on Friday slammed Prime Minister Narendra Modi and Bihar CM Nitish Kumar, accusing them of trying to erase the names of poor and marginalised voters from the electoral rolls.
'The Election Commission has suddenly announced a special intensive revision. This means that the voter list published in February, which had the latest additions and deletions, has now been set aside.'
He said that the entire list of eight crore Bihari voters has been sidelined, and now a fresh voter list will be created from scratch.

He raised doubts over why this process is being conducted with only two months left before the elections and the feasibility of completing it in time.
'This clearly raises a question, why is this being done just two months before the elections? And is it even possible to prepare a fresh voter list of eight crore people within just 25 days?'
'Not only that, documents demanded are what the poor simply don't have,' the RJD leader said.
Tejaswi added that his party will take up the issue with the election commission and send a delegation to present detailed objections in the coming days.
He further accused PM Modi and Nitish Kumar of conspiring to erase the names of poor and marginalised voters from the electoral rolls under the guise of the EC's Special Intensive Revision (SIR) drive.
'The matter is clear, Nitish Ji and Modi Ji are scared.Their intention is to get the names of poor people removed from the voter list. In a democracy, the most important right that the poor have is the right to vote. And now the BJP and Nitish Ji want to snatch that right away from the poor, the oppressed, and those on the margins of society, the backbenchers, those who stand at the end of the social ladder.'
Earlier this week, the election commission issued a notification clarifying that the SIR in Bihar aims to ensure inclusion of all eligible voters, eliminate ineligible names, and improve transparency.
It said that factors like rapid urbanisation, migration, deaths, and the risk of illegal foreign entrants are a major reason for the revision. The last such revision in the state took place in 2003.
Meanwhile, Congress has also objected to the exercise. Party spokesperson Pawan Khera accused the EC of acting as a 'puppet' of Prime Minister Modi. 'For a long time, we have been pressuring the Election Commission and saying their process is not transparent. With this new conspiracy, lakhs of people in Bihar and across India will be deprived of their right to vote,' Khera said during a visit to the state.

The opposition Mahagathbandhan or Grand Alliance (GA) in Bihar on Friday went ballistic against the Election Commission of India ( ECI)'s latest move to conduct Special Intensive Revision of electoral rolls in the state calling it 'undemocratic' and alleged that the exercise was a covert attempt to snatch citizenship of the poor and oppressed, and, in turn, rig the upcoming assembly elections by disenfranchising millions of Bihar voters. 'Is it possible to conduct house to house verification of around eight crore voters within 25 days by the ECI in Bihar? The last SIR was done in a period of two years. If, indeed, it is possible, I would challenge the Centre to get the caste census done in two months flat. This is why we get a smell of conspiracy about the conduct of SIR just before the polls. It is an attempt to snatch citizenship of people of Bihar in big numbers, especially poor and oppressed classes by making them first ineligible to vote and then deprive them from ration card, scholarships, government schemes, etc. Chief minister Nitish Kumar and Prime Minister Narendra Modi have a role in it,' alleged leader of the Opposition, Tejashwi Prasad Yadav, while addressing a joint presser with top GA leaders that included AICC member and senior Congress leader Pawan Khera, CPI-ML(iberation) general secretary Dipankar Bhattacharya, in Patna. The GA leaders announced that a delegation of the INDIA bloc would soon meet the Election Commission of India (ECI) officials to raise the issue of impracticality of conducting SIR just two months before the state polls and also setting conditions of providing documents like birth certificates, matriculation certificates to establish one's place of birth and/or date of birth. The SIR in Bihar, under which the voters' list would be prepared after house to house verification of voters from June 25 to July 26, is being done after 22 years as the last such exercise was done in 2003. Bihar has 7.80 crore (78 millions) voters as per the updated voters list published on January 7, 2025. 'Our delegation will soon meet the ECI and raise the issues pertaining to the SRI like condition of providing documents to establish place of birth/ date of birth of parents of voters born between 1987 to 2004 and later. How can people in such big number procure documents like birth certificates and other documents? We will also ask why the SIR is being done in Bihar when polls are so near and monsoon season has arrived when 73% of the state remains affected by the floods,' Yadav said, a point also supported by Bhattacharya and Khera. 'The SIR is an attack on one's citizenship. PM Modi is known for pulling 'masterstrokes'. This SIR is a master stroke indeed as Bihar is a laboratory and such exercises would be done across the country. This is a conspiracy to make youths, poor, OBCs and Dalits ineligible to vote and also deprive them from benefits of different government schemes,' Khera said. He also questioned that why does the ECI need to conduct a fresh electoral poll exercise when it must be having voter date of 2024 Lok Sabha polls. 'Did the ECI not have any data of voters in 2024 polls? If not, they should first declare the 2024 parliamentary polls invalid,' said the senior Congress leader. State Congress president Rajesh Kumar too echoed similar views. ML's Bhattacharya, who wrote a letter to the EC voicing his opposition a day ago, claimed that the proposed exercise would be a 'logistical nightmare'. 'Why did not the EC tell us about SIR when workshops were being held recently for booth level agents in New Delhi for Bihar polls? Why did they keep this exercise under wraps or was this done as an afterthought? If that is so, it is highly objectionable and it is nothing short of murder of democracy,' he said, adding that the GA would not accept the SIR at any cost. In order to illustrate stark flaw in the ECI move, Tejashwi quoted government data. He said that it would be nearly impossible for millions of voters to provide documents like birth certificates, educational certificates in Bihar where registration of births and literacy rate are low. 'In Bihar, there are 59% of voters (estimated 4.76 crore out of around 8 crore voters) who are in the age group of 20-40 years of which around 85% (20-38 age group) of them have to give documents of their parents. Data shows that the issuance of birth certificates from 2001 to 2025 is 2.8% while NFHS-2 data shows that only 10-13% of the population in Bihar in the age group of 40-60 years has done matriculation or attained higher education. How will millions of people in Bihar from rural areas get birth certificates in the next 25 days?' Yadav asked. He also questioned why the ECI not considering aadhaar card as a primary document for registration in voting list. However, the leader of the Opposition did not specify what the GA plans to do in case the ECI does not accept their objections about SIR. 'First, we plan to meet the EC officials and would like to get replies to our concerns and objections. We want to be transparent. Then we will take further steps. We will let you all know about it,' said Yadav. CPI's Ram Babu Kumar CPM's Arun Mishra and Dev Jyoti from Vikassheel Insaan Party (VIP) -- all constituents of the INDIA bloc -- too expressed their views and said the GA would not accept SIR at any cost. 'This is akin to conducting the National Register of Citizens (NRC),' said Dev Jyoti, senior VIP leader.

