
Terms unviable so pulled plug on Metro 3: Telecom operators
Mumbai: Amid rising commuter concerns over the sudden loss of mobile connectivity in Metro Line 3, telecom operators clarified that the disruption stemmed from unresolved commercial and operational issues with the Mumbai Metro Rail Corporation Ltd (MMRCL).
In a statement issued by the
Cellular Operators Association of India
(COAI), the industry said it was fully committed to ensuring connectivity inside underground Metro stations but cited non-viable terms imposed by MMRCL and the exclusive involvement of a third-party vendor as key obstacles.
COAI director general Lt Gen S P Kochhar said MMRCL's decision to route mobile services only through a neutral host provider, ACES, created a monopolistic setup, forcing telecom operators to operate under what they call "extortionate" conditions.
"Mumbai Metro has denied direct Right of Way (RoW) to telecom service providers, which goes against provisions of the new Telecommunication Act and RoW rules," the association said.
The operators added that services inside Metro 3 were being provided on a trial basis, pending final agreements. To avoid service disruption, they jointly proposed on April 7, to offer mobile coverage free of cost — without charging MMRCL or the third-party vendor — until commercial terms could be finalised.

Highlighting precedents from other major infrastructure sites — including the PWD tunnel at Pragati Maidan and the Central Vista project — COAI said TSPs deployed mobile infrastructure there without involving third-party intermediaries or facing similar commercial demands.
The ongoing standoff affected all 16 operational underground stations on Metro Line 3, including Phase I (Aarey/JVLR to BKC) and the recently opened Phase 2A (BKC to Acharya Atre Chowk). Only Reliance Jio remains partially active, with service available at SEEPZ station.
MMRCL earlier said that the necessary infrastructure was already installed to support telecom networks and expressed concern over the abrupt withdrawal of services by mobile operators.
Vodafone resumed its services on May 17.

Realty fraud kingpin arrested; over 100 duped
L ucknow: A man accused of orchestrating a massive real estate fraud racket targeting Army and paramilitary personnel was arrested by a joint team of the UP STF and Lucknow police. The accused, Pramod Kumar Upadhyay, 46, allegedly duped over 100 people by selling them fake or disputed plots of land across Lucknow and surrounding areas. The arrest took place on June 15 near Jyotinagar, when the STF received intelligence that Upadhyay would be visiting his now-defunct office near Kanha Upvan in Mohanlalganj to retrieve documents. A team led by additional SP (STF) Lal Pratap Singh apprehended him before he could access the premises. DCP South Nipun Agarwal said Upadhyay is a key accused in at least 30 FIRs, all connected to fraudulent land dealings. He is alleged to have run the scam under the banner of Infra Vision Pvt Ltd, a real estate company that promised prime land but delivered neither ownership nor possession to buyers. The victims were convinced to register plots, only to later discover that the land either did not exist or was never legally owned by the company. "Due to their limited availability for land visits, these personnel were shown misleading documents and plots that were either already under dispute or located elsewhere. Once the fraud came to light, the accused assured the victims of refunds but continued delaying any action," said Agarwal. During interrogation, Upadhyay revealed that the company was originally floated by his elder brother Vinod Kumar Upadhyay and their father Haridwar Upadhyay. The firm operated for years from offices in Aashiyana and Kanha Upvan, which were shut down after the scam surfaced. A case has been registered at Mohanlalganj police station under sections 406 (criminal breach of trust), 504 (intentional insult) and 506 (criminal intimidation) of the Indian Penal Code. Investigators said that earnings from the fraud were allegedly invested in properties located in Khalilabad, Pratapgarh and Raxaul (Bihar). Officials are now examining financial records and real estate transactions linked to the accused to trace the full scale of the racket. Residents of 18 villages to observe bandh today to oppose merger into KMC limits
Kolhapur: Residents of 18 villages and two MIDCs slated for merger into Kolhapur municipal limits would observe a ' bandh ' on Tuesday, saying they would approach the Bombay high court for a stay if govt tried to impose the merger on them. Besides, they plan to boycott upcoming elections and bar administrative officials from entering their areas. Members of the All Party Anti-Merger Action Committee held a press conference at the Kolhapur Press Club, criticising the proposed merger. They taunted minister Hasan Mushrif for suggesting that if govt wanted to merge certain areas into Kolhapur civic limits, they should also include Kagal in the proposal. Kolhapur Municipal Corporation had sent a proposal to state govt to merge Shiroli, Nagaon, Valivade-Gandhinagar, Mudshingi, Sarnobatwadi, Gokul Shirgaon, Pachgaon, Morewadi, Ujlaiwadi, Balinge, Kalamba, Uchgaon, Vadipir, Ambewadi, Vadange, Shiye, Shingnapur, Nagdevwadi, besides Shiroli and Gokul Shirgaon MIDCs, into the municipal limits.
