Duterte camp says ICC violated time limit for probe —VP Sara
The Vice President made the remark during her visit to the Filipino community in Kuwait on Friday.
'Meron po silang finile yung pag-question ng jurisdiction ng korte sa kaso ni dating Pangulong Rodrigo Duterte. Simple lang ang sinasabi nila. Nag-imbestiga kayo, lampas na ang isang taon na pwede kayo mag-imbestiga. Dumaan ang isang taon bago kayo nagsimula mag-imbestiga. Kaya hindi na yan puwede,' the Vice President said.
(They filed a motion questioning the court's jurisdiction over the case of former President Rodrigo Duterte. What they're saying is simple: You conducted an investigation, but it was beyond the one-year period allowed for you to do so. A year had already passed before you even began investigating. So now, it's no longer valid.)
The Duterte elder was arrested in the Philippines by local authorities on March 11 on charges of crimes against humanity for his deadly war on drugs when he was mayor of Davao City and when he was president of the Philippines.
He is currently detained in the Scheveningen Prison in The Hague.
Government records showed that there were over 6,000 drug suspects killed in police operations during the previous administration's drug war. Human rights organizations, however, said that the death toll may have reached 30,000 due to unreported incidents.
The Vice President also said that if there is no period of investigation, the accused could be probed for his entire life.
TIMELINE: The Philippines and the ICC
Earlier this month, the elder Duterte's defense team asked the Appeals Chamber of the ICC to disqualify Prosecutor Karim Khan from the case on the grounds that he "failed to disclose a grievous conflict of interest."
In July, the ICC granted Duterte's request to suspend the tribunal's decision on his request for interim release until his defense lawyers have collated all the needed supporting information.
'Nahanap yun ng mga abogado ni dating Pangulong Duterte at nag-file sila ng request for interim release lalong-lalo na dahil sa kanyang edad na 80 years old,' the Vice President said, referring to the country for his father's interim release.
(Former President Duterte's lawyers identified the country and filed a request for interim release, especially considering he is 80 years old.)
However, the younger Duterte did not reveal the country during her speech.
Rogrido's condition
The younger Duterte also said her father is in good condition but has gotten thinner.
'Ito yung mga pinakapayat niya na nakita ko sa buong buhay ko,' the Vice President said.
'Binabantayan ang kanyang kinakain at binabantayan ang kanyang timbang ng doktor. Kaya ako naman, tiwala ako sa doktor na kapag sinabi ng doktor, okay lang yan, ay okay lang yan,' she added.
(This is the thinnest I've ever seen him in my entire life. The doctor is monitoring what he eats and keeping track of his weight. I trust the doctor, so if he says he's okay, then he's okay.) — BM, GMA Integrated News

Mayors want full disclosure of details on flood control projects
A group of mayors is demanding the full disclosure of information on flood control projects, including the names of the contractors and any politicians involved. In a statement, the Mayors for Good Governance demanded from the Department of Public Works and Highways (DPWH) and all concerned national government agencies the immediate and full disclosure of all project details: the Programs of Work, Detailed Unit Price Analyses, Bill of Quantities, and Feasibility Studies, "and, most urgently, the names of contractors and politicians responsible for these multi-billion peso projects funded by our taxpayers." The group said that flood control projects have existed for decades, but over the past years, the supposed corruption in these projects has become more alarming, pervasive, and systematic. ''There is no justification for any secrecy or delay. The Filipino people have waited long enough. Families have suffered unrelenting floods and landslides. Transparency is no longer optional, but a duty we owe to every Filipino,'' the group said. The mayors maintained that their position is clear: Full transparency and genuine accountability now, noting that those who have stolen public funds must face the full force of the law. ''Once proven guilty, politicians and bureaucrats must not only be removed from office, but also prosecuted and jailed. Corruption must end now. The Filipino people deserve a government that protects and serves them, not one that endangers their lives and robs them of their future,'' the mayors said. During his fourth State of the Nation Address, President Ferdinand "Bongbong" Marcos Jr. said government personnel who steal public funds—such as those for flood control projects—should have some shame. Last week, Marcos launched a website where the public can report on questionable flood control projects. Marcos disclosed that 20% of the P545-billion budget for flood control projects was awarded to only 15% of contractors, five of whom have contracts across the country. Marcos recently sought explanation from St. Timothy Construction Corp. regarding its supposed failed flood control project in Calumpit Bulacan, which was hit by floods, with residents of several barangays forced to wade through flood water for at least two weeks. — BM, GMA Integrated News