Shimla (Himachal Pradesh) [India], June 27 (ANI): Himachal Pradesh Education Minister Rohit Thakur on Friday hailed the state's remarkable turnaround in school education, declaring that it has reclaimed its position as a leader in educational outcomes. 'It is a matter of great pride for Himachal Pradesh that historically, from the time of Dr YS Parmar, the architect of modern Himachal, we have been known for achievements in education. Back in 1947, the literacy rate was merely 7 per cent, which rose to 83 per cent by 2011,' Thakur told reporters in Shimla. However, he acknowledged that in recent years, Himachal Pradesh had been witnessing a decline in the quality of education. 'The recent surveys conducted during the tenure of the previous government were worrying and disappointing. The National Achievement Survey conducted by the Government of India showed that in 2021, Himachal, once among the top five states, slipped to 21st position, which was a major shock for us,' he said. 'The ASER report also revealed that eighth-grade students were unable even to read or comprehend subjects of the third-grade curriculum. Similarly, in the Performance Grading Index (PGI), the state fell to 18th position, which clearly reflected the deterioration in academic performance,' Thakur said. Thakur said that the Sukhvinder Singh Sukhu-led Congress government, which came to power in December 2022, inherited a crumbling education system along with a broken economy, and it posed a dual challenge. 'I may not be an academician, but I am a hard taskmaster,' he said, adding that strict measures were implemented, and with the cooperation of officials, employees and teachers, the department accepted the challenge head-on. 'ASER Now Ranks Himachal No. 1 in Reading and Learning', he said. 'We took bold steps, and today, these reforms are showing results. The ASER report now places Himachal Pradesh at the top for reading and learning outcomes. We even surpassed Kerala. In the Performance Grading Index, Himachal has climbed back from 21st to 5th position in 2024,' he informed. 'In the recent learning outcome tests, Himachal ranked 2nd in Class 3, 4th in Class 9, and 5th overall nationally. Moving from 21st to 5th is no small feat,' he said. The minister emphasised that the education department had focused on consolidation rather than expansion and had worked efficiently with limited resources. 'We said we would consolidate our department, and within two and a half years, there have been visible achievements. We started the cluster system, brought directorates together, and filled thousands of vacant posts,' he added. Thakur revealed that 3,600 schools and institutions were functioning with just one teacher, which had adversely affected performance. 'We approved 5,800 posts in education, of which around 4,000 have already been recruited. The number of single-teacher schools has now been reduced to half,' he said. 'We also recruited 700 lecturers through the Commission, whereas the previous government managed only 500 appointments in five years,' he noted. 'To implement NEP-related directives and streamline higher education, 119 new principal posts have been filled in 136 colleges, most of which earlier had no principals,' the minister said. 'For the school cadre, no regular promotions of principals have been done since 2017. We have now regularised nearly 1,900 school principals, and the promotion process has begun,' Thakur said. He also assured that PGT and school cadre promotions would be completed within two months and that the introduction of English-medium sections and exposure visits were all part of efforts to raise educational quality. Rohit Thakur also addressed the sensitive issue of school closures and mergers, explaining the rationale behind the decisions. 'Around 450 schools had no students for nearly 12 years. We merged these schools. In some areas, like Lahaul-Spiti, there were eight teachers for just three students. Enrollment is declining, and migration is a factor,' he said. 'Where there is demand, we will deploy more teachers. But we must rationalise resources,' Thakur told ANI. He stated that reforms have now been tied to clear performance outcomes, and the responsibilities of principals, headmasters, directors, and additional directors have been redefined. 'Unless we link reforms with measurable results, they will not deliver. We are now doing exactly that,' Thakur added. (ANI)
