
Filipino seafarers invest in the Philippines. They shouldn't be punished for it.
When I shared this story to Nilo, a cruise worker who lost his job during the pandemic, he wondered if he, too, should have returned to the Philippines dead, instead of alive and unemployed. Unlike those who had died overseas, no one considered him a 'hero.' 'We're more like those soldiers who went off to war, got wounded, then were sent home,' he scoffed. 'You served the nation, but now, you're no use to anyone because you lost your leg and can't even walk.'
Nilo's response reflects the struggles that Overseas Filipino Workers (OFWs) face when forced to return home. While the Philippines celebrates migrants for their contributions, we often fail to recognize their worth beyond their remittances. Still, I found the bitterness in Nilo's statement concerning. While all migrant workers contribute to the Philippine economy, seafarers, I would argue, are among the most committed to the nation. Yet, it is clear that they do not have the support they need within their own country.
A career prone to disruption
When Filipino seafarers set sail, they're not just chasing higher wages. They're investing in a life back home. Working in an oil tanker or a luxury cruise ship does not open doors to long-term residency or citizenship elsewhere. Unlike nurses and teachers, sea-based careers run on short-term contracts, roughly 4 to 10 months at a time. And unlike domestic workers, seafarers return home more frequently, cycling between the Philippines and their work at sea. As such, their dreams are mostly anchored within the country: a small business, a new house, or a good education for their children.
It is true that seafaring pays higher wages than many jobs in the Philippines, but this profession is also vulnerable to disruption. The COVID-19 pandemic was a stark reminder of how little support there is in helping them weather such crises.
As a sociologist, I followed the experiences of Filipino service staff employed in the global cruise industry. The cruise workers I interviewed were retrenched during the pandemic and only returned to their jobs two years later, heavily in debt and working to stay afloat.
Like other Filipinos, they struggled with the sudden loss of income. But, I found that the main cause of their financial distress was the very investments that were supposed to secure their futures.
Risky investments
When the travel industry shut down, cruise workers turned to home businesses and part-time work to get by. While they managed to cover their daily expenses, their biggest expenses were insurance premiums and monthly payments on land, property, and cars. Philippine government officials had promoted these investments as a 'smart' way to maximize migrant remittances, and cruise workers readily bought into these ventures. Few were warned that these investments relied on regular payments and there were no concessions for unforeseen disruptions.
In the first few months of the pandemic, cruise workers tried to keep up with these fees, dipping into hard-earned savings and borrowing money from friends. A year later, they were defaulting on monthly payments, selling their things, and for many, letting banks repossess their property. Glaiza, a massage therapist in her ship's spa, lost a house that she had been paying for the last four years. 'Sumama talaga loob ko (I felt bad),' she lamented. 'Hindi ko naman kasalanan nawalan kami ng trabaho! (It wasn't my fault that I lost my job.)'
While it is easy to point the blame at migrants' lack of financial literacy, perhaps what we should consider is how the smart investments we encourage seafarers to consider were what put them in debt.
Nasaan ang programa namin?
One might argue that Philippine government agencies did have programs specifically directed at seafarers. However, available grants were overwhelmingly focused on entrepreneurship and livelihood projects. While a benefit to some, most cruise workers were intimidated by the multiple requirements for training and business plans. Already stressed over their own bills, the idea of embarking on a new business venture seemed impractical.
Rather than new investment 'opportunities,' cyclical migrants like cruise workers need a stronger safety net in times of disruption. Life insurance may help cope with an untimely death, but it doesn't address the issues that come with sudden retrenchment or a canceled contract. During the pandemic, cruise workers saw unemployment benefits from Philippines' Social Security System as much more helpful compared to small business grants. While these benefits came in small amounts, they addressed workers' immediate needs.
The COVID-19 pandemic was unprecedented in many ways, but the hardships that Filipino seafarers faced reflect a bigger, ongoing problem: the lack of meaningful protections and support for migrant workers who are invested in the nation.

