Some people present at the scene immediately recorded a video of the victim and spread it on social media,' it added. 'A case has been registered at Muradnagar Police Station in this regard. The police have arrested the accused Fajr Ali and four others who captured the video,' the statement said. Legal action is being taken against the five individuals who were arrested, police said. Earlier on May 31, a human chain and protest march was organised by various organisations in front of the National Press Club in Dhaka to protest the violence and torture being perpetrated against religious minorities and ethnic communities across Bangladesh, Sammilita Sanatan Parishad, a minority alliance, said in a statement. Addressing a weekly media briefing in New Delhi on June 27, Ministry of External Affairs (MEA) spokesperson Randhir Jaiswal stated that the interim government has to protect Hindus and other minorities. Jaiswal, while speaking in the context of damage to Durga Temple, said, 'Let me underline that it is the responsibility of the interim government of Bangladesh to protect Hindus, their properties, and religious institutions.' Earlier on May 16, thousands of Bangladeshi women's rights activists gathered at Manik Mia Avenue near the Parliament building in Dhaka to demand equal rights and dignity for women. Meanwhile, Uttarakhand CM Pushkar Singh Dhami participated in the program in Dehradun, whereas Uttar Pradesh Deputy Chief Minister Brajesh Pathak did so in Lucknow. Prime Minister Narendra Modi during the 123rd episode of his monthly radio address condemned the imposition of Emergency in the country and termed the period as one of the darkest chapters in India's democratic history. He said that the country is observing the 50th anniversary of the Emergency as 'Samvidhan Hatya Diwas'. During the programme, PM Modi played rare archival audio clips of former Prime Ministers Morarji Desai, Babu Jagjivan Ram and Atal Bihari Vajpayee, who described the Emergency as a time of constitutional murder, mass arrests, and the suppression of civil liberties and press freedom. Prime Minister Modi asserted that every citizen should remember the ones who fought 'bravely' against the Emergency and it also inspires us to stay 'vigilant' to 'safeguard' the constitution. 'Morarji Desai describes the Emergency in brief... Not only did those who imposed the Emergency murder democracy, but their intention was to keep the judiciary as their puppet... Under 'MISA', anyone was arrested arbitrarily, people were tortured... Indians refused to compromise on democracy. Finally, people won and the Emergency was lifted. Babu Jagjivan Ram powerfully about this...' PM Modi said. In the audio clip of Morarji Desai, the former Prime Minister is heard recounting the horrors of the Emergency. Desai is heard saying in the clip played by PM Modi in his radio address, 'When the Emergency was imposed, people were treated inhumanely. Their right to freedom was snatched away, newspapers were silenced, and the judiciary was rendered powerless. Over one lakh people were jailed. Such an arbitrary rule is rare even in world history.' OM Modi also addressed various other topics such as the eradication of eye disease trachoma, the recent celebration of international Yoga Day and women-led development enterprises shaping New India.