PNP seeks removal of over 1,300 fake, malicious posts on Meta
The Philippine National Police (PNP) announced it has asked Meta to take down 1,372 posts identified as fake or malicious, as part of its intensified cyber-patrolling efforts against disinformation. Speaking at the PNP briefing on Monday, PNP chief Police General Nicolas Torre III said many of the flagged posts target the government, President Ferdinand Marcos Jr., and the police organization with fabricated stories. 'Wala na yatang makuha ang lehitimong issue itong mga kritiko ng ating gobyerno, lahat mga kritiko ng Presidente kung ano-ano nalang pinagsasabi. Kritiko ng PNP, gagawa na lang ng kwento.' (It seems these critics of our government cannot find any legitimate issue. All critics of the President just say anything they want. Critics of the PNP simply make up stories.) Among those identified was a page called Richie Vlogs, which Torre said will be reported for takedown due to violations of community standards. 'Una, Richie Vlogs, papatake down namin ito sa Meta, is a violation of community standards,' he said. (First, Richie Vlogs—we will have this taken down on Meta, as it is a violation of community standards.) GMA News Online sought out Richie Vlogs for its comment on the matter and will post its reply soon as available. Example of fake content Torre presented one example of fake content circulating online, showing supposed Filipino youths placing chairs on a road, which allegedly caused an accident. However, the PNP chief clarified that the incident did not happen in the Philippines. 'Pinapakita na may mga kabataan na naglagay ng upuan sa gitna ng kalsada. Talagang may naaksidente diyan. May naaksidente diyan, panoorin natin,' Torre stressed. (It shows young people putting chairs in the middle of the road. An accident really happened there. Let's watch it.) He explained that while the video carried Bisaya captions to make it appear local, investigators discovered it was filmed in Indonesia. 'Tapos Bisaya ang nakalagay, ginagawang Bisaya kunwari ay Pilipino pero ang problema ay nasa Indonesia yan. So cyberpatrolling, Indonesia kasi nakuha natin diyan ang plate number. Ang plate number Indonesian plate,' he said. (The captions were written in Bisaya to make it seem Filipino, but the problem is—it was in Indonesia. Through cyberpatrolling, we found that the plate number was Indonesian.) DDS vloggers? The PNP chief also criticized the origin of the misleading material. 'Walang makuha itong mga DDS vloggers. DDS vlogger ang nagkuha niyan, ang nag-post niyan, ang naglagay ng caption ng Bisaya. Wala nang iba diyan kundi DDS vlogger,' he added. (These DDS vloggers have nothing to contribute. It was a DDS vlogger who recorded it, who posted it, and who put the Bisaya caption. No one else but a DDS vlogger.) Torre warned that individuals or groups proven to be behind the creation and spread of fake news could face criminal complaints. The PNP said its cybercrime units will continue monitoring and coordinating with social media platforms to curb the spread of disinformation, which officials warn could endanger public safety and fuel political tensions. — RSJ, GMA Integrated News

BINI files criminal case over alleged ‘spliced video' of Pinoy street food review
BINI has filed a criminal case over an alleged spliced video that fueled hate and bashing against them online. In a statement posted on Instagram, Atty. Joji Alonso said the case is under Section 4B of the anti-cybercrime law in conjunction with unjust vexation. 'This emanated from the splicing of a 25-minute video of the BINI members, trying and rating Filipino street food. The uploaded spliced version was cut to 2-minutes and only showed only their negative reactions, completely changing the show's narrative,' Alonso said. 'This fueled online hate and bashing against BINI. This even escalated to personal attacks, name-calling, and grave insults. The malicious splicing of the video unjustly threw them in a bad light, causing irreparable emotional and mental distress.' All eight BINI members appeared in the video titled 'BINI Tries & Rates Filipino Snacks!' uploaded on the YouTube channel People Vs Food last July 8. In the video, they tried several Filipino food like kwek-kwek, isaw, balut, betamax, and more. Several short clips from the video spread on social media, focusing on specific reactions of the members. According to Alonso, BINI is taking a stand against this form of digital abuse. "It must be remembered that freedom to post online is not an absolute right, and must be accompanied by truth, accountability and responsibility. Right to free speech ends when it starts to malign reputations or cause harm and damage upon others," she said. Composed of Jhoanna, Stacey, Aiah, Mikha, Maloi, Sheena, Gwen, and Colet, BINI is known for their songs "Pantropiko" and "Salamin, Salamin."
