Bihar Assembly elections: Why women voters' turnout matters

India Today3 days ago
Women are once again at the centre of Bihar's electoral landscape as Assembly elections approach. The Nitish Kumar government recently announced a 35 per cent reservation for women in state government jobs, yet another in a series of women-centric policies by the Janata Dal (United) leader, who cultivated a loyal base of female voters through a slew of welfare measures. For political parties strategising for 2025, one trend is impossible to ignore: women are turning out in large numbers to vote. This is no longer a statistical anomaly. It has been a recurring theme. In the 2020 Assembly elections, women outvoted men in 167 of the 243 constituencies, most of them in northern Bihar. And the region leaned heavily towards the National Democratic Alliance.advertisementIn the 2020 polls, women's turnout stood at 60 per cent, compared to 54 per cent for men. In 166 constituencies, women outnumbered male voters. The widest gender turnout gap was recorded in Baisi (Purnea district), where women's turnout was 22 percentage points higher than men's. Kusheshwar Asthan followed closely with a 21-percentage-point gap in favour of women. Both constituencies were won by the NDA.
In the 2020 Assembly elections, women outvoted men in 167 of the 243 constituencies, most of them in northern Bihar. And the region leaned heavily towards the National Democratic Alliance. The trend was even more pronounced in 2015, when women outvoted men in 202 constituencies. Once again, northern Bihar led in female voter turnout. The shift began in 2010, a turning point in Bihar's gender voting dynamics. That year, women's voter turnout surpassed men's in 162 constituencies. It was the first time that overall female turnout exceeded male turnout. In Madhubani, which has 10 assembly constituencies, eight went to the NDA in the 2020 Assembly elections. All five seats in the Supaul district were won by the NDA. In Sitamarhi, the NDA secured six of eight seats, while in Darbhanga, it claimed nine out of ten in the last elections. For decades, men dominated Bihar's voter turnout. In the 1962 Assembly elections, 55 per cent of men voted, compared to just 32 per cent of women. This gender gap persisted until 2000. By February 2005, it had begun to close: 50 per cent of men and 43 per cent of women cast ballots in the first of the two Assembly elections held that year. Then came 2010, a historic turning point: 54 per cent of women voted, surpassing the 51 per cent turnout among men for the first time. In 2015, the gap widened further, with 60 per cent of women voting compared to just 50 per cent of men.Since 1962, women's turnout has risen by 28 percentage points, effectively reversing the gender gap at the ballot box and establishing women as one of the most powerful voting blocs in Bihar today.(With inputs from Smriti Thakur)- EndsTune InMust Watch

NDA weighs options, may announce candidate for VP elections by August 13

NEW DELHI: The NDA, led by the BJP, is expected to announce its vice-presidential candidate between August 12 and 13, as final discussions at the Prime Minister's level have reportedly begun. All sources hinted on Saturday, while speaking to this newspaper, that a consensus candidate is likely to be decided, at least in principle, by Tuesday. Sources indicated that the BJP's nominee for the Vice-President role will be a surprise choice, with the party prioritising candidates who have remained non-controversial throughout their political careers and possess significant experience in parliamentary affairs. 'It is essential that the candidate nominated for the second-highest constitutional post has a profound understanding of parliamentary procedure and rules to efficiently manage the Upper House of Parliament—the Rajya Sabha,' said a BJP Rajya Sabha MP, suggesting that the nominee finalisation is underway. Among the various names being discussed are current governors of states such as Gujarat, Karnataka, Sikkim, Jammu & Kashmir, and former governors, including the former Governor of Goa. Several BJP leaders also hinted that PM may spring a surprise in the selection of candidate. A former woman BJP MP , who belongs to an OBC (Other Backward Classes) caste also, has also emerged as a potential candidate for the position. 'However, the likelihood remains higher for the position to go to a sitting or former governor, unless the party chooses a woman candidate to set an example of women empowerment, following Droupadi Murmu's elevation to the office of President,' remarked a senior BJP source.

Be ye never so high, law is above you

A mechanical engineer by qualification, the 34-year-old grandson of former prime minister HD Deve Gowda and a former MP, Prajwal Revanna is now a convicted rapist and lodged in Bengaluru Central Prison as prisoner number 15528. On August 2, the MLA/MP court in Bengaluru sentenced Prajwal to life imprisonment and fined Rs 11 lakh for raping a 47-year-old domestic worker in Mysuru and recording the assault. Of the four rape and sexual abuse cases against him, this was the first case (rape) that led to trial and conviction. The fine will be paid as compensation to the survivor – a daily wage worker, who had the spine of steel and had withstood shame, agony, social ostracisation and fear of the backlash from the political elite. Pronouncing the maximum sentence of life imprisonment following his conviction in rape, Sessions Judge Santosh Gajanana Bhat, in his 466-page judgement, held that as an MP, Prajwal wielded his political and social dominance to violate a woman employed in his household, coercing her into silence through fear, shame, and manipulation. 'What are the safeguards against an arbitrary exercise of power?' The question posed in the judgement echoed through generational trauma of sexual exploitation of disempowered women by the rich and entitled. 'What would be the just compensation that can be awarded is a question that requires to be determined;' the tone of the verdict is as poignant as it is pertinent. Prajwal, a member of the 17th Lok Sabha from Hassan constituency – the heartland of Janata Dal (Secular) of his grandfather's making – was once the third youngest MP. He hails from the affluent, being the grandson of Deve Gowda – the Mannina Maga (son of the soil) – son of former Karnataka minister, HD Revanna and nephew of Union minister and former Karnataka chief minister HD Kumaraswamy. A graduate from Bangalore Institute of Technology, Prajwal discontinued his MTech course in Australia to help his grandfather with the 2014 Lok Sabha election from the JD(S) home turf – Hassan. The latter won the election.

Sibal raises concern on ‘absence' of Dhankhar

Rajya Sabha MP and senior advocate Kapil Sibal on Saturday raised concern over the whereabouts of former Vice President Jagdeep Dhankhar as he has reportedly remained unreachable since his abrupt resignation last month. Dhankhar abruptly resigned as Vice President on July 21, citing health grounds. Opposition leaders, however, questioned the reason, saying he was 'forced out' by the NDA government. (ANI PHOTO) 'On July 21, Dhankhar tendered his resignation. Today is August 9, and we have no information about his whereabouts. I had previously heard about the 'Laapataa Ladies' (2023 Hindi film), but this is the first time I have heard about the 'Laapataa (missing) Vice President'', Sibal told reporters at a press briefing. Dhankhar abruptly resigned as Vice President on July 21, citing health grounds. Opposition leaders, however, questioned the reason, saying he was 'forced out' by the NDA government. Sibal, on Saturday, mulled filing a habeas corpus over Dhankhar's reported absence his resignation. 'Ever since he became the VP, he had protected the government. Now, it seems that the Opposition will have to protect him… What do we do? Should we have to file a habeas corpus or something else?' he said. The lawmaker recounted how he had earlier tried to call Dhankhar, but the call was picked up by the former V-P's assistant, who said, 'He is resting.' 'After this, no one is answering the phone. Many political leaders also said the same,' Sibal added. The senior advocate urged Union home minister Amit Shah to address the matter. 'We heard incidents from different countries, where people reportedly went missing. But it is a democratic country, the people must know about Dhankhar's whereabouts,' he said.'This is the former V-P we are talking about; you must know his whereabouts. Kindly tell us whether he is doing well. If we know where he is staying, we could reach out to him before the next Vice Presidential elections and wish him well.' The VP election is scheduled to take place on September 9.