Duterte camp says ICC violated time limit for probe —VP Sara
The camp of former president Rodrigo Duterte has questioned the jurisdiction of the International Criminal Court (ICC) in handling his case, according to Vice President Sara Duterte. The Vice President made the remark during her visit to the Filipino community in Kuwait on Friday. 'Meron po silang finile yung pag-question ng jurisdiction ng korte sa kaso ni dating Pangulong Rodrigo Duterte. Simple lang ang sinasabi nila. Nag-imbestiga kayo, lampas na ang isang taon na pwede kayo mag-imbestiga. Dumaan ang isang taon bago kayo nagsimula mag-imbestiga. Kaya hindi na yan puwede,' the Vice President said. He is currently detained in the Scheveningen Prison in The Hague. Government records showed that there were over 6,000 drug suspects killed in police operations during the previous administration's drug war. Human rights organizations, however, said that the death toll may have reached 30,000 due to unreported incidents. The Vice President also said that if there is no period of investigation, the accused could be probed for his entire life. TIMELINE: The Philippines and the ICC Earlier this month, the elder Duterte's defense team asked the Appeals Chamber of the ICC to disqualify Prosecutor Karim Khan from the case on the grounds that he "failed to disclose a grievous conflict of interest." In July, the ICC granted Duterte's request to suspend the tribunal's decision on his request for interim release until his defense lawyers have collated all the needed supporting information. 'Nahanap yun ng mga abogado ni dating Pangulong Duterte at nag-file sila ng request for interim release lalong-lalo na dahil sa kanyang edad na 80 years old,' the Vice President said, referring to the country for his father's interim release. (Former President Duterte's lawyers identified the country and filed a request for interim release, especially considering he is 80 years old.) However, the younger Duterte did not reveal the country during her speech. Rogrido's condition The younger Duterte also said her father is in good condition but has gotten thinner. 'Ito yung mga pinakapayat niya na nakita ko sa buong buhay ko,' the Vice President said. 'Binabantayan ang kanyang kinakain at binabantayan ang kanyang timbang ng doktor. OVP open to help distressed OFWs — VP Sara
The Office of the Vice President (OVP) is willing to assist distressed Overseas Filipino Workers (OFWs) who choose to return to the Philippines instead of continuing to work abroad, Vice President Sara Duterte said in a statement. Duterte made the remark during her visit last week to the Filipino community in Kuwait. She left the country on Friday. She shared that their helper at home chose to return to the Philippines because her employer did not provide her with meals. 'Huwag ninyong ipagpalit ang inyong pagkatao, ang inyong dignidad bilang isang tao. Kasi yung treatment o pakikitungo na ganyan ay hindi makatao,' the Vice President said during her speech before a group of OFWs. (Do not trade your dignity as a person, because that kind of treatment is inhumane.) 'Bumalik na lang kayo sa Pilipinas, pag-usapan na lang natin sa Office of the Vice President kung saan ba kami makatulong,' she added. (Just return to the Philippines, and let's see what the Office of the Vice President can do to help.) The OVP earlier said Duterte flew to Kuwait to join Filipinos there for a gathering to discuss concerns and issues impacting their sector. In Kuwait, the Vice President reiterated the importance of input from OFWs, particularly in sharing the positive things they see abroad. 'Mahalaga ang inyong input. Dahil kayo 'yung mga nakatira at nagkatrabaho sa iba't ibang lugar sa mundo. Dahil nakita nyo na ang the best sa ibang bansa na hindi ninyo nakikita sa ating bansa,' Duterte said. PCG slams China's claim of PH 'dangerous maneuvers' in Bajo de Masinloc

Courtesy: PCG video screen shot The Philippine Coast Guard (PCG) on Saturday lashed back at China for claiming that it was the Philippine side which made "dangerous maneuvers" near Scarborough Shoal or Bajo de Masinloc, an incident which Manila said resulted in a collision between two Chinese ships. At a news forum in Quezon City, PCG spokesperson for the West Philippine Sea Commodore Jay Tarriela said, "It is not the PCG or the Philippine government that escalates the tension in the WPS (West Philippine Sea)." "The reason why tension is rising is because of their dangerous actions and illegal presence within our own EEZ (exclusive economic zone). If there is one country that escalates the tension in the entire SCS (South China Sea), not just in the WPS, that is the People's Republic of China because they are deploying their CCG (Chinese Coast Guard) vessels and even PLA (People's Liberation) Navy warships and this is the source of the tension," Tarriela said. "For the PCG, we are not doing anything that provokes any country in the region. Well, first of all, we are not encroaching in our own waters. We do not recognize the illegal claim of the PRC (People's Republic of China). I say it is illegal because this was already resolved by the 2016 Arbitral Award," he added. The Coast Guard spokesperson made the remark after Chinese Ministry of Defense spokesperson Jian Bin alleged that on August 11, Philippine ships "illegally intruded into the territorial waters of China's Huangyan Dao." "The China Coast Guard vessels took measures in accordance with law to track, monitor, block and dispel these Philippine vessels," said Jian. "During the incident, a PCG vessel made dangerous maneuvers such as high-speed changing and sharp turns to cross the bow of Chinese vessels, which created a complex and close quarters situation at sea," the Chinese official said. Jian, however, did not mention the collision between CCG and PLA Navy vessels in his statement. Last Monday, Tarriela said a collision took place between a CCG vessel and PLA Navy ship off Bajo de Masinloc after the CCG 3104 vessel, which was chasing BRP Suluan at high speed, performed a risky maneuver which led to its impact with PLA Navy warship 164. Following the incident, BRP Suluan's flagpole was bent after it was hit by the PLA Navy ship. The PCG and the Bureau of Fisheries and Aquatic Resources (BFAR) were on a mission to distribute aid to local fishermen in Bajo de Masinloc (Scarborough Shoal) as part of the Kadiwa program. Despite the incident, the PCG had said it immediately offered support, including assistance with man-overboard recovery and medical aid for any injured CCG crew members. Jiang, however, said that the PCG's maneuvers "severely violated China's sovereignty, rights and interests, seriously endangered the safety of the Chinese personnel, and seriously undermined peace and stability in the South China Sea." "We urge the Philippine side to stop its infringements and provocations immediately. The Chinese side reserves the right to take necessary countermeasures to resolutely safeguard territorial sovereignty and maritime rights and interests of the country," the Chinese official said. Unfortunate, but... Following the incident, the Philippine government said it bears no responsibility for the collision between CCG and PLA Navy ships near the contested shoal. The Philippine Department of Foreign Affairs (DFA) said the collision was an "unfortunate outcome, but not one caused by our actions." Further, the Philippines, through the DFA, reiterated its demand to China "for compensation for the damage caused to vessels and equipment last June 17 2024, as well as the return of its firearms and equipment, and the personal effects of its personnel that were illegally seized on that date." Tarriela, likewise, said the Philippine side will not pay any damages to the Chinese side since it was their vessels that collided. "It's actually their recklessness and their dangerous maneuvers that resulted in the collision, but kidding aside, we are not going to pay any accountability for it, for such an incident. It's their own doing, it is their illegal actions that resulted in such a collision," the PCG official said. Grounded PH drones Meanwhile, Tarriela said the PCG was unable to fly its drone on the day of its mission with BFAR in Bajo de Masinloc. "It's because we believe that the Chinese were blocking our drones from taking off… This is the first time that I will be disclosing to the public that we were not able to launch our drones. It's because we are suspecting that the Chinese have jammed the signal for us to bring our drones out to take videos and photos," he said. "Well obviously the intent of the PRC in jamming the signal of our drones is because they know our intention was to get photos and videos, and they also know this information will also be released to the public," he added. GMA News Online has requested comment from the Chinese Embassy in Manila regarding Tarriela's statement about the drones, but it has yet to respond as of posting time. Tarriela said the Philippine side has not yet received official reports or official information from the Chinese side regarding any death or injury caused by the collision. China claims almost the entire South China Sea, a conduit for more than $3 trillion in annual ship commerce. Its territorial claims overlap with those of the Philippines, Vietnam, Malaysia, and Brunei. Beijing's heavily contested territorial claims in the SCS have led to multiple maritime incidents involving the Philippines over the years. Meanwhile, Manila refers to parts of the waters within its exclusive economic zone as the West Philippine Sea. In 2016, an international arbitration tribunal in the Hague ruled that China's claims over the South China Sea had no legal basis, a decision Beijing does not recognize. — VDV, GMA Integrated News
